Cost spikes and labour shortages have left a lasting financial impact on the UK construction market, compounded by &#8216;slow-moving&#8217; planning reforms.<\/p>\n<p>In March, S&amp;P Global\u2019s Construction PMI reported the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/sp-march-2025-pmi-shows-yet-another-contraction-in-activity\/150065\/\" target=\"_blank\" rel=\"noopener\">sharpest drop in activity since May 2020<\/a>, driven by steep declines in housebuilding and engineering work.<\/p>\n<h3>A precarious global supply chain and US tariffs have created unsustainable economic conditions for many developers<\/h3>\n<p>2025 has already seen a number of <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/2025-administrations-keep-up-with-latest-construction-companies-collapse\/147257\/\" target=\"_blank\" rel=\"noopener\">high profile administrations<\/a> and figures from Companies House showed that the past five years have seen <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/construction-closures-swallow-half-new-companies\/148533\/\" target=\"_blank\" rel=\"noopener\">almost half(48.6%) of new construction companies established collapsing<\/a>.<\/p>\n<p>James Ashworth, partner at Landwood Group, said: \u201cDevelopers and housebuilders have been hit hard over the past 18 months, with costs rising at a pace few could have predicted.<\/p>\n<p>\u201cWhile material prices are starting to level out, the financial strain they\u2019ve left behind is still being felt, especially on projects already running on tight margins.<\/p>\n<p>\u201cAdding global supply chain risks and <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/glenigan-april-2025-report-details-first-effects-us-tariffs\/150383\/\" target=\"_blank\" rel=\"noopener\">potential new US tariffs into the mix<\/a>, there\u2019s still plenty of uncertainty for developers to navigate.<\/p>\n<p>\u201cIt\u2019s no surprise we\u2019re seeing more part-complete sites handed to receivers and administrators, as projects stall under the weight of these pressures.\u201d<\/p>\n<p>Landwood have recently concluded the sales of part-complete developments in Liverpool, Scarborough and Grimsby. James continued: \u201cPart-complete sites are a high-risk purchase for any buyer and in many cases are hard to secure funding on, often requiring a cash buyer.&#8221;<\/p>\n<p>The warning comes as concerns grow over proposed US tariffs and scepticism mounts around the Government\u2019s target of building 1.5m homes by the end of this Parliament.<\/p>\n<p>James added: \u201cWhat\u2019s more, the planning system simply isn\u2019t moving quickly enough to help developers deliver sites or make any real progress toward the ambitious target of building 1.5m homes.<\/p>\n<p>\u201cThese ongoing delays, coupled with the backlog in local authority reviews compounded the financial pressure, creates a bottleneck that hinders developers at every stage of the process.<\/p>\n<p>\u201cWhen a scheme stalls, purchasers are faced with high levels of uncertainty. Picking up part-completed works is rarely straightforward, warranties often can\u2019t be transferred. The quality and standard of previous construction is often unclear and the cost to complete is difficult to assess. Title issues can also emerge, making the sale process longer and more complex.\u201d<\/p>\n<h3>Unfinished residential properties may put a spanner in government housing plans<\/h3>\n<p>The government is keen to make progress on their housing targets, announcing<a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/new-planning-reforms-to-slice-a-year-off-infrastructure-delivery\/150555\/\" target=\"_blank\" rel=\"noopener\"> reforms set to slash delivery times<\/a> of infrastructure supporting new homes by a year earlier this week, tied to the &#8216;<a href=\"https:\/\/www.gov.uk\/government\/publications\/plan-for-change\" target=\"_blank\" rel=\"noopener\">Plan for Change<\/a>&#8216;.<\/p>\n<p>Earlier reforms intended to reduce the burden on developers saw the reduction of the influence of statutory consultees such as Sports England and the Gardens Trust on planning approvals.<\/p>\n<p>Recent estimates suggest the government will fall short of the 1.5m new homes target <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/government-warned-they-will-miss-housing-targets-by-a-third\/144549\/\" target=\"_blank\" rel=\"noopener\">by a third<\/a>.<\/p>\n<div class=\"mk-custom-module-container\">\n<\/div>","protected":false},"excerpt":{"rendered":"<p>Manchester-based property firm Landwood has seen a marked increase in part-complete residential developments hitting the market, attributing the trend to &#8216;slow-moving&#8217;
