Fletcher describes himself as a \u201ctime-served plumber\u201d, with more than 30 years experience in construction and <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/leading-women-in-engineering-representation\/109599\/\" target=\"_blank\" rel=\"noopener noreferrer\">building service engineering<\/a>.<\/p>\n<p>He is a passionate advocate of <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/future-skills-pledge\/105310\/\" target=\"_blank\" rel=\"noopener noreferrer\">training and apprenticeships<\/a>, and a former chairman of BESA Scotland. He is also lead mentor for Fife Council Building Services mechanical apprentices, of which there are more than 30 working in plumbing\/<a href=\"https:\/\/www.thebesa.com\/academy\/course?eventtemplate=74-besa-fgas-category-1-renewal\" target=\"_blank\" rel=\"noopener noreferrer\">gas and mechanical disciplines<\/a>. Several of the current group were taken on after being made redundant by private firms.<\/p>\n<h3>Fletcher is optimistic about the BESA communities\u2019 resilience<\/h3>\n<p>In his address to the BESA Annual General Meeting in London, Fletcher spoke about the difficult economic conditions and their impact on the building engineering sector, but said he remained optimistic.<\/p>\n<p>\u201cThis Association has a proud history and we its members are fortunate that we can call on the collective experience and expertise of members past and present,\u201d he said. \u201cThe \u2018BESA Community\u2019 has given us an amazing repository of<a href=\"https:\/\/www.pbctoday.co.uk\/news\/building-control-news\/actis-construction-industry-insight-labc-technical-events\/110596\/\" target=\"_blank\" rel=\"noopener noreferrer\"> technical know-how<\/a> and business experience.&#8221;<\/p>\n<p>\u201cThis means we are well placed to navigate choppy waters \u2013 and it is always better to do that together, as part of a community of like-minded people and firms, rather than having to work out the best way forward on your own.\u201d<\/p>\n<p>BESA chief executive David Frise congratulated new BESA president Fletcher on his election and paid fulsome tribute to his predecessor.<\/p>\n<p>\u201cWe are hugely grateful to Neil for his steadfast service through two unprecedented and extremely challenging years,\u201d he said. \u201cHis leadership helped to steer us through some tough times and means we can now look ahead with optimism.&#8221;<\/p>\n<p>\u201cRab has already given great support to members through his work as chair of BESA Scotland and the Local Authority Forum.
