{"id":112736,"date":"2022-07-04T12:07:06","date_gmt":"2022-07-04T11:07:06","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=112736"},"modified":"2022-07-04T12:07:06","modified_gmt":"2022-07-04T11:07:06","slug":"20m-government-programme-improve-standards-of-supported-housing","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/20m-government-programme-improve-standards-of-supported-housing\/112736\/","title":{"rendered":"\u00a320m Government programme to improve standards of supported housing"},"content":{"rendered":"<h2>The Department for Levelling Up, Housing and Communities (DLUHC) has announced \u00a320m of funding for local councils with the<a href=\"https:\/\/www.gov.uk\/government\/publications\/supported-housing-improvement-programme-prospectus\" target=\"_blank\" rel=\"noopener noreferrer\"> Supported Housing Improvement Programme<\/a>, aimed at tackling extortionate rents and other factors contributing to current poor standards of supported housing<\/h2>\n<p><a href=\"https:\/\/www.pbctoday.co.uk\/news\/energy-news\/social-housing-net-zero\/91064\/\" target=\"_blank\" rel=\"noopener noreferrer\">Supported housing<\/a> provides accommodation alongside care, support, or supervision, helping vulnerable people across the country and should reach appropriate standards in doing so.<\/p>\n<p>In short-term supported housing, residents may have experienced homelessness, mental health issues or domestic abuse, and schemes should provide them with the skills and confidence to enter longer-term independent accommodation.<\/p>\n<p>Many people in supported housing receive tailored support to help them access health services or mental health support, manage their finances, find employment and\/or sustain a tenancy.<\/p>\n<p>But there are instances of supported <a href=\"https:\/\/springhousing.org.uk\/wp-content\/uploads\/2019\/11\/Spring-Housing-Final-Report-A4.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">housing landlords providing unacceptable levels of support<\/a> while charging extortionate rents. Loopholes are also manipulated to allow minimal accountability for poor standards of supported housing.<\/p>\n<h4>The new government package contains measures that will deliver:<\/h4>\n<ul>\n<li>Minimum standards for support provided to residents to help their progress towards living independently<\/li>\n<li>New powers for local authorities to better manage their local supported housing market and ensure no individual falls through the cracks<\/li>\n<li>Changes to Housing Benefits regulations to seek to define care, support, and supervision to improve quality across all specified supported housing provision<\/li>\n<\/ul>\n<p>This follows successful pilots which saw DLUHC work with 5 local authorities around England to improve supported housing in these areas.<\/p>\n<p>From October 2020 to September 2021, DLUHC funded 5 local authorities (Birmingham, Blackburn with Darwen, Blackpool, Hull and Bristol) to test interventions to raise standards of accommodation and support and <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/new-housing-policy\/96552\/\" target=\"_blank\" rel=\"noopener noreferrer\">improve local authority oversight of the local supported housing market.<\/a><\/p>\n<p>The\u00a0<a href=\"https:\/\/www.gov.uk\/government\/publications\/supported-housing-oversight-pilots-independent-evaluation\">independent evaluation of the pilots<\/a>\u00a0was published in April 2022. It found that increasing local authority capacity and capability had a positive impact on their ability to improve quality and value for money, improving the standards of supported housing at a local level.<\/p>\n<h3>\u201cHaving a settled home gives people the security to improve their lives\u201d<\/h3>\n<p>Minister for Rough Sleeping and Housing Eddie Hughes MP said:\u202f\u201cWe want vulnerable residents living in supported housing to have safe, appropriate accommodation, which meets their needs and can help them move onto more independent living.<\/p>\n<p>\u201cI\u2019m pleased to open our Supported Housing Improvement Programme for bids.
