Image credit: HSE<\/figcaption><\/figure>\n<p>As a result, the regulator served two improvement notices requiring the company to bring the site into compliance with legal standards.<\/p>\n<h3>Welfare provision regulations<\/h3>\n<p>Under the Construction (Design and Management) Regulations 2015, principal contractors are required to ensure <a href=\"https:\/\/www.hse.gov.uk\/construction\/healthrisks\/welfare\/index.htm?utm_source=press.hse.gov.uk&amp;utm_medium=referral&amp;utm_campaign=prosecution-push\" target=\"_blank\" rel=\"noopener\">adequate welfare provision<\/a> for all workers on site.<\/p>\n<p>This includes:<\/p>\n<ul>\n<li>Access to clean hot and cold (or warm) running water<\/li>\n<li>Suitable washing and sanitary facilities<\/li>\n<li>Rest areas with sufficient tables and seating<\/li>\n<li>Facilities for workers to prepare and eat meals<\/li>\n<\/ul>\n<p>HSE inspector Natalie Spurrier said: &#8220;The provision of suitable welfare facilities such as hot running water and basic rest facilities is the minimum all workers should expect \u2013 they aren\u2019t a luxury.<\/p>\n<p>&#8220;Failing to comply with legal obligations, such as in cases like this, places workers at unnecessary risk.<\/p>\n<p>&#8220;We expect these responsibilities to be taken seriously, and HSE will continue to take action when standards fall short.&#8221;<\/p>\n<h3>The investigation found this was not an isolated incident<\/h3>\n<p>Ling Developments Limited had previously breached the same legislation on three separate occasions.<\/p>\n<p>Despite earlier enforcement action and guidance from HSE inspectors, the company continued to provide sub-standard welfare facilities, falling short of its legal duties.<\/p>\n<p>Ling Developments Limited, based in Wolverhampton, pleaded guilty to breaching Regulation 13(4)(c) of the CDM Regulations.<\/p>\n<p>At a hearing at Birmingham Magistrates\u2019 Court on 13 April 2026, the company was fined \u00a315,858 and ordered to pay \u00a33,858 in costs.<\/p>\n<div class=\"mk-custom-module-container\">\n<\/div>","protected":false},"excerpt":{"rendered":"<p>A West Midlands-based contractor has been fined after the Health and Safety Executive identified repeated safety breaches across four separate construction sites.<\/p>\n","protected":false},"author":17,"featured_media":161123,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"_monsterinsights_skip_tracking":false,"_monsterinsights_sitenote_active":false,"_monsterinsights_sitenote_note":"","_monsterinsights_sitenote_category":0,"footnotes":""},"categories":[309],"tags":[564],"stakeholder_rel_tag":[],"contributor_rel_tag":[],"class_list":{"0":"post-161111","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-health-safety-news","8":"tag-hse"},"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v26.9 (Yoast SEO v26.9) - https:\/\/yoast.com\/product\/yoast-seo-premium-wordpress\/ -->\n<title>Construction firm fined following repeated safety failures across multiple sites | Planning, Building &amp;
