{"id":161462,"date":"2026-04-27T08:48:47","date_gmt":"2026-04-27T07:48:47","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=161462"},"modified":"2026-04-27T14:34:29","modified_gmt":"2026-04-27T13:34:29","slug":"hmrc-challenges-residential-property-valuations-inheritance-tax-returns","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/building-control-news\/hmrc-challenges-residential-property-valuations-inheritance-tax-returns\/161462\/","title":{"rendered":"HMRC challenges residential property valuations in inheritance tax returns"},"content":{"rendered":"<h2>HMRC\u2019s requests for help from the Valuation Office Agency with residential property valuations in inheritance tax returns have risen by nearly 25%<\/h2>\n<p>According to research from TWM Solicitors, HM Revenue &amp; Customs is increasingly challenging residential property valuations in inheritance tax (IHT) returns, with the number of cases referred to the Valuation Office Agency (VOA) rising 23.5% in the last year.<\/p>\n<p>It found that referrals to the VOA in the 12 months to 30 September 2025 had risen from 11,845 to 14,631.<\/p>\n<p>The VOA provides property valuations to help HMRC determine how much IHT is due.<\/p>\n<h3>Recovering revenue from incorrect residential property valuations<\/h3>\n<p>TWM says that HMRC&#8217;s increasing use of the VOA to scrutinise returns reflects its increased efforts to recover revenue from underreported and <a href=\"https:\/\/www.gov.uk\/guidance\/challenge-the-valuation#:~:text=for%20your%20property.-,Extra%20support,Office%20to%20request%20it%20manually.\" target=\"_blank\" rel=\"noopener\">misvalued residential property<\/a>.<\/p>\n<p>According to HMRC figures, residential property accounted for 46.8% or \u00a329.5bn of the net value of estates in the 2022\/23 tax year.<\/p>\n<h3>Incorrect valuations can lead to tax evasion attempts<\/h3>\n<p>Sharp increases in tax burdens can lead to a rise in attempted <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/construction-tax-fraud-mafia-jailed-hmrc\/148133\/\" target=\"_blank\" rel=\"noopener\">tax evasion and avoidance<\/a>.<\/p>\n<p>As IHT receipts have risen by more than 61% to \u00a38.3bn since 2020, HMRC is likely to be increasing scrutiny of returns to ensure the correct amount of tax is paid.<\/p>\n<p>Laura Walkley, head of Private Client at TWM, said: \u201cHMRC is clearly focusing on property valuations as a significant potential source of revenue. There has been a noticeable shift towards questioning figures submitted in IHT returns, rather than accepting them at face value.\u201d<\/p>\n<p>She added that executors of estates need to take expert advice so that they know exactly what HMRC requires from them when it comes to including a property valuation in an IHT return.<\/p>\n<p>\u201cIf an executor fails to report a property value properly, there can be financial consequences for the estate, such as additional tax and interest to pay, potentially by the executor personally. You are advised to use a proper valuation from a RICS valuer rather than an estimate from a high street estate agent,\u201d she explained.<\/p>\n<div
