{"id":21038,"date":"2015-11-05T12:21:28","date_gmt":"2015-11-05T12:21:28","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=21038"},"modified":"2015-11-05T12:21:28","modified_gmt":"2015-11-05T12:21:28","slug":"scotlands-chief-planner-calls-flexible-approach","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/scotlands-chief-planner-calls-flexible-approach\/21038\/","title":{"rendered":"Scotland\u2019s chief planner calls for a flexible approach"},"content":{"rendered":"<h2><span>In a letter, the Scottish government\u2019s chief planner has called on council planners to adopt a positive and flexible approach to private rental applications\u2026<\/span><\/h2>\n<p>Scotland\u2019s chief planner <a href=\"http:\/\/www.gov.scot\/Topics\/Built-Environment\/planning\/Roles\/Scottish-Government\" target=\"_blank\"><span>John McNairney<\/span><\/a> has asked for a positive and flexible approach to private rented sector (PRS) planning applications.<\/p>\n<p>In a letter to the heads of planning departments at Scotland\u2019s 32 local authorities, McNairney said the private rented sector was an \u201cemerging area of the market\u201d and it offered \u201copportunities\u201d to \u201cexpand the supply of new housing in Scotland\u201d.<\/p>\n<p>The letter said the sector was a significant priority for the government and will help expand housing supply in the nation.<\/p>\n<p>McNairney said: \u201cThe Scottish Ministers attach importance to increasing delivery of high quality housing developments.<\/p>\n<p>\u201cNew build PRS has the potential to become an additional route to quickly expand housing supply, helping to provide people with flexible housing options.<\/p>\n<p>\u201cThe Scottish Government is accordingly working to encourage a thriving new build PRS, which provides good quality, well-managed homes that are constructed to the highest energy standards.<\/p>\n<p>\u201cAs part of this commitment, funding has been provided to the home building industry body Homes for Scotland to enable the appointment of Gerry More as a PRS Champion.<\/p>\n<p>\u201cSupported by a working party of experts, he has been exploring opportunities to unlock large-scale PRS development in Scotland, backed by institutional investment.<\/p>\n<p>\u201cI would encourage you to consider the potential of PRS in meeting housing need and demand in your area and to adopt a flexible approach in dealing with planning applications.\u201d<\/p>\n<p>He added: \u201cPRS is one of our priorities for expanding housing supply and Scottish Ministers expect decision-makers to provide a positive and flexible approach to development, as set out in Scottish Planning Policy (SPP).<\/p>\n<p>\u201cSPP also aims to achieve the right development in the right place; this includes making efficient use of existing capacities of land, buildings and infrastructure and contributing to sustainable development.\u201d<\/p>\n<p>Planning advice covering the delivery of private rental sector units is set to be produced, according to the letter.
