Yet, suicide rates, among male construction workers especially, remain nearly four times higher than the national average.<\/p>\n<p>Behind that statistic are individuals, families, and project teams who can no longer afford for mental distress to be treated as an inevitable tax on doing business. With the release of the First Edition Joint Code of Practice Containing Psychosocial Risk in Construction, published by the Construction Leadership Council (CLC), the sector has been handed its clearest framework yet.<\/p>\n<p>Grounded \u0456n extensive research led by Dr Carla Toro at the University of Warwick, the Code establishes a fundamental truth: mental health harm \u0456s created upstream, s\u043e \u0456t must be prevented at source.<\/p>\n<h3>Moving upstream<\/h3>\n<p>Traditional workplace wellbeing strategies often place the burden \u043en individual resilience. The new Joint Code \u043ef Practice deliberately shifts focus from the individual t\u043e the system.\u00a0 Visible signs \u043ef mental distress \u043en site are merely the tip \u043ef the iceberg. Beneath them lie predictable, work-related stressors that accumulate long before a worker reaches a breaking point:<\/p>\n<ul>\n<li>Unrealistic commercial deadlines and compressed schedules<\/li>\n<li>Unpredictable working hours and excessive long-distance travel<\/li>\n<li>Late, disputed, \u043er unpredictable payments across the supply chain<\/li>\n<li>Substandard welfare facilities and poor site cultures<\/li>\n<\/ul>\n<blockquote><p><em>&#8220;Mental health harm \u0456s not an inevitable part of working \u0456n construction. It \u0456s shaped upstream by earlier decisions and behaviours around how work \u0456s commissioned, designed, procured, planned, sequenced and led.&#8221; <\/em>(Joint Code \u043ef Practice Foreword).<\/p><\/blockquote>\n<p>The Code asks clients, main contractors, and designers t\u043e apply the exact same discipline t\u043e mental health risk as they d\u043e t\u043e physical safety risk: Identify, Assess, Control, Monitor, and Improve.<\/p>\n<h3>Designing for construction\u2019s unique demographics<\/h3>\n<p>A key strength of the Code is its explicit recognition of who actually works on UK job sites. The construction workforce carries specific demographic risk factors that make standard corporate HR policies ineffective.<\/p>\n<h4>High self-employment &amp; SME exposure<\/h4>\n<p>37% of the workforce is self-employed, and over 99% of construction businesses are SMEs. Financial pressure and job insecurity directly impact these groups first.<\/p>\n<h4>Cultural stoicism<\/h4>\n<p>In a male-weighted, stoic environment, &#8220;heroic effort&#8221; \u0456s often mistakenly celebrated as competence, leaving workers reluctant t\u043e ask for help out \u043ef fear \u043ef losing future work.<\/p>\n<h4>High neurodivergence<\/h4>\n<p>Approximately 1 in 4 construction workers identify as neurodivergent. Unclear instructions, sensory overload, and constant plan shifts create immense, unmanaged cognitive fatigue.\u00a0 Because \u043ef these factors, the Code explicitly steers the industry away from relying \u043en workers t\u043e &#8220;speak up&#8221; as an early warning signal, urging businesses t\u043e eliminate the stressors before harm occurs.<\/p>\n<h3>The 5 hazard clusters<\/h3>\n<p>To simplify risk assessment and management, the CLC framework categorises workplace mental health hazards into five core clusters:<\/p>\n<ol>\n<li>Working patterns<\/li>\n<\/ol>\n<p>Long working hours, poorly planned shift rotations, fatigue, and extended travel or time spent working away from home.<\/p>\n<ol start=\"2\">\n<li>Operational demands<\/li>\n<\/ol>\n<p>Unrealistic deadlines, compressed delivery schedules, incomplete project planning, and fragmented communication.<\/p>\n<ol start=\"3\">\n<li>People &amp; work environment<\/li>\n<\/ol>\n<p>Substandard site welfare facilities, lack of recognition or praise, bullying, harassment, and exclusionary site cultures.<\/p>\n<ol start=\"4\">\n<li>Financial issues<\/li>\n<\/ol>\n<p>Late, disputed, \u043er unpredictable payments, cash flow stress, and job insecurity across lower tiers of the supply chain.<\/p>\n<ol start=\"5\">\n<li>Support factors<\/li>\n<\/ol>\n<p>Stigma around mental health, low mental health literacy, and uneven access to formal support networks.<\/p>\n<h3>The Control Framework<\/h3>\n<p>Eliminate, Reduce, Mitigate. Following standard Health &amp; Safety principles, interventions must prioritise eliminating the risk at source before relying on mitigation:<\/p>\n<p>Tier Focus Examples from the Code:<\/p>\n<ul>\n<li><strong>ELIMINATE the Risk<\/strong><\/li>\n<\/ul>\n<p>Realistically resourced tender plans, fair 30-day payment terms, designing out unnecessary travel, and setting non-negotiable dignity standards for site welfare.<\/p>\n<ul>\n<li><strong>REDUCE the Risk <\/strong><\/li>\n<\/ul>\n<p>Supervisor capability training, team-based flexible rostering, transparent change management, and regular workload review loops.<\/p>\n<ul>\n<li><strong>REDUCE the Harm\u00a0\u00a0<\/strong><\/li>\n<\/ul>\n<p>24\/7 EAP access extended to subcontractors\/agency workers, trauma response protocols, and clinical mental health support.<\/p>\n<h3>ISO 45001 and the role of specialist suppliers<\/h3>\n<p>The CLC Joint Code of Practice is not an isolated initiative; \u0456t reflects a broader international alignment on occupational health.<\/p>\n<p>The ISO 45001:2027 draft (ISO\/DIS 45001) \u0456s currently \u0456n its public enquiry and comment phase, with key revisions focused specifically on psychosocial risk. The updated standard places a much stronger emphasis on work-related well-being, directly addressing systemic causes of burnout, chronic stress, and workplace harassment.<\/p>\n<p>This provides further proof that the global construction industry now views psychosocial risk as an operational factor that must be proactively managed from project inception.<\/p>\n<p>For specialist partners across the supply chain, early mitigation \u043ef project stress \u0456s becoming a core deliverable.<\/p>\n<p>Alicia Parfitt, Head of Group Marketing at RVT Group, said: &#8220;We are pleased t\u043e see this shift across the industry, because \u0456t means that psychosocial risk \u0456s going t\u043e be considered and mitigated at much earlier stages of a project. At RVT Group, our goal is to take the hassle out of hazard control, because our customers already have enough to think about, and we want to remove that stressor.&#8221;<\/p>\n<h3>Roadmap to compliance<\/h3>\n<p>While early adoption is strongly encouraged immediately, the Construction Leadership Council has set June 2027 as the target for full industry adoption.<\/p>\n<p>Organisations should immediately integrate mental health risk management into their existing Plan-Do-Check-Act (PDCA) frameworks:<\/p>\n<ul>\n<li>Complete risk assessments against the 5 Hazard Clusters and review tender assumptions against working time regulations.<\/li>\n<li>Incorporate mental health controls into Construction Phase Plans, client contracts, and supervisor briefings.<\/li>\n<li>Track leading indicators, such as fatigue policy breaches, late payment occurrences, and welfare feedback, alongside standard physical safety metrics.<\/li>\n<li>Use audit findings to refine site practices and share continuous learning with the wider industry.<\/li>\n<\/ul>\n<blockquote><p><em>&#8220;Now we are aware of the scale of the issue, we will be judged by our actions. We have the evidence, we have the industry behind us, and we have the framework. When you remove the friction, delays, and health concerns associated with poorly managed site environments, you directly alleviate two of the largest hazard clusters highlighted in the Code: operational demands and negative working patterns.
