Projects include urban centre regeneration in areas such as Rotheram, Newham, Ashton Luton and Stoke-on-Trent. The \u00a32.1bn allocated to projects comes from the overall \u00a34.8bn Levelling Up fund announced in 2020.<\/p>\n<h3>Some claim that the Levelling Up allocations have been politically motivated<\/h3>\n<p>Speaking in Morecambe on Thursday- where the Eden Project North was allocated \u00a350m-prime minister Rishi Sunak commented responded to claims that the funding had disproportionately favoured the South of England:&#8221;Two thirds of all the Levelling Up funding is going to the most deprived parts of our country.&#8221;<\/p>\n<p>But critics were quick to notice that the prime minister&#8217;s own Richmond constituency had benefited from \u00a319m from the Levelling Up Fund to revitalise the high street of <a href=\"https:\/\/www.pbctoday.co.uk\/news\/building-control-news\/sustainable-regeneration-of-historic-buildings\/111170\/\" target=\"_blank\" rel=\"noopener noreferrer\">small military town<\/a> Catterick Garrison.<\/p>\n<p>Many recalled the prime minister&#8217;s comments of the previous summer in Turnbridge Wells during his party leadership campaign, telling party members he had <a href=\"https:\/\/www.pbctoday.co.uk\/news\/energy-news\/fuel-poverty-cost-of-living-and-the-drive-to-net-zero\/113356\/\" target=\"_blank\" rel=\"noopener noreferrer\">redirected funding away from \u201cdeprived urban areas\u201d<\/a> to \u201cmake sure areas like this are getting the funding they deserve\u201d in his role as Chancellor.<\/p>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<h3>The Levelling Up Funding regional allocations, from high to low<\/h3>\n<\/div>\n<\/div>\n<ul>\n<li>North West: \u00a3354,027,146<\/li>\n<li>South East: \u00a3210,467,526<\/li>\n<li>Wales: \u00a3208,175,566<\/li>\n<li>South West: North and Scotland feel overlooked<\/h3>\n<p>York&#8217;s city council applied for over \u00a320m in urban regeneration developments, as well as a \u00a35m bid for active travel and accessibility works around the proposed Haxby Station, all of which were unsuccessful.<\/p>\n<p>After Moray Council&#8217;s bid for \u00a318m to revitalise Elgin town centre was denied, Moray MSP Richard Lochhead said &#8220;It is incredible to think that our region, with some of the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/guides-reviews\/lhc-public-sector-procurement-levelling-up-agenda\/108591\/\" target=\"_blank\" rel=\"noopener noreferrer\">biggest barriers to economic development<\/a> will receive zero funding and it destroys any claims by the Conservative Party that they <a href=\"https:\/\/www.pbctoday.co.uk\/news\/featured\/mmc-and-social-value\/106284\/\" target=\"_blank\" rel=\"noopener noreferrer\">understand or care about the needs<\/a> of Scotland\u2019s rural communities.\u201d<\/p>\n<h3>Labour responded that the Levelling Up fund did not make up for years of austerity draining services<\/h3>\n<p>Shadow communities minister Alex Norris told MPs there was a \u201crock-bottom allocation for Yorkshire and the Humber, nothing for the cities of Birmingham, Nottingham and Stoke, nothing for Stonehouse in Plymouth, a community in the bottom 0.2% for economic activity.&#8221;<\/p>\n<p>Sunak responded to accusations that the funding allocations were strategic to boost support for the Conservative in their constituencies by claiming that &#8220;I think around half the funding we have announced over the course of today, or both funds, has actually gone to places that are not controlled by Conservative MPs or councils.&#8221;<\/p>\n<p>Asked about the South East receiving larger sums of cash, Levelling Up secretary Mr Gove said: \u201cIt\u2019s simply untrue that the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/featured\/tracking-the-progress-of-the-levelling-up-regeneration-bill\/113590\/\" target=\"_blank\" rel=\"noopener noreferrer\">Levelling Up fund is concentrated disproportionately<\/a> on London\u00a0and the South East.\u201d<\/p>\n<p>Shadow Levelling Up secretary Lisa Nandy said the sporadic and singular sums of cash was a \u201cHunger Games-style contest\u201d which only offered a partial refund for resources stripped out of communities through austerity measures.<\/p>\n<p>Jonathan Carr-West, head of the Local Government Information Unit think tank, questioned the effectiveness of the scheme: &#8220;People will debate whether these allocations are right or fair but the real problem here is that this is a crazy way to fund local government.&#8221;<\/p>\n<h3>Industry voices share concerns about the fairness of the Levelling Up fund<\/h3>\n<p>Sean Keyes, managing director, Sutcliffe, said:<\/p>\n<p>&#8220;With Liverpool and particularly Manchester the two areas in the North West that are <a href=\"https:\/\/www.pbctoday.co.uk\/news\/digital-construction\/construction-technology-news\/boost-levelling-up-plans\/90919\/\" target=\"_blank\" rel=\"noopener noreferrer\">generating the most wealth, infrastructure and opportunities<\/a>, it is very disappointing to see that both have missed out on their bids for major regeneration projects in the second round of the Levelling Up fund.<\/p>\n<p>&#8220;It seems strange that the supposed Levelling Up of the whole country, has ignored both Liverpool and Manchester, and although it is pleasing that the North West as a whole has received a combined \u00a3355m, much more needs to be done to ensure that there is parity and equal chances for growth in the North and the South in 2023 and
