{"id":113822,"date":"2022-08-01T11:06:01","date_gmt":"2022-08-01T10:06:01","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=113822"},"modified":"2022-08-01T11:06:01","modified_gmt":"2022-08-01T10:06:01","slug":"swpa-procuring-energy-efficiency-measures","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/energy-news\/swpa-procuring-energy-efficiency-measures\/113822\/","title":{"rendered":"SWPA: Procuring energy efficiency measures"},"content":{"rendered":"<h2>In this article, Emily Bull, client research officer at SWPA, explains how the second wave of the Social Housing Decarbonisation fund will enable associations to secure better housing energy efficiency measures<\/h2>\n<p>The climate and biodiversity crises combined with the cost-of-living increase and its impact on fuel poverty has highlighted the importance behind the need to <a href=\"https:\/\/www.pbctoday.co.uk\/news\/energy-news\/the-road-to-net-zero-retrofitting-social-housing\/113128\/\" target=\"_blank\" rel=\"noopener noreferrer\">retrofit our existing buildings.<\/a><\/p>\n<p>The second wave of the Social Housing Decarbonisation Fund opening will enable some of this work to get started and offers great flexibility to upgrade your housing stock to achieve EPC \u2018C\u2019, as part of the journey towards Net Zero by 2050. Key headlines are:<\/p>\n<ul>\n<li>Retrofit a minimum of 100 social homes at an EPC \u2018D-G\u2019 at the time of bid<\/li>\n<li>Install a single fabric measure or multi-measure approach<\/li>\n<li>Deliver programme of work by 30th June 2025<\/li>\n<li>Facilitate the installation of low carbon heating in any home (on or off gas grid)<\/li>\n<\/ul>\n<h3>How can these works be procured?<\/h3>\n<p><a href=\"https:\/\/www.pbctoday.co.uk\/news\/mmc-news\/procurement-in-practice-the-benefits-of-aggregating-demand-for-mmc-homes\/113642\/\" target=\"_blank\" rel=\"noopener noreferrer\">Procurement is central<\/a> to every decision in public sector spending, but it is often seen as a barrier to getting works completed. SWPA believe this next wave of funding is the perfect opportunity to find a compliant route that can be easily replicated for future funding waves.<\/p>\n<p>Social housing providers can procure a variety of works that will enable them to reach net zero targets through our 21 individual measures, including insulation and solar panels, and a multi-disciplinary workstream in our <a href=\"https:\/\/www.swpa.org.uk\/frameworks\/energy-efficiency\/energy-efficiency-measures-associated-works-n8\/\" target=\"_blank\" rel=\"noopener noreferrer\">Energy Efficiency Measures &amp; Associated Works<\/a> framework.<\/p>\n<p>Phil Blackmore, Procurement Manager for SWPA says: &#8220;Running tenders to find the most suitable contractor is both time and labour intensive, and the prospect of repeatedly running them for each wave of funding with the Social Housing Decarbonisation Fund will require a lot of resource.<\/p>\n<p>&#8220;This is a daunting prospect for many local authorities and housing associations, especially smaller organisations that may not have dedicated procurement resource. Our framework provides that route to market without the need for additional resources and expertise.&#8221;<\/p>\n<p>To prepare for this, and future waves of funding it\u2019s important to have a comprehensive understanding of your existing stock, key to this is having the right expertise to assess your houses, if you need a consultant the appointed companies on our <a href=\"https:\/\/www.swpa.org.uk\/frameworks\/consultancy\/energy-efficiency-consultancy-services-n8c\/\" target=\"_blank\" rel=\"noopener noreferrer\">Energy Efficiency Consultancy<\/a> framework could be the experts for you.<\/p>\n<p>SWPA Director, Mary Bennell, commented: &#8220;We\u2019re very proud of our frameworks, and what we as a team can offer \u2013 we have procurement and technical expertise to help all our clients navigate this funding and chose the best options for them.<\/p>\n<p>&#8220;When you consider the additional expertise of our appointed companies and the ability to add social value criteria to our mini-competitions we believe this is the best option for the public sector to effectively use the funding and achieve their goals.&#8221;<\/p>\n<p>To best support this second wave of funding, SWPA are encouraging any public sector bodies that have applied for funding to register their projects through our <a href=\"https:\/\/www.swpa.org.uk\/frameworks\/energy-efficiency\/energy-efficiency-measures-associated-works-n8\/\" target=\"_blank\" rel=\"noopener noreferrer\">Energy Efficiency Measures<\/a> framework.
