Amidst this, the construction industry, as highlighted by Re-flow, scrutinises the budget&#8217;s impact beyond the surface noise<\/h2>\n<p>Jeremy Hunt released his spring budget two weeks ago to what was described as a collective national shrug.<\/p>\n<p>Now that a little time has passed, the newsworthiness of the big changes\u2014abolishing non-dom status (to be replaced by something \u201cfairer\u201d) and cutting national insurance\u2014has diminished in the country\u2019s consciousness in favour of a few vaguely connected news stories: stories about a badly photoshopped family portrait and <a href=\"https:\/\/www.bbc.co.uk\/news\/uk-68609361\" target=\"_blank\" rel=\"noopener\">the potential use of a body double<\/a> in a public appearance.<\/p>\n<p>Other distracting articles included <a href=\"https:\/\/www.bbc.co.uk\/news\/business-68534697\" target=\"_blank\" rel=\"noopener\">suspiciously expensive vet fees<\/a>, and <a href=\"https:\/\/www.bbc.co.uk\/news\/business-68614636\" target=\"_blank\" rel=\"noopener\">Greggs being hit by IT issues.<\/a><\/p>\n<p>Anyway, here are some construction-industry headlines that caught Re-flow\u2019s eye:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-138245 size-large\" src=\"https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-1-Spring-Budget-1024x596.jpg\" alt=\"The concept of carbon neutral and net zero. natural environment A climate-neutral long-term strategy greenhouse gas emissions targets with green net center icon on hand cap and green background\" width=\"696\" height=\"405\" srcset=\"https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-1-Spring-Budget-1024x596.jpg 1024w, https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-1-Spring-Budget-300x175.jpg 300w, https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-1-Spring-Budget-768x447.jpg 768w, https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-1-Spring-Budget-696x405.jpg 696w, https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-1-Spring-Budget-1068x621.jpg 1068w, https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-1-Spring-Budget-722x420.jpg 722w, https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-1-Spring-Budget-610x355.jpg 610w, https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-1-Spring-Budget.jpg 1200w\" sizes=\"auto, (max-width: 696px) 100vw, 696px\" \/><\/p>\n<h3>Little in the way of sustainability or plans to achieve Net Zero<\/h3>\n<p><a href=\"https:\/\/www.pbctoday.co.uk\/news\/digital-construction-news\/construction-software-news\/data-siloes-re-flow-field-management-software\/135396\/\">Re-flow<\/a> aims to prepare global infrastructure businesses for the future. Their<a href=\"https:\/\/re-flow.co.uk\/product\/benefits\" target=\"_blank\" rel=\"noopener\"> field-management software<\/a> reduces carbon output by driving efficiencies in <a href=\"https:\/\/re-flow.co.uk\/product\/features\/asset-management\" target=\"_blank\" rel=\"noopener\">asset management<\/a> (eliminating wasted journeys), <a href=\"https:\/\/re-flow.co.uk\/product\/features\/automation\" target=\"_blank\" rel=\"noopener\">automation<\/a> (speeding up workflows), and <a href=\"https:\/\/re-flow.co.uk\/product\/features\/team-communication\" target=\"_blank\" rel=\"noopener\">communication<\/a>, which amounts to hundreds of hours of saved time.<\/p>\n<p>The saved time gives businesses the breathing and financial space needed to modernise as much as they see fit. And soon, they\u2019ll also be able to measure carbon emissions in their reporting.<\/p>\n<p>Quotes from the <a href=\"https:\/\/www.r-e-a.net\/rea-responds-to-the-2024-spring-statement\/\" target=\"_blank\" rel=\"noopener\">Association for Renewable Energy and Clean Technology<\/a> summed up the budget as one that doesn\u2019t \u201creflect the urgency of net zero.\u201d<\/p>\n<p>They suggested that, with the net-zero economy growing at an impressive 9% (compared to GDP growth at 0.1%), more could have been done to grab the green bull by the horns.<\/p>\n<p>The chancellor, if given the chance to rebuff these claims, would point to:<\/p>\n<ul>\n<li>The Green Industries Growth Accelerator receiving up to \u00a3120m in extra funding to help build offshore wind, carbon-capture, and storage supply chains<\/li>\n<li>The investment of \u00a3160m to purchase two nuclear power sites. The first at Wylfa on Anglesey in North Wales, and the second in Oldbury, South Gloucestershire<\/li>\n<li>Great British Nuclear has given the green light to commence the second stage of the Small Modular Reactor selection process (developers of the designs of these reactors will be able to submit tender responses for the programme until June 2024).<\/li>\n<\/ul>\n<p>For balance, other well-received decisions (OK \u2013 <a href=\"https:\/\/www.cbi.org.uk\/media-centre\/articles\/cbi-responds-to-spring-budget-2024\/\" target=\"_blank\" rel=\"noopener\">well-received from a green perspective<\/a>) included the extension of the windfall tax charges on oil and gas companies by another year.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-138246 size-large\" src=\"https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-2-Spring-Budget-1024x625.jpg\" alt=\"\" width=\"696\" height=\"425\" srcset=\"https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-2-Spring-Budget-1024x625.jpg 1024w, https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-2-Spring-Budget-300x183.jpg 300w, https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-2-Spring-Budget-768x468.jpg 768w, https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-2-Spring-Budget-696x425.jpg 696w, https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-2-Spring-Budget-1068x651.jpg 1068w, https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-2-Spring-Budget-689x420.jpg 689w, https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-2-Spring-Budget-610x372.jpg 610w, https:\/\/www.pbctoday.co.uk\/news\/wp-content\/uploads\/2024\/03\/Image-2-Spring-Budget.jpg 1200w\" sizes=\"auto, (max-width: 696px) 100vw, 696px\" \/><\/p>\n<h3>Spring Budget construction highlights<\/h3>\n<p>Eddie Tuttle, director of policy, external affairs and research at the Chartered Institute of Building, suggested that the speech lacked \u201c<a href=\"https:\/\/specificationonline.co.uk\/articles\/2024-03-07\/riba\/-government-has-lost-sight-of-bigger-picture-\" target=\"_blank\" rel=\"noopener\">long-term focus on issues like housing supply<\/a>\u201d.<\/p>\n<p>He said that he hoped the next budget, by whichever government, would \u201cseize the opportunity to drastically improve the skills landscape for the construction sector \u2013crucial for the success of levelling up and reaching our national housing targets.\u201d<\/p>\n<p>Muyiwa Oki, of the Royal Institute of British Architects, was also unimpressed.<\/p>\n<p>\u201cA weak economy, housing crisis, and climate emergency demand urgent attention,\u201d he said.<\/p>\n<p>\u201cMillions of substandard, ageing homes are leaking energy and money. The government must bring forward\u2026a well-funded programme to boost the green economy, cut emissions and lower people\u2019s energy bills.\u201d<\/p>\n<p>He continued: \u201cToday\u2019s investment in new housing is welcome, but it\u2019s a drop in the ocean compared to what is needed. Without more support, we will fail to deliver the number of high-quality, sustainable homes and places the country needs.\u201d<\/p>\n<p>As always, the snippet-worthy, radio\/TV-news-bound headlines painted a more positive picture:<\/p>\n<ul>\n<li>\u00a3242m invested in Barking Riverside and Canary Wharf to build 8,000 houses and transform the area into a hub for life-science companies<\/li>\n<li>\u00a3188m allocated by the Levelling Up Secretary to support housing projects in Blackpool, Sheffield, and Liverpool (technically announced a week before the budget)<\/li>\n<li>An extra \u00a3400m was added to extend the 10-year <a href=\"https:\/\/www.gov.uk\/guidance\/extension-to-long-term-plan-for-towns-place-selection-methodology\" target=\"_blank\" rel=\"noopener\">Long-Term Plan for Towns<\/a>. 20 new towns from across the UK have been added to the programme.<\/li>\n<\/ul>\n<h3>Overall: Few headlines and business as usual<\/h3>\n<p>Very little of this budget was aimed at industry, with the emphasis instead on delivering a predictable pre-election tax giveaway.<\/p>\n<p>The flipside is a lack of any real investment in infrastructure.
