Digital technology can provide the crucial information needed to make better decisions for development, writes Dan Rossiter of the <a href=\"https:\/\/architecturaltechnology.com\/\" target=\"_blank\" rel=\"noopener\">Chartered Institute of Architectural Technologists<\/a><\/h2>\n<p>Recently, the Chartered Institute of Architectural Technologists (CIAT) were a proud co-signatory of an <a href=\"https:\/\/cieem.net\/resource\/letter-to-prime-minister-and-chancellor-on-the-value-of-nature\/\" target=\"_blank\" rel=\"noopener\">open letter<\/a> to the prime minister asking for the government to change its perspective on having to choose between homes or nature. The letter argued for a more cohesive narrative where nature is treated as a fundamental asset to our economy and society.<\/p>\n<p>While there is plenty of evidence for this within HM Treasury\u2019s own <a href=\"https:\/\/www.gov.uk\/government\/publications\/final-report-the-economics-of-biodiversity-the-dasgupta-review\" target=\"_blank\" rel=\"noopener\">Dasgupta Review<\/a>, the importance of nature and biodiversity has been understood by built environment professionals for decades. In fact, the Roman architect Vitruvius saw a close relationship between our built and natural environments over 2,000 years ago; stating architecture as an imitation of nature.<\/p>\n<p>In truth, our built and natural environment is a complex and interrelated system of systems. All too often have we seen isolated and short-term thinking have a larger detrimental impact on the overall system itself.<\/p>\n<p>In fact, this was the key vision of the CDBB work <a href=\"https:\/\/www.cdbb.cam.ac.uk\/files\/flourishing-systems_revised_200908.pdf\" target=\"_blank\" rel=\"noopener\">Flourishing Systems<\/a>: to consider economic, social and environmental outcomes as the objectives our built environment should aim to deliver.<\/p>\n<p>To deliver such objectives, myriad decisions need to be made. To make such decisions, information is needed. This is one of the key tenets of information management, the ability to provide &#8220;the right information, at the right time, to the right person, in the right format&#8221; to enable such decision making.<\/p>\n<p>Transactionally, we have been collecting information to <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/making-more-space-nature-will-british-citizens-accept-messier-landscapes\/142549\/\" target=\"_blank\" rel=\"noopener\">enable decisions about nature<\/a> and biodiversity in several ways. Some examples of note include:<\/p>\n<ul>\n<li><a href=\"https:\/\/breeam.com\/\" target=\"_blank\" rel=\"noopener\">BREEAM<\/a>, <a href=\"https:\/\/bregroup.com\/\" target=\"_blank\" rel=\"noopener\">BRE\u2019s<\/a> Environmental Assessment Method includes specific module on ecology and land use.<\/li>\n<li><a href=\"https:\/\/constructingexcellence.org.uk\/value-toolkit\/\" target=\"_blank\" rel=\"noopener\">Value Toolkit<\/a>, the (now) <a href=\"https:\/\/constructingexcellence.org.uk\/\" target=\"_blank\" rel=\"noopener\">Constructing Excellence<\/a> procurement tool, which uses a scorecard approach built upon the <a href=\"https:\/\/constructingexcellence.org.uk\/the-four-capitals-model\/\" target=\"_blank\" rel=\"noopener\">Four Capitals Model<\/a>, one of which being nature.<\/li>\n<\/ul>\n<p>However, while useful tools in their own right, they do not address their interrelationship with the overall system of systems. For this, we need to extend beyond &#8220;buildings&#8221; and &#8220;projects&#8221; to look at national infrastructure. This is where we find work such as:<\/p>\n<ul>\n<li>IPA&#8217;s <a href=\"https:\/\/www.gov.uk\/government\/publications\/transforming-infrastructure-performance-roadmap-to-2030\/transforming-infrastructure-performance-roadmap-to-2030\" target=\"_blank\" rel=\"noopener\">National Metrics Library<\/a> (as cited within the TIP Roadmap).<\/li>\n<li>DBT&#8217;s <a href=\"https:\/\/www.gov.uk\/government\/collections\/the-national-digital-twin-programme-ndtp\" target=\"_blank\" rel=\"noopener\">National Digital Twin Programme<\/a>.<\/li>\n<li>(now) Connect Places Catapult&#8217;s <a href=\"https:\/\/digitaltwinhub.co.uk\/ncpi-programme-publishes-key-recommendations-from-workshop-series\/\" target=\"_blank\" rel=\"noopener\">National Cyber-Physical Infrastructure Ecosystem<\/a>.<\/li>\n<li>MHCLG&#8217;s <a href=\"https:\/\/github.com\/digital-land\/planning-application-data-specification\/tree\/main\" target=\"_blank\" rel=\"noopener\">Planning Application Data Specification<\/a>.<\/li>\n<\/ul>\n<p>While distinct in scope, these works share two things in common.<\/p>\n<p>1. They each relate to the exchange of information between organisations to gain insights beyond the &#8220;building&#8221; or &#8220;project&#8221; itself.<\/p>\n<p>2. They rely on the capture of information within a digital form.<\/p>\n<p>As we look to understand and model our built (and natural) environment to better understand the interventions we place upon it, we will never fully capture its complexity.<\/p>\n<p>However, we do not necessarily need to. As statistician George Box said: &#8220;All models are wrong; some models are useful.&#8221;<\/p>\n<p>What is important is that we adequately collate pertinent information about our natural environment to factor it into decision making. Some standards which may help include those curated by <a href=\"https:\/\/standardsdevelopment.bsigroup.com\/committees\/50080284\" target=\"_blank\" rel=\"noopener\">B\/558 (Sustainability of construction works)<\/a>:<\/p>\n<ul>\n<li><a href=\"https:\/\/knowledge.bsigroup.com\/products\/sustainability-in-buildings-and-civil-engineering-works-framework-for-methods-of-assessment-of-the-environmental-social-and-economic-performance-of-construction-works-as-a-basis-for-sustainability-assessment-buildings?version=standard\" target=\"_blank\" rel=\"noopener\">BS ISO 21931-1<\/a> (Framework for methods of assessment of the environmental, social and economic performance [buildings]).<\/li>\n<li><a href=\"https:\/\/knowledge.bsigroup.com\/products\/sustainability-in-buildings-and-civil-engineering-works-framework-for-methods-of-assessment-of-the-environmental-social-and-economic-performance-of-construction-works-as-a-basis-for-sustainability-assessment-civil-engineering-works?version=standard\" target=\"_blank\" rel=\"noopener\">BS ISO 21931-2<\/a> (Framework for methods of assessment of the environmental, social and economic performance [civil engineering works]).<\/li>\n<\/ul>\n<p>Therefore, through the establishment of robust indicators we can collate information to create a useful model of our complex system of systems.
