{"id":151673,"date":"2025-05-28T11:12:00","date_gmt":"2025-05-28T10:12:00","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=151673"},"modified":"2025-05-28T11:12:00","modified_gmt":"2025-05-28T10:12:00","slug":"new-construction-sme-support-announced-rules-reforms","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/new-construction-sme-support-announced-rules-reforms\/151673\/","title":{"rendered":"New construction SME support announced in rules reforms"},"content":{"rendered":"<h2>Land, regulation, and finance rules have been simplified in an effort to make work simpler for SME builders<\/h2>\n<p>Today, a series of proposals have been announced in construction SME support, benefiting smaller developments in time and money.<\/p>\n<p>This comes as an effort to increase the market share of housebuilding, which SME\u2019s have lost 40% of since the 1980\u2019s.<\/p>\n<h3>Proposals for construction SME support streamline regulations<\/h3>\n<p>The proposed rule reforms include:<\/p>\n<ul>\n<li>Faster decisions for small sites (up to nine homes) through streamlined planning requirements and easing of Biodiversity Net Gain (BNG) requirements. Decisions will be made by a single planning officer rather than a committee.<\/li>\n<li>Introduction of a \u2018medium site\u2019 category, between 10-49 homes, which will have more simple rules and smaller costs than large sites. Potentially also being exempt from the Building Safety Levy and retaining simplified BNG rules.<\/li>\n<li>Increased options for land and financing, through Homes England releasing more land to SMEs exclusively, and a National Housing Delivery Fund (to be confirmed in the spending review) supporting long term finance options, such as revolving credit facilities and lending alliances<\/li>\n<li>Introducing a pilot for unlocking small sites for SMEs in the Small Sites Aggregator in Bristol, Sheffield, and Lewisham. The pilot uses a model from Lloyd\u2019s Banking Group\u2019s Social Housing Initiative.<\/li>\n<\/ul>\n<p>Combined <a href=\"https:\/\/www.gov.uk\/government\/news\/government-financial-boost-for-small-and-medium-housebuilders\" target=\"_blank\" rel=\"noopener\">with the Home Building Fund<\/a>, SMEs are set to potentially benefit greatly from these changes.<\/p>\n<p>Deputy prime minister and housing secretary, Angela Rayner, said: \u201cSmaller housebuilders must be the bedrock of our Plan for Change to build 1.5m homes and fix the housing crisis we\u2019ve inherited \u2013 and get working people on the housing ladder.<\/p>\n<p>\u201cFor decades the status quo has failed them and it\u2019s time to level the playing field.<\/p>\n<p>\u201cToday we\u2019re taking urgent action to make the system simpler, fairer and more cost effective, so smaller housebuilders can play a crucial role in our journey to get Britain building.\u201d<\/p>\n<h3>Long overdue<\/h3>\n<p>Calls for construction SME support have long been a key issue, with the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/national-federation-builders-say-sme-support-vital-hitting-targets\/151655\/\" target=\"_blank\" rel=\"noopener\">National Federation of Builders writing<\/a>: \u201c99% of the industry will want to know whether SMEs will be handed the annual, \u2018here\u2019s some funding you cannot draw down without full planning\u2019 crumbs, or, if they will finally be appreciated as a key player to solving the housing crisis, reducing reliance on immigration and providing much needed competition to lift outcomes. Let us hope National Planning Policy Framework (NPPF) reforms which did nothing on small and medium sized sites indicate major reforms are coming for SMEs, particularly for developments of under fifty and one hundred homes.\u201d<\/p>\n<p>The<a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/1-5m-homes-challenge-why-construction-smes-must-part-solution\/151583\/\" target=\"_blank\" rel=\"noopener\"> Construction Alliance Northeast have also recently written for PBC Today<\/a>, highlighting the importance of SME builders in the government\u2019s plans to build 1.5m new homes.<\/p>\n<p>Neil Jefferson, chief executive at the Home Builders Federation, said:\u00a0\u201cMeasures to support SME builders are very welcome and crucial to the industry\u2019s ability to deliver. Over recent decades, the increasingly complex and challenging operating environment\u00a0has resulted in a dramatic fall in the number of SME house builders.<\/p>\n<p>&#8220;Smaller builders play a crucial role and, if the policy environment allows, can make a major contribution towards the ambitious housing targets set by ministers. However, whilst these changes are welcome, unless the Government addresses the more significant barriers to delivery, housing supply will remain suppressed.<\/p>\n<p>&#8220;The lack of government support for buyers amidst a dearth of affordable mortgage lending, and housing associations&#8217;
