Years of sluggish approvals, increasing costs, and fragmented local strategies have left the country trailing its European counterparts in delivery speed, investor confidence, and public trust. The Government\u2019s <a href=\"https:\/\/bills.parliament.uk\/bills\/3946\" target=\"_blank\" rel=\"noopener\">Planning and Infrastructure Bill<\/a> aims to reset the foundations by addressing these inefficiencies head-on.<\/p>\n<h3>A planning system no longer fit for purpose<\/h3>\n<p>The <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/new-planning-reforms-to-slice-a-year-off-infrastructure-delivery\/150555\/\" target=\"_blank\" rel=\"noopener\">average time to secure consent for major economic infrastructure projects<\/a> has ballooned to over four years, more than double what it was a decade ago. Meanwhile, the volume of applications approved has collapsed \u2014 from 325,000 in 2021 to just 239,000 in 2024.<\/p>\n<p><em>\u201cInaction would retain a status quo that is increasingly outdated, slow and costly \u2014 failing to deliver the infrastructure and housing the country needs.\u201d \u2014 Impact Assessment, May 2025<\/em><\/p>\n<p>At a time when the Government has committed to delivering 1.5 million new homes and fast-tracking 150 major infrastructure projects before the end of this Parliament, the current regime acts as a bottleneck, not an enabler.<\/p>\n<h3>Economic consequences: From growth to gridlock<\/h3>\n<p>Without reform, the costs are profound:<\/p>\n<ul>\n<li>UK infrastructure costs have risen 30% faster than GDP per capita since 2007.<\/li>\n<li>Britain hasn\u2019t built a new reservoir in over two decades.<\/li>\n<li>Younger buyers are priced out: Homeownership among 19\u201329 year-olds has halved since 1990.<\/li>\n<\/ul>\n<p>And it&#8217;s not just housing. Commercial development and strategic infrastructure, both critical to GDP and long-term energy resilience, remain hampered by a system plagued by excessive documentation, legal uncertainty, and staff shortages in planning authorities.<\/p>\n<h3>Where the system breaks down<\/h3>\n<p>The assessment highlights seven systemic failures:<\/p>\n<ol>\n<li>Excessive decision times: Only 20% of major housing applications meet the statutory 13-week deadline.<\/li>\n<li>Capacity shortages: One in four planning officers left the public sector between 2013\u20132020.<\/li>\n<li>Legal bottlenecks: Judicial reviews on Development Consent Orders surged to 58%, up from a long-term average of 10%.<\/li>\n<li>Site-by-site environmental rules: Too rigid and costly, often blocking development entirely.<\/li>\n<li>Lack of strategic oversight: Planning remains hyper-local, leaving mayors (outside London) without real levers.<\/li>\n<li>Overly complex consultations: Average statutory pre-application times rose from 20 months to 28 months in three years.<\/li>\n<li>Infrastructure gridlock: Water scarcity in Cambridge is cited as a live threat to housing expansion.<\/li>\n<\/ol>\n<h3>Rationale for reform: Government intervention<\/h3>\n<p><a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/planning-reforms-is-the-industry-happy-with-labours-work-so-far\/146699\/\" target=\"_blank\" rel=\"noopener\">Government sees legislative intervention as the only credible path forward<\/a>, stating that:<br \/>\n\u201cThe shortcomings in the system are largely driven by Government failure&#8230; tackling this requires improving existing regulation through primary legislation.\u201d<\/p>\n<h4>Reform objectives:<\/h4>\n<ul>\n<li>Address market failures like housing unaffordability and high barriers to entry for SMEs.<\/li>\n<li>Support Clean Power 2030 by accelerating green infrastructure.<\/li>\n<li>Deliver fairer compulsory purchase rules to unlock land at scale.<\/li>\n<li>Create a Nature Restoration Fund to simplify <a href=\"https:\/\/www.pbctoday.co.uk\/news\/energy-news\/nppf-environmental-issues-raised-for-proposed-planning-reforms\/147538\/\" target=\"_blank\" rel=\"noopener\">environmental compliance<\/a>.<\/li>\n<li>Equip LPAs with resources via planning fees sub-delegation and committee reforms.<\/li>\n<\/ul>\n<h3>The Economic prize: A multi-billion pound impact<\/h3>\n<h4>The ten-year impact of the Bill is significant:<\/h4>\n<ul>\n<li>Central estimate of Net Present Social Value (NPSV): \u00a33.2 billion<\/li>\n<li>High scenario: up to \u00a37.5 billion<\/li>\n<li>Time and legal cost savings alone are valued at \u00a32.1 billion<\/li>\n<li>Emissions savings add another \u00a3147 million<\/li>\n<\/ul>\n<h4>Who benefits?<\/h4>\n<ul>\n<li>Businesses: Especially developers \u2014 see reduced delays, lower legal costs, and clearer planning protocols.<\/li>\n<li>Households: More affordable homes, faster approvals, and better access to infrastructure.<\/li>\n<li>Local Planning Authorities: An estimated \u00a31.1 billion in new fee revenue for better service delivery.<\/li>\n<\/ul>\n<h3>Looking ahead: A system designed for strategic outcomes<\/h3>\n<p>In the next article, we\u2019ll explore how the Bill&#8217;s legislative architecture rewires the UK\u2019s infrastructure approval process \u2014 from Nationally Significant Infrastructure Projects (NSIP) to EV chargepoints and grid upgrades.<\/p>\n<p>For now, what\u2019s clear is that this reform effort is not a tweak.
