{"id":100982,"date":"2021-10-26T12:42:28","date_gmt":"2021-10-26T11:42:28","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=100982"},"modified":"2021-10-27T08:55:18","modified_gmt":"2021-10-27T07:55:18","slug":"nfb-blueprint-citb-restructure","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/nfb-blueprint-citb-restructure\/100982\/","title":{"rendered":"NFB blueprint calls for the \u2018reconstruction\u2019 of CITB"},"content":{"rendered":"<h2>The <a href=\"https:\/\/www.builders.org.uk\/home\/\" target=\"_blank\" rel=\"noopener noreferrer\">National Federation of Builders<\/a> (NFB) has outlined proposals\u00a0to restructure the Construction Industry Training Board (CITB), as it recommends sweeping changes<\/h2>\n<p>The NFB has launched a blueprint voicing the views of its members to spark government-wide debate on the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/citbs-levy-proposals\/98879\/\" target=\"_blank\" rel=\"noopener noreferrer\">future of CITB<\/a> in the industry.<\/p>\n<p>The paper outlines a fundamental organisation restructure \u2013 proposing sweeping changes to ensure greater efficiency, accountability, and a more focused and successful delivery of <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/skills-and-training-challenges\/91326\/\" target=\"_blank\" rel=\"noopener noreferrer\">skills and training outcomes<\/a>.<\/p>\n<h3>The key recommendations include:<\/h3>\n<ul>\n<li>The creation of a new construction careers body<\/li>\n<li>Fundamental reform of Levy including stripping CITB of Levy raising powers<\/li>\n<li>Removal of the grants system and corresponding reduction in Levy<\/li>\n<li>Delivering apprenticeship and qualification financial incentives through Government<\/li>\n<li>Retaining a residual CITB to focus on work as the Sector Skills Council<\/li>\n<li>Redeploying local advisors through Employment and Skills Boards<\/li>\n<li>Ending CITB projects and programmes<\/li>\n<li>Changing CITB\u2019s status and submitting the organisation to competitive tender.<\/li>\n<\/ul>\n<p>The <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/citb-chairs-nation-councils\/95421\/\" target=\"_blank\" rel=\"noopener noreferrer\">reconstruction of CITB<\/a> follows a two-year consultation of NFB\u2019s CITB process and aims to provide a blueprint for reform ahead of a formal ITB review by the Government, expected sometime next year.<\/p>\n<p>The report outlines the industry\u2019s verdict on CITB, as reported in its own annual reports.<\/p>\n<p>The consensus of the report is that many construction employers do not see CITB as adding value to the industry and do not believe that the labour market meets the industry\u2019s needs.<\/p>\n<p>Furthermore, many employers feel as though they can access the training they need \u2013 a situation that has worsened for the past three years.<\/p>\n<p>The NFB has stated that whilst its members overwhelmingly support the aims and objectives of the CITB, its members do not have confidence in the current organisation\u2019s ability to deliver.<\/p>\n<h3>\u2018CITB needs a fundamental reorganisation\u2019<\/h3>\n<p>Richard Beresford, chief executive of the NFB, said: \u201cAs a member-led organisation we have lobbied for years for the CITB to reform from within.<\/p>\n<p>\u201cOur members have finally come to the conclusion that is no longer a viable option and that CITB needs a fundamental reorganisation. Only the government will be able to deliver that, so we are launching this paper to spark a serious and wide-ranging debate about how we mobilise to get this done.<\/p>\n<p>\u201cI\u2019m calling on all those who pay CITB Levy to join us in this fight.
