However, Karen Carter, public sector director at Pagabo, explains why statutory service delivery, transformative development and community empowerment must remain central in the conversation around LGR, no matter the politics at play.

Local government reorganisation (LGR) in 2026 is more than just structural reform. For the authorities involved, it’s a sustained period of operational, cultural and strategic transition taking place alongside continued public service delivery.

As governance models and organisational boundaries evolve, in areas including the South West, Lincolnshire, and those in between, local authorities are still responsible for essential services and community confidence. These are the things that matter most to people and communities everywhere, every day.

Discussions about LGR most commonly loop back to end-state structures – including unitary models and strategic governance – without focusing on the reality of what transition looks like from inside an existing authority. For officers and leadership teams, reorganisation is creating a prolonged period of uncertainty, where transformation and business-as-usual must operate side by side.

Service sanity

At the same time, as local authorities are expected to modernise, collaborate more strategically and deliver greater value using increasingly strapped resources, communities still expect roads repaired, bins emptied and places to park.

It’s also important to acknowledge that LGR is not happening in a vacuum. Authorities going through the process are doing so while managing more pressures than ever – with changing political leadership, financial constraints, workforce pressures, housing demand, decarbonisation commitments, procurement reform, and evolving public expectation to name only a few.

This all creates an environment where capacity becomes one of the most valuable – and also stretched – resources within local government.

Unfortunately, reorganisation doesn’t hit a pause button on statutory responsibilities. If anything, transition piles more pressure onto core services and delivery teams. Authorities must continue to meet their legal obligations, and the operational reality of that is substantial.

Senior leadership teams will need to balance transformation programmes with immediate – and sometimes urgent – service delivery. Successful transition will depend not only on the governance design, but on collective leadership and the ability to maintain shared action while navigating the road ahead.

For communities, the measure of success is much simpler, and the question is whether or not essential services continue to function. In many ways, real success will be achieved when local people do not notice much of a day-to-day difference.

Development means delegation

Although moving away from two-tier arrangements towards unitary structures intends to improve strategic capacity and reduce duplication, for many areas this is not going to become reality quickly. Attempting to establish closer alignment between economic growth, infrastructure, housing and transport planning is well intentioned, but these areas of interest should continue to be priorities.

Many authorities will need to allocate internal expertise to the areas of greatest risk and operational sensitivity, which will differ from authority to authority. It’s highly likely that pressure transfers across to other areas, like regeneration programmes or wider organisational initiatives that remain important to local communities but compete for the limited time and resource on the table.

This is where collaboration and trusted delivery partnerships can be valuable, acting as reinforcements for wider, non-statutory services to make sure the authority can focus internal capacity where it’s needed. It’s about providing something highly practical: continuity. The alternative, which can appear during periods of uncertainty, is organisational paralysis.

Whether through managed procurement frameworks, specialist consultancy or programme support, external partners can help authorities maintain momentum across their key capital projects without placing further strain on internal teams. But this will only ever succeed if partnerships are developed properly – weighting their sole focus towards meeting the needs of the authority and community, not the external party’s financial bottom line.

When approached with the right balance, the result is an overall programme of delivery from the authority that continues to drive forward and create positives for the community and local economy – all done during a time of transition. Reputationally, this is, of course, a huge benefit, and it brings forward confidence and momentum under the new structures as they develop.

New prime minister Andy Burnham’s has made it clear that place-based growth and public procurement are among his priorities. Having called for procurement to prioritise UK-based suppliers and embed social value weighting, getting things done, and done well, will be the new expectation.

The most successful partnerships will be defined by a shared focus on service delivery, transformative development and community empowerment – not local politics. People don’t experience local government through organisational charts or governance structures. In fact, they will have almost no awareness or care for that part of the process. For them, it’s all about their personal experience of outcomes; the quality of housing, accessibility of services, condition of roads and public spaces, and the opportunities they can access within their communities.

As LGR gathers momentum, those in the thick of it must be confident that they are navigating the transition while ensuring that statutory services and development continuity are delivered reliably.

Karen Carter of Pagabo explains why statutory service delivery, transformative development and community empowerment must remain central in the conversation around local government reorganisation.

[304
997,173154,276,173172,639
{"0":"post-164271","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-planning-construction-news","8":"tag-development","9":"tag-exclusive","10":"tag-government","11":"tag-local-authorities","12":"tag-procurement

Delivering on local government expectations, no matter the politics at play

<meta property="og:site_name" content="Planning, Building &
