{"id":102445,"date":"2021-12-02T17:08:06","date_gmt":"2021-12-02T17:08:06","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=102445"},"modified":"2021-12-02T17:08:06","modified_gmt":"2021-12-02T17:08:06","slug":"green-homes-grant-voucher","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/energy-news\/green-homes-grant-voucher\/102445\/","title":{"rendered":"Green Homes Grant \u201cunderperformed badly\u201d says PAC report"},"content":{"rendered":"<h2>The Public Accounts Committee (PAC) has said that the Green Homes Grant Voucher Scheme \u201cunderperformed badly\u201d, in its latest report<\/h2>\n<p>The <a href=\"https:\/\/www.gov.uk\/guidance\/apply-for-the-green-homes-grant-scheme\" target=\"_blank\" rel=\"noopener noreferrer\">BEIS Green Homes Grant Voucher Scheme<\/a> was implemented as a response to the COVID-19 pandemic, aiming to <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/green-jobs-eac\/100856\/\" target=\"_blank\" rel=\"noopener noreferrer\">support jobs whilst reducing carbon emissions<\/a>.<\/p>\n<p>However, the recent <a href=\"https:\/\/publications.parliament.uk\/pa\/cm5802\/cmselect\/cmpubacc\/635\/report.html\" target=\"_blank\" rel=\"noopener noreferrer\">Public Accounts Committee (PAC) report<\/a> has said it \u201cunderperformed badly\u201d.<\/p>\n<p>The report revealed that only about 47,500 homes were upgraded, out of the 600,000 anticipated, and only a small fraction of jobs were awarded.<\/p>\n<p>52% of homeowners\u2019 voucher applications were rejected or withdrawn, 46% of installer applications failed and its <a href=\"https:\/\/www.pbctoday.co.uk\/news\/energy-news\/green-homes-grant-scrapped\/91149\/\" target=\"_blank\" rel=\"noopener noreferrer\">abrupt closure<\/a> may have led to redundancies.<\/p>\n<h3>BEIS has not &#8216;fully acknowledged the scale of its failures&#8217;<\/h3>\n<p>The project accounted for just \u00a3314 million of its original \u00a31.5 billion budget, \u00a350 million of which was put towards administration costs.<\/p>\n<p>PAC also said it is &#8220;not convinced that <a href=\"https:\/\/www.pbctoday.co.uk\/news\/energy-news\/green-homes-grant-2\/98887\/\" target=\"_blank\" rel=\"noopener noreferrer\">BEIS has fully acknowledged the scale of its failures<\/a> with this scheme&#8221;.<\/p>\n<p>The 12-week timescale to implement it was labelled unrealistic and BEIS&#8217; own Projects and Investment Committee rejected its business case. However, BEIS decided to proceed with it despite this.<\/p>\n<h3>&#8216;Rushed through Green Homes Grant scheme&#8217;<\/h3>\n<p>Dame Meg Hillier MP, Chair of the Public Accounts Committee said: &#8220;It cost the taxpayer \u00a350 million just to administer the pointlessly rushed through Green Homes Grant scheme, which delivered a small fraction of its objectives, either in environmental benefits or the promised new jobs.<\/p>\n<p>&#8220;We heard it can take 48 months &#8211; 4 years &#8211; to train the specialists required to implement key parts of a scheme that was dreamed up to be rolled out in 12 weeks. It was never going to work at this time, in this way, and that should have been blindingly obvious to the Department. That it was not is a serious worry.
