Energy efficiency, retrofit and compliance are all top of the agenda for the latest LHC public sector frameworks<\/h2>\n

It\u2019s an exciting time to get involved with LHC Procurement Group (LHC) frameworks, as the company beds in its new Board \u2013 comprising six senior figures from public sector organisations across Great Britain \u2013 and continues to draw on its rich 57 years\u2019 experience.<\/p>\n

\u201cWhile embracing the internal transformation of LHC, we have been continuing to work closely with clients and suppliers, through early supply chain involvement and pre-tender engagement, to develop new frameworks that reflect the needs of public sector organisations,\u201d said Dean Fazackerley, LHC head of technical procurement.<\/p>\n

\u201cEnergy efficiency, retrofit and compliance are all top of the agenda for the public sector in 2023 and set to deliver significant work for contractors and suppliers with expertise in these areas up to 2030 and beyond.<\/p>\n

\u201cAs the UK attempts to reduce its dependence on fossil fuels and retrofit 26m homes, these frameworks answer a specific market need for specialists in energy efficiency, decarbonisation and retrofit. \u201cWe\u2019re inviting public sector organisations and contractors and companies delivering the expertise to help shape them to reflect market needs and on-the-ground knowledge of delivery.\u201d<\/p>\n

Recently launched<\/h3>\n

The Modern Methods of Construction of New Homes (NH3) framework<\/h4>\n

Designed to help boost the speed and quantity of delivery of the homes required to fulfil the housing need across communities in England, Scotland and Wales, is LHC\u2019s \u00a31.2bn NH3 framework<\/a>.<\/p>\n

Dean said: \u201cThrough NH3, our most comprehensive Modern Methods of Construction (MMC) framework to date, we are supporting social housing providers in addressing some of their new housing challenges around the need for sustainable methods of construction and a greater supply of housing stock that is environmentally fit for the future.<\/p>\n

\u201cWe have a strong track record for designing innovative frameworks for the public sector, providing access to some of the leading manufacturers and contractors right across Britain.<\/p>\n

\u201cWe are looking to build on the success of our previous framework, NH2, which has so far enabled \u00a393.5m-worth of offsite homes projects with a total forecast value of \u00a3277m.\u201d<\/p>\n

The Consultancy Services (CS1) framework<\/h4>\n

This \u00a330m framework<\/a> is to help support the new build, refurbishment and retrofit of public sector buildings and homes and is designed to enable clients to comply with PAS 2035 and PAS 2038 standards.<\/p>\n

\u201cIt arrives as a result of thorough engagement with public sector procurement teams who said they were looking for access to a wide range of specialist expertise under one framework, from initial design to build and asset management and maintenance<\/a>,\u201d said Dean.<\/p>\n

\u201cCS1, which is part of our portfolio of consultancy frameworks, truly delivers end-to-end \u2013 encompassing construction planning, management and design, civil and structural engineering, landscape and building architectural services, mechanical, electrical and plumbing expertise, asset management, and health and safety consultancy.\u201d<\/p>\n

The Asset Safety & Compliance (ASC1) framework<\/h4>\n

Available nationwide, the ASC1 framework is worth up to \u00a3100m in England, \u00a320m in Scotland and \u00a315m in Wales.<\/p>\n

Designed to help the public sector meet building life safety and maintenance government guidelines and legal responsibilities, ASC1 will provide a full suite of asset safety and compliance services<\/a>.<\/p>\n

The Refurbishment & Modernisation (RM3) framework<\/h4>\n

Replacing LHC\u2019s Whole House Refurbishment & Associated Works (WH2) framework is the RM3 framework<\/a>, which includes the refurbishment of non-residential buildings.<\/p>\n

RM3 will offer social housing providers and public sector organisations the flexibility to procure a range of modernisation and retrofit works<\/a> to meet their asset management and improvement requirements.<\/p>\n

In development<\/h3>\n

The Energy Efficiency & Decarbonisation (N9) framework<\/h4>\n

Designed to support the public sector in its journey to net zero, the N9 framework will deliver a range of energy efficiency and decarbonisation works and energy efficiency consultancy services.<\/p>\n

\u201cWe are in the early stages of developing this replacement to our A8 framework and are engaging with the market throughout August and September to discuss our ideas and gain feedback to help us shape the future framework,\u201d said Dean.<\/p>\n

N9 will help improve asset and stock ratings using a range of specialist energy efficiency measures and works, such as solar PV and heat pumps, as well as combined solutions meeting PAS 2035 requirements for whole house retrofit. The tender for this one is expected to be released in early 2024.<\/p>\n
