{"id":163895,"date":"2026-07-20T15:31:32","date_gmt":"2026-07-20T14:31:32","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=163895"},"modified":"2026-07-20T15:31:32","modified_gmt":"2026-07-20T14:31:32","slug":"funding-cuts-coming-for-roads-energy-heres-what-it-really-means","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/funding-cuts-coming-for-roads-energy-heres-what-it-really-means\/163895\/","title":{"rendered":"Funding cuts are coming for roads and energy \u2013 here&#8217;s what it really means"},"content":{"rendered":"<p>Last week, outgoing prime minister Sir Kier Starmer <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cwy0rw5dx1ko\" target=\"_blank\" rel=\"noopener\">announced extra funding for defence<\/a> \u2013 a \u00a315bn increase to \u00a380bn a year by 2030, achieved by \u2018cutting investment budgets in other areas\u2019<\/p>\n<p>The road and energy sectors will be directly affected.<\/p>\n<p>If you\u2019re wondering if that will impact your business, then read on for a quick rundown of the situation.<\/p>\n<h3>What areas of roads and energy are being cut?<\/h3>\n<p>On 30 June 2026, Chancellor Rachel Reeves confirmed that <a href=\"https:\/\/www.constructionnews.co.uk\/government\/dft-braces-for-700m-infra-cuts-including-297m-mega-road-job-01-07-2026\/\" target=\"_blank\" rel=\"noopener\">the Department for Transport (DfT) will provide savings of up to \u00a3700m from its roads funding<\/a> to help fund the defence budget increase.<\/p>\n<p>The government describes the goal as \u2018moving towards war-fighting readiness, modernising military capability to fight the wars of the future, and driving economic growth\u2019.<\/p>\n<p>Here are the headline impacts as laid out in <a href=\"https:\/\/www.gov.uk\/government\/publications\/the-defence-investment-plan\/the-defence-investment-plan-funding-explainer\" target=\"_blank\" rel=\"noopener\">the Defence Investment Plan Funding explainer<\/a>:<\/p>\n<h4>Roads<\/h4>\n<ul>\n<li>DfT will provide savings of up to \u00a3700m from its roads funding.<\/li>\n<li>For perspective, this is a contraction of -0.1% rising to 0.8% of the sector\u2019s overall budget over 4 years (2026-30).<\/li>\n<li>The Department will consult on reductions to RIS 3 \u2013 the third Road Investment Strategy (RIS3), including the potential cancellation of the A38 Derby Junctions and A46 Newark Bypass schemes (neither of these had entered contract, though there will be stakeholder consultations before any final decision is taken).<\/li>\n<li>The DfT will also explore limited reductions to as yet uncommitted roads funding. They\u2019re required to find savings of \u00a32bn over the next four years.<\/li>\n<li>In reality, this is a reduction in budget that begins at -0.1% and progresses to -2% by 2030.<\/li>\n<li>More detailed plans will be shared in the autumn, but the government remains, it says, committed to renewables. Notably, the UK holds the largest, or equal largest, under-construction offshore wind portfolio in the world, <a href=\"https:\/\/www.renewableuk.com\/energypulse\/reports\/global-offshore-wind-pipeline-june-2026\/\" target=\"_blank\" rel=\"noopener\">in line with China and ahead of the US<\/a>. Renewables are widely cited as one of the fastest-growing sectors globally, typically ranked just behind AI.<\/li>\n<li>To keep up globally, the government\u2019s stated intention is to maintain \u2018the fastest-growing capital budget out of any department across this spending review period\u2019 despite the cuts. Because: \u2018Getting off fossil fuels is vital to our national security, safeguarding household, business and government finances\u2019.<\/li>\n<\/ul>\n<p>Beyond roads and energy, the spending increase includes funding from a 1% reduction across every department in the country. There\u2019s also a plan to generate \u00a30.4bn in income from rationalising the MOD estate.<\/p>\n<h3>How might these cuts impact the supply chain?<\/h3>\n<p>Details remain scarce, and strategic insights for supply chain leaders \u2013 other than seizing opportunities created by the defence sector \u2013 remain unclear.<\/p>\n<p>Industry figures seem concerned, however. Despite the government\u2019s announcement promising commitments to mending potholes and repairing roads, the Asphalt Industry Alliance&#8217;s chair <a href=\"https:\/\/www.agg-net.com\/news\/aia-response-to-announcement-on-road-project-cuts\" target=\"_blank\" rel=\"noopener\">pushed hard<\/a> for the government to still honour its \u00a37.3 billion commitment to prevent further decline across the network.<\/p>\n<h3>What is the wider plan, and why is it happening?<\/h3>\n<p>Nobody could have missed the rising aggression from Russia and unrest in the Middle East. These issues have led to promises of increased defence spending <a href=\"https:\/\/www.gov.uk\/government\/publications\/defending-britain\" target=\"_blank\" rel=\"noopener\">by multiple UK governments<\/a>, including Sunak\u2019s Conservatives in 2024.<\/p>\n<p>At the July 2025 NATO summit, Starmer signed up to the new alliance-wide target of 3.5% of GDP on core defence by 2035 (plus 1.5% on broader security\/resilience, totalling 5%).<\/p>\n<p>The plans target a defence budget of \u00a380bn a year by 2029.
