{"id":163031,"date":"2026-06-19T12:39:15","date_gmt":"2026-06-19T11:39:15","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=163031"},"modified":"2026-06-19T12:39:15","modified_gmt":"2026-06-19T11:39:15","slug":"hs2-fraud-action-expanded-prevent-further-incidents","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/hs2-fraud-action-expanded-prevent-further-incidents\/163031\/","title":{"rendered":"HS2 fraud action team expanded to prevent further incidents"},"content":{"rendered":"<h2>New documents show that the company has shifted from a reactive attitude to one of a \u201cproactive investigation\u201d<\/h2>\n<p>In the last few months, the HS2 fraud action team has doubled.<\/p>\n<p>Questions were also raised regarding the resources that the Counter Fraud and Investigations team had access to, and so extra resources have been allocated to the team.<\/p>\n<h3>HS2 has been under scrutiny for fraud issues<\/h3>\n<p>It was reported in June last year that HS2 Ltd reported one of their subcontractors, supplying workers to Balfour Beatty Vinci, and <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/hs2-subcontractor-fraud-case-sent-to-hmrc\/152337\/\" target=\"_blank\" rel=\"noopener\">the case was raised in Parliament<\/a>.<\/p>\n<p>Prior to this, the Danny Sullivan Group was suspended from creating new contracts while they were under investigation in an inquiry, and the contracts with HS2 were subsequently ended.<\/p>\n<p>Regarding the recent increase in allocated resources to the HS2 fraud action team, the minutes say:<\/p>\n<ul>\n<li>We continue to promote our Speak Out whistleblowing policy to encourage employees, contractors and the public to report any suspicion or allegations of fraud and malpractice.<\/li>\n<li>We have improved access to supply chain data to increase transparency and deter fraud.<\/li>\n<li>We use proactive investigations to demonstrate our ability to combat and prevent fraud.<\/li>\n<li>We are using new technologies to improve efficiencies and detect fraud, error, trends and anomalies.<\/li>\n<li>We are refining our fraud indicators and algorithms, including the use of AI, to make further improvements.<\/li>\n<\/ul>\n<p>They also state that, over the course of 2024\/2025, the team prevented fraudulent loss of \u00a34,540,335.86, as well as detected \u00a35,181,566.32 and recovered \u00a32,417,291.90.<\/p>\n<p>The full meeting notes <a href=\"https:\/\/assets.hs2.org.uk\/wp-content\/uploads\/2025\/07\/BC0069_HS2_AR24-25_Accessible_2.pdf\" target=\"_blank\" rel=\"noopener\">can be found here.<\/a><\/p>\n<h3>Fraud continues to affect major construction projects<\/h3>\n<p><a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/four-arrested-suspicion-eco4-scheme-fraud\/161398\/\" target=\"_blank\" rel=\"noopener\">Earlier this year<\/a>, four people were arrested by the Serious Fraud Office (SFO) on suspicion of conspiracy to defraud as a result of an investigation into companies involved in the Energy Company Obligation 4 (ECO4) projects and the unacceptable works that resulted.<\/p>\n<p>The arrests were made following raids carried on three firms and involved projects valued at \u00a344m between 2022 and 2024.<\/p>\n<p>Solicitor general Ellie Reeves KC MP said: \u201cThis scheme was meant to tackle fuel poverty and improve people\u2019s homes.
