{"id":162200,"date":"2026-05-19T15:59:56","date_gmt":"2026-05-19T14:59:56","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=162200"},"modified":"2026-05-19T17:20:08","modified_gmt":"2026-05-19T16:20:08","slug":"hs2-cost-estimate-reaches-staggering-102-7bn","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/projects\/hs2-cost-estimate-reaches-staggering-102-7bn\/162200\/","title":{"rendered":"HS2 cost estimate reaches staggering \u00a3102.7bn"},"content":{"rendered":"<h2>Transport secretary Heidi Alexander has spoken to MPs, calling HS2 \u201ca symbol of the country\u2019s decline\u201d<\/h2>\n<p>Along with a new HS2 cost estimate ranging from \u00a387.7bn &#8211; \u00a3102.7bn, trains are now not expected to start running between London\u2019s Old Oak Common and Birmingham\u2019s Curzon Street station until sometime between May 2036 and October 2039.<\/p>\n<p>Expectations of HS2 trains has also been lowered from the initially planned 224mph to 199mph.<\/p>\n<h3>\u201cLike changing the engine of the aeroplane mid-flight\u201d<\/h3>\n<p>Speaking at the Houses of Parliament, Alexander said: \u201cthere\u2019s no getting away from the fact, Mr Speaker, the vast majority of HS2\u2019s previous budget was blown on completing around a third of the entire project.<\/p>\n<p>\u201cIt gives me no pleasure to say the expected cost of completing HS2 is now between \u00a387.7 billion and \u00a3102.7 billion priced in 2025.<\/p>\n<p>\u201cTwo thirds of this increase is down to past misunderstanding of the work required, underestimation and inefficiency &#8211; issues within the control of HS2 Ltd, some of its suppliers and previous governments.<\/p>\n<p>\u201cThe remaining third is linked to inflation, which was not factored into previous cost estimates regularly enough.\u201d<\/p>\n<p>At the same time as the transport secretary\u2019s speech, the <a href=\"https:\/\/www.gov.uk\/government\/publications\/lovegrove-review-the-implications-for-the-civil-service-and-wider-public-sector-of-findings-of-the-james-stewart-review\/review-of-implications-for-the-civil-service-and-wider-public-sector-of-findings-of-the-james-stewart-review-html\" target=\"_blank\" rel=\"noopener\">Lovegrove report has been published.<\/a><\/p>\n<p>Alexander continued: \u201cMadam Deputy Speaker, despite this sorry situation, we are determined to claw back as much time and money as possible.<\/p>\n<p>\u201cNot only does the Lovegrove report <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/two-more-years-delays-hs2-after-litany-failures\/152329\/\" target=\"_blank\" rel=\"noopener\">corroborate the Stewart Review\u2019s<\/a> damning assessment of the decision-making environment around HS2 under the previous government.<\/p>\n<p>But it also talks about the original \u2018gold plating\u2019 of HS2.<\/p>\n<p>&#8220;It talks about the focus \u2013 and I quote: \u2018on the highest possible speeds, resulting in bespoke and highly engineered design.\u201d<\/p>\n<h3>The Stewart Report stated \u201cno reasonable way\u201d to deliver HS2 to original schedule<\/h3>\n<p>The Stewart Report served as a wider review into the governance and accountability of HS2 Ltd, and was published last year alongside the original announcement of delays to the project.<\/p>\n<p>Criticisms of the project at this time include planning and development failures such as the \u00a3100m bat tunnel, the signing of contracts against advice, and the scrapping of plans to redesign Euston Station, which were expensive to draw up.<\/p>\n<p>At the time, Alexander said: \u201cBillions of pounds of taxpayers\u2019 money has been wasted by constant scope changes, ineffective contracts and bad management, [\u2026] It\u2019s an appalling mess.
