Analysis from Savills on behalf of the Local Government Association <\/a>(LGA) has found that a proposed 5% social rent cap could cost councils more than \u00a33bn<\/h2>\n

A government consultation proposing a 5 per cent social rent cap<\/a>, with 3 or 7 per cent also being considered, has been met with strong concern from local government organisations such as the LGA.<\/p>\n

The LGA, alongside the Association of Retained Council Housing (ARCH) and National Federation of ALMOs (NFA) commissioned Savills to estimate the loss of income caused by a social rent cap.<\/p>\n

The data analysis found that local councils would bear the brunt of the cost<\/h3>\n

It found that a 5 per cent cap would cost \u00a31.16bn in the first two years, rising to more than \u00a33bn within five years and potentially rising to \u00a345bn over the next four decades as the rent cap changes the baseline for future rent increases.<\/p>\n

Because the majority of council tenants (60 per cent) receive housing benefit, any rent cap will not benefit those directly(as their benefits will be increased in line with any increase).<\/p>\n

Instead, it will be a saving for the Department of Work and Pensions\u2019, while councils will have to cope with the additional financial burden due to the lost income.<\/p>\n

The LGA, which represents more than 350 councils across England and Wales, said decisions around social rent should remain with councils to ensure a balance between improvements and affordability<\/a>, and that the Government will need to provide funding to cover the loss of income.<\/p>\n

The organisations argue that the subsequent impact of a lack of funding for housebuilding projects, key maintenance and improvement works and retrofitting existing stock<\/a> in pursuit of Net Zero goals and more energy efficient homes diminish the policy\u2019s effectiveness in ensuring high-quality homes.<\/p>\n

The data suggests local councils will struggle to address the cost-of-living and housing crises under the proposed social rent cap<\/h3>\n

Cllr David Renard, housing spokesperson for the LGA, said:<\/p>\n

\u201cCouncils recognise the pressures on tenants, exacerbated by the rising cost of living and inflation<\/a>, and had already been considering their approach to next year\u2019s rents to ensure that a careful balance is made between affordability for tenants and investment in the homes that they live in.<\/p>\n

\u201cIt is right that rents are kept as low as possible but our analysis shows that the proposed rent cap will have a significant medium to long term impact on councils\u2019 ability to build the homes our communities desperately need, which is one of the best ways to boost growth.<\/p>\n

\u201cWith more than one million people on council house waiting lists and the retrofitting of existing housing stock key to the country\u2019s Net Zero goals<\/a>, imposing a cap without compensating councils for lost income would have a hugely detrimental impact to those efforts.\u201d<\/p>\n

Without government investment, tenants will suffer<\/h3>\n

Mike Ainsley, chair of the National Federation of ALMOs, responded to the assessment of the social rent cap:<\/p>\n

\u201cThis is a difficult decision for all councils during exceptionally hard times and no council or ALMO wants to increase rents. We already have the lowest rents in any part of the rented sector and our operating costs have been going up with every rise in the cost of materials, energy or wages<\/a>. NFA members, in partnership with their parent councils, are doing everything possible to help residents cope with the rapidly accelerating cost of living.<\/p>\n

\u201cGovernment has to come up with an answer to this question: if rents don\u2019t rise with inflation but no additional support is given to local authorities or their ALMOs, where do we find the investment to pay for the services our residents need? How do we keep their homes in good condition? How do we do the fabric-first retrofit that is vital to keep their energy bills down and meet our climate change responsibilities?<\/p>\n

\u201cA rent cap makes a great headline \u2013 but unless government also helps plug the investment gap, residents will suffer in the long term.\u201d<\/p>\n

Cllr Aydin Dikerdem, chair of ARCH, said:<\/p>\n

“The principle underlying public housing is that people on low incomes should not be forced to endure poor housing. Council tenants should have the right to enjoy safe, decent and energy efficient homes<\/a> at a rent they can afford. If such rents leave a funding shortfall, government must act to plug the gap.”<\/p>\n
