{"id":13053,"date":"2015-01-08T14:44:52","date_gmt":"2015-01-08T14:44:52","guid":{"rendered":"http:\/\/www.adjacentgovernment.co.uk\/?p=13053"},"modified":"2018-09-04T09:40:46","modified_gmt":"2018-09-04T08:40:46","slug":"looking-forward-westminster-fire","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/building-control-news\/looking-forward-westminster-fire\/13053\/","title":{"rendered":"Looking forward \u2013 Westminster and fire?"},"content":{"rendered":"<h2>Graham Ellicot, CEO of the Fire Industry Association (FIA) looks at the current government departments that have a concern over fire policy, and what impact the next general election may have.<\/h2>\n<p>It\u2019s an interesting time in politics at the moment with the rise of <a href=\"http:\/\/www.ukip.org\/\" target=\"_blank\" rel=\"noopener\">UKIP<\/a> and the likelihood that the <a href=\"http:\/\/www.snp.org\/\" target=\"_blank\" rel=\"noopener\">SNP<\/a> could decimate the <a href=\"http:\/\/www.labour.org.uk\/\" target=\"_blank\" rel=\"noopener\">Labour<\/a> vote in Scotland at the next General Election. Indeed the bookies are offering 20\/1 on a Labour\/SNP coalition. And, as <a href=\"http:\/\/www.scottish.parliament.uk\/msps\/currentmsps\/Alex-Salmond-MSP.aspx\" target=\"_blank\" rel=\"noopener\">Alex Salmond<\/a> has not ruled out running for a seat at Westminster if Labour and the SNP combine to form the next government, we could have the interesting situation of him sitting across the aisle from the Tory Leader.<\/p>\n<p>But rather than continuing to play the what if game with the next government a better question to ask might be which government department will have the most impact on the future of fire? The answer should be simple as the <a href=\"https:\/\/www.gov.uk\/government\/organisations\/department-for-communities-and-local-government\" target=\"_blank\" rel=\"noopener\">Department for Communities and Local Government<\/a> (DCLG) has the remit for the English Fire &amp; Rescue Services with the other devolved administrations looking after their own Fire &amp; Rescue Services.<\/p>\n<p>However, in addition to DCLG, the <a href=\"https:\/\/www.gov.uk\/government\/organisations\/home-office\" target=\"_blank\" rel=\"noopener\">Home Office<\/a> via the Home Secretary is also seemingly beginning to offer a view on the future of the Rescue Service. In particular, <a href=\"https:\/\/www.gov.uk\/government\/people\/theresa-may\" target=\"_blank\" rel=\"noopener\">Theresa May<\/a> commented in September that the need for further spending cuts will necessitate the future integration of the police, <a href=\"https:\/\/www.pbctoday.co.uk\/news\/health-safety-news\/fire-safety-in-construction-setting-the-agenda\/45638\/\">fire<\/a> and ambulance emergency services.<\/p>\n<p>And it\u2019s not just the Home Office that has a view on fire; the <a href=\"https:\/\/www.gov.uk\/government\/organisations\/cabinet-office\" target=\"_blank\" rel=\"noopener\">Cabinet Office<\/a> has also had its input here via its Mutual\u2019s Initiative. Indeed the Cabinet Office has \u2018put its money where its mouth is\u2019 by providing Cleveland Fire Brigade with \u00a395,000 backing from the \u00a310m Mutual Support Programme so that it can get \u201cspecialist business expertise to move the plan for Britain\u2019s first \u2018John Lewis style\u2019 Fire Brigade a step closer to reality.\u201d<\/p>\n<p>Moving right along there\u2019s yet another government department that has a say in fire and that\u2019s the <a href=\"https:\/\/www.gov.uk\/government\/organisations\/department-for-business-innovation-skills\" target=\"_blank\" rel=\"noopener\">Department for Business Innovation and Skills<\/a> who are responsible for Primary Authority Schemes, which now include fire. These schemes were designed to create business investment in growth by developing confidence that regulators in different local authority areas would not place competing demands on a business which in turn could impose extra financial burdens on it.<\/p>\n<p>The question I keep asking myself is do all these different departments need to be involved? Do they talk to each other like a joined-up government? The next election is looming and once the result is known there could be even more changes. My bet is even more departments will become involved and I\u2019m polishing up my <a href=\"http:\/\/www.johnlewis.com\/\" target=\"_blank\" rel=\"noopener\">John Lewis<\/a> Card just in case the commercial sector takes over \u2013 free coffee every time I cycle to a <a href=\"http:\/\/www.waitrose.com\/\" target=\"_blank\" rel=\"noopener\">Waitrose<\/a> could become call by your fire station for a doughnut.
