{"id":100139,"date":"2021-10-07T12:02:41","date_gmt":"2021-10-07T11:02:41","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=100139"},"modified":"2021-10-07T16:16:32","modified_gmt":"2021-10-07T15:16:32","slug":"social-value-planning-process","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/social-value-planning-process\/100139\/","title":{"rendered":"New guidance on how to embed social value into the planning process"},"content":{"rendered":"<h2>The Social Value Portal has launched new guidance on how to embed social value into the planning process<\/h2>\n<p>An estimated \u00a330bn of <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/social-value-architecture\/66645\/\" target=\"_blank\" rel=\"noopener noreferrer\">social value<\/a> remains unutilised due to planning authorities and developers failing to grasp the opportunity of providing not just the best price, but also the best social value during the planning process.<\/p>\n<p><a href=\"https:\/\/www.gov.uk\/government\/publications\/social-value-act-information-and-resources\/social-value-act-information-and-resources\" target=\"_blank\" rel=\"noopener noreferrer\">The Social Value Act 2012<\/a>, which has more recently been reinforced by <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/921437\/PPN-06_20-Taking-Account-of-Social-Value-in-the-Award-of-Central-Government-Contracts.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Procurement Policy Note PPN06\/20<\/a> and the <a href=\"https:\/\/www.gov.uk\/government\/publications\/the-construction-playbook\" target=\"_blank\" rel=\"noopener noreferrer\">Construction Playbook<\/a>, calls for all public sector commissioning to factor in economic, social and environmental wellbeing.<\/p>\n<p>Entitled \u2018<a href=\"https:\/\/socialvalueportal.com\/social-value-in-planning-paper\/?utm_source=press&amp;utm_medium=press+release&amp;utm_campaign=Embedding+social+value+into+planning\" target=\"_blank\" rel=\"noopener noreferrer\">Embedding Social Value into Planning\u2019<\/a>, the document is the result of a collaboration across the planning, development, and design communities, known as the Social Value Planning Taskforce. It was set up in November 2020 as a working group of the <a href=\"https:\/\/www.nationalsocialvaluetaskforce.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">National Social Value Taskforce<\/a> to find\u00a0 a way to embed social value into the planning process, delivering better places to live and work and to build trust in local planning and development.<\/p>\n<p>Released by <a href=\"https:\/\/socialvalueportal.com\/?utm_source=press&amp;utm_medium=press+release&amp;utm_campaign=Embedding+social+value+into+planning\" target=\"_blank\" rel=\"noopener noreferrer\">Social Value Portal<\/a>, the <a href=\"https:\/\/socialvalueportal.com\/social-value-in-planning-paper\/?utm_source=press&amp;utm_medium=press+release&amp;utm_campaign=Embedding+social+value+into+planning\" target=\"_blank\" rel=\"noopener noreferrer\">briefing paper<\/a> outlines how developers and local authorities can effectively incorporate social value initiatives as part of a planning application.<\/p>\n<p>Guy Battle, CEO of the Social Value Portal, said: \u201cWhilst social value within procurement is widely recognised and enforced, it is not so clearly accounted for in a planning application.<\/p>\n<p>\u201cThe end result is that communities are deprived of additional social benefits that would otherwise be available \u2013 if developers were asked to consider the wider contribution a development can bring to society.\u201d<\/p>\n<h3>How to build social value into planning policy and the Local Plan<\/h3>\n<p>The briefing paper provides guidance for councils and planners on how to build social value into planning policy and the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/local-plans-community-engagement\/83266\/\" target=\"_blank\" rel=\"noopener noreferrer\">Local Plan<\/a>.<\/p>\n<p>There is also guidance for developers on how to use the National Planning Policy Framework to submit a Social Value Statement and to ensure it is taken into account as part of the planning submission.<\/p>\n<p>Social value opportunities highlighted in the report range from investment in community groups and volunteer schemes to local job creation and waste recycling.<\/p>\n<p>Also included are a variety of case study examples of best practice, from the cabinet approved Social Value Policy developed by Solihull Metropolitan Borough Council (SMBC) to a community engagement programme in London\u2019s Tower Hamlets.<\/p>\n<p>Guy Battle continues: \u201cThe Taskforce is in agreement that the best way to embed social value into planning is by requiring developers to submit a Social Value Statement as part of the planning application.<\/p>\n<p>\u201cThis briefing paper highlights the need for a more transparent demonstration of a developer\u2019s understanding of local needs \u2013 and a commitment to addressing these through measurable social value outcomes.<\/p>\n<p>\u201cPut simply, if these measures can be adopted throughout the planning process and social value is successfully integrated and measured, a new development will be considered a success and trust in the planning process will improve.<\/p>\n<p>\u201cAs we emerge from the pandemic, it is essential for planners and developers to work closely together to build back better, greener and fairer.\u201d<\/p>\n<p><a
