It was when I made the target, but I&#8217;m going to keep the target, and I&#8217;m not going to be defeated.&#8221;<\/p>\n<h3>The largest council house-building programme since WW2<\/h3>\n<p>Before taking office, PM Andy Burnham announced that he planned to bring the \u201cbiggest council house building programme since the post-war period\u201d as part of his 10-year mission to raise living standards across the country.<\/p>\n<p>This announcement was <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/industry-reacts-andy-burnhams-housing-plans\/163233\/\" target=\"_blank\" rel=\"noopener\">widely supported by the construction industry<\/a> and related bodies, including the <a href=\"https:\/\/www.cih.org\/\" target=\"_blank\" rel=\"noopener\">Chartered Institute of Housing<\/a>, who said that a housing programme supporting this target will need:<\/p>\n<ul>\n<li>Long-term, flexible funding that enables providers to plan with certainty<\/li>\n<li>Reform of the housing revenue and grant systems to support genuinely affordable rents<\/li>\n<li>Investment in skills and capacity across the construction and housing workforce<\/li>\n<li>A stable policy environment, including clarity on rent policy and building safety requirements<\/li>\n<li>A stable, long-term settlement for help with housing costs, giving both households and landlords the confidence and certainty to plan ahead.<\/li>\n<\/ul>\n<p>Gavin Smart, chief executive at the Chartered Institute of Housing, added: \u201cAndy Burnham\u2019s speech rightly puts housing at the centre of the national debate, recognising that a safe, secure home underpins people\u2019s life chances and the country\u2019s economic success. The focus on large-scale council housebuilding reflects the urgency of the housing crisis, but delivering on this ambition will require sustained investment and a whole-sector effort.<\/p>\n<p>\u201cCIH will continue to work with government, local authorities, housing associations and partners across the sector to help turn this ambition into reality \u2013 delivering the homes people need and the foundations for healthier, fairer and more prosperous communities.\u201d<\/p>\n<h3>Can councils play a larger role in delivering homes?<\/h3>\n<p>Below, John Mason, associate at Carter Jonas, has written his thoughts on delivering the 1.5m homes target and implementing a council housing programme large enough to meet it:<\/p>\n<p>Not since the 1970s has Britain delivered in excess of 350,000 new homes \u2014 the level of annual housebuilding now targeted by government. What is sometimes forgotten is <em>how<\/em> this figure was achieved. Around 200,000 of those homes were delivered by the private sector, a level broadly consistent with what the market tends to produce in most economic cycles. The remaining 150,000 were built by councils. In other words, the last time the UK hit the numbers it needs today, it did so because local authorities were major housebuilders.<\/p>\n<p>More than half a century later, the housing crisis facing cities such as Cambridge raises an urgent question: can councils once again play a decisive role in delivering homes at scale? A project currently under construction in the Barnwell area of east Cambridge suggests yes: if local authorities embrace new delivery models, pursue intelligent densification, and collaborate meaningfully with the private sector.<\/p>\n<p>Barnwell\u2019s local centre has long been earmarked for development. Identified for regeneration in the 2006 Local Plan, the area suffered from ageing shops, tired residential blocks, and a poor-quality public realm. Progress was slow for many years, in part because large-scale urban renewal requires capacity, funding, and technical expertise that most councils no longer hold in-house.<\/p>\n<p>This changed when Cambridge City Council, through its joint venture with The Hill Group \u2013 the Cambridge Investment Partnership (CIP) \u2013 committed to a comprehensive redevelopment strategy. The result is \u2018East Barnwell\u2019: an estimated \u00a350 million scheme that delivers a vibrant new district centre of 120 new affordable council homes, community centre, library, preschool, caf\u00e9 and commercial units. The buildings are knitted together with landscaped public spaces including a new central square.<\/p>\n<p>The project has been built to stringent sustainability standards (the locally recommended <a href=\"https:\/\/democracy.cambridge.gov.uk\/documents\/s66917\/Agenda+item+10+-+Appendix+4+B+-+Sustainable+Housing+Design+Guide.pdf\" target=\"_blank\" rel=\"noopener\">Cam Standard<\/a>) and includes air-source heat pumps, green roofs and solar panels, and a 20% biodiversity net gain: double the national statutory requirement.<\/p>\n<p>This is council housing, but not as the post-war generation knew it. It is mixed use, sustainable, and designed around movement, community, and wellbeing.<\/p>\n<p>The East Barnwell scheme exemplifies a critical lesson for local authorities: partnerships can unlock delivery. CIP leverages the complementary strengths of the public and private sectors. The Council brings democratic accountability, long-term stewardship, and community trust. Hill contributes development, design and construction expertise.<\/p>\n<p>The outcome is <a href=\"https:\/\/www.cambridge.gov.uk\/building-council-houses\" target=\"_blank\" rel=\"noopener\">23 different projects<\/a> across the city, and delivery of 1,000 homes and counting, including 700+ net new council homes. The sustained community engagement and close collaboration with the planning team means that schemes have consistently achieved planning permission on the first attempt.<\/p>\n<p>Councils alone often lack the resources or risk appetite to undertake complex regeneration. Equally, market-driven development does not always have the access to land and does not always prioritise long-term social value. At East Barnwell, the joint venture structure mitigates these weaknesses. The public sector sets the direction and owns the assets; the private sector ensures efficient, high-quality delivery. It is a hybrid approach, but one increasingly recognised as essential for meeting today\u2019s housing needs.<\/p>\n<p>National planning policy is clear: urban land must be optimised before Green Belt release is considered. This requires higher density development, especially in well-connected locations. But densification remains politically and socially challenging unless it is demonstrably high-quality.<\/p>\n<p>East Barnwell has increased the number of homes on the site from 18 to 120, all of them affordable, while improving open space, connectivity, and the overall character of the area. This is possible because the scheme reorganises land intelligently, replacing poorly used spaces with a coherent layout anchored by new community facilities and public realm. Whilst tall buildings can be a sensitive issue in the historic city the increase in height from two storey buildings to up to six storeys was felt to be appropriate in creating a strong identity for the district centre, and providing a new landmark for the rest of the neighbourhood to coalesce around.<\/p>\n<p>Cambridge\u2019s acute growth pressures make this approach essential. With Cambridgeshire\u2019s s <a href=\"https:\/\/cambridgeshireinsight.org.uk\/population\/population-forecasts\/\" target=\"_blank\" rel=\"noopener\">population<\/a> forecast to grow by 17.9% between 2023 and 2041 , large-scale growth cannot rely on the Green Belt alone. Well-planned urban intensification must form part of the solution, and East Barnwell provides a replicable model.<\/p>\n<p>East Barnwell is not a one-off success. It forms part of a sustained council-led delivery pipeline. Through CIP, Cambridge has delivered hundreds of new affordable homes in recent years, with more under construction. These schemes collectively demonstrate that, when equipped with the right tools, councils can again become engines of housing delivery.<\/p>\n<p>As planners debate the future of British housing policy \u2013 from the role of densification to the fate of the Green Belt \u2013 projects like East Barnwell demonstrate that solutions already exist. Council housing can work. It has worked before, and with the right partnerships, it can help the country meet the ambitious housing targets it now faces.<\/p>\n<div class=\"mk-custom-module-container\">\n<\/div>","protected":false},"excerpt":{"rendered":"<p>Angela Rayner has said that she &#8220;will not be defeated&#8221;
