{"id":149658,"date":"2025-03-20T10:00:10","date_gmt":"2025-03-20T10:00:10","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=149658"},"modified":"2025-03-20T10:00:10","modified_gmt":"2025-03-20T10:00:10","slug":"hbf-find-210-per-household-unspent-developer-contributions","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/hbf-find-210-per-household-unspent-developer-contributions\/149658\/","title":{"rendered":"HBF find \u00a3210 per household in unspent developer contributions"},"content":{"rendered":"<h2>The Home Builders Federation (HBF) has updated <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/8bn-of-developer-contributions-sat-in-local-authority-accounts\/144831\/\" target=\"_blank\" rel=\"noopener\">their report from October<\/a> that found \u00a38bn for housebuilding sat in local authority bank accounts<\/h2>\n<p>The new update on unspent developer contributions uses data from Freedom of Information responses gathered from 208 local authorities.<\/p>\n<p>The new analysis shows that there are large regional disparities in\u00a0 \u00a0managing of funds collected through <a href=\"https:\/\/www.gov.uk\/guidance\/planning-obligations\" target=\"_blank\" rel=\"noopener\">Section 106 agreements<\/a> and the Community Infrastructure Levy.<\/p>\n<h3>The average is not representative of every council<\/h3>\n<p>While the average in England and Wales boils down to \u00a3210 per household in unspent developer contributions, some councils hold much more.<\/p>\n<p>At the top is the London Borough of Brent, which holds \u00a31,517 per household in unspent contributions; equal to seven times the average and 100% of the local council tax bill. Kensington and Chelsea is not far behind with \u00a31,317 per household and an estimated \u00a388m in unspent developer contributions.<\/p>\n<p>The money is intended to fund local improvements, schools, health facilities, roads, and affordable housing, but is not being spent and is stagnating in local authority bank accounts.<\/p>\n<p>The analysis found that:<\/p>\n<ul>\n<li>Three of the top 10 councils holding the most unspent contributions are in London, where housing demand is highest.<\/li>\n<li>Beyond London, councils such as Wokingham (\u00a31,249 per household) and Oxfordshire (\u00a3998 per household) also hold disproportionately high levels of unspent funds.<\/li>\n<li>In total, around 45 councils hold at least twice the national average in unspent contributions on a per-household basis.<\/li>\n<li>The top 10 councils holding the most funds per household are sitting on at least three times the national average.<\/li>\n<li>Wokingham Borough Council is holding \u00a340.9m earmarked for affordable housing \u2013 over \u00a3590 per household \u2013 despite local house prices being more than 10 times local wages.<\/li>\n<li>Oxfordshire County Council holds \u00a3142m for schools \u2013 the highest amount nationally \u2013 while facing urgent demand for new school places in areas like Banbury and Bicester.<\/li>\n<li>Bracknell Forest Borough Council holds \u00a318.7m for social infrastructure \u2013 over \u00a3370 per household \u2013 which could fund around 50 new community sports facilities.<\/li>\n<li>Hampshire County Council has \u00a378.8m allocated for road improvements \u2013 over \u00a3130 per household \u2013 despite rising congestion issues.<\/li>\n<\/ul>\n<h3>\u201cIt\u2019s critical that delays are addressed\u201d<\/h3>\n<p>The HBF say that these findings are cause for concern regarding the manner in which local councils are managing developer contributions. These unspent developer contributions are a symptom of there being blockers to allocation of funds, such as council planning departments being understaffed, under-resourced, or both. Issues can also arise with monitoring and auditing of the funds, and issues with infrastructure delivery.<\/p>\n<p>HBF therefore call on the government for greater staffing and funding of local planning authorities.<\/p>\n<p>Neil Jefferson, chief executive at HBF, said:\u00a0&#8220;The failure of local authorities to deliver essential infrastructure leaves communities questioning the benefits of new development. It&#8217;s critical that delays are addressed and councils are given the resources they need to implement these vital projects.
