John Green, director of health and safety Europe, is reportedly leading a company mission to deliver \u201csafety differently\u201d.<\/p>\n<p>This approach is a move away from the culture of controlling risks through \u201czero harm\u201d towards concentrating resources on severe and fatal risks. In 2010 the firm adopted the Mission Zero campaign, which was similar to other initiatives rolled out by major contractors such as Balfour Beatty (Zero Harm), Carillion (Target Zero), and Bam Nuttall (Beyond Zero).<\/p>\n<p>However, due to three fatal injuries during Mission Zero, Laing O\u2019Rourke is seeking a rethink on its strategy.<\/p>\n<p>This new approach has been underpinned by work carried out by Laing O\u2019Rourke Australia under the \u2018Next Gear\u2019 campaign. This aims to build \u201csafety resilience\u201d built on engagement and trust. It places people at the heart of safety decision making. It moves beyond traditional safety practices and concentrates on three principles, which include:<\/p>\n<ul>\n<li>People \u2013 are the solution (vs people are the problem)<\/li>\n<li>Positives \u2013 safety in the presence of positives (vs safety is the absence of negatives)<\/li>\n<li>Ethics \u2013 safety is an ethical responsibility (vs safety is a bureaucratic activity)<\/li>\n<\/ul>\n<p>These principles are underlined by tactics that can be implemented across the workplace. This includes:<\/p>\n<ul>\n<li>Focusing on high consequence risks<\/li>\n<li>Investigating for success<\/li>\n<li>Reducing bureaucracy and simplifying systems<\/li>\n<li>Empowering our workforce through engagement and trust<\/li>\n<li>Leadership that challenges traditional thinking<\/li>\n<\/ul>\n<p>The strategy focuses on the idea that safety success should focus on identifying the positives and looking beyond the failures.<\/p>\n<p>However, the strategy has come under fire from construction union Ucatt. The organisation said the policy could \u201cerode the very foundations of the UK\u2019s health and safety culture.\u201d<\/p>\n<p><a href=\"https:\/\/www.ucatt.org.uk\/\" target=\"_blank\">UCATT<\/a> Midlands Regional Secretary Shaun Lee said: \u201cSmall injuries are not small concerns for workers.<\/p>\n<p>\u201cBy neglecting basic safety, we put workers\u2019 health and futures at risk.<\/p>\n<p>\u201cSmall injuries can mean significant loss of pay and significant psychological stress for the worker and their family.<\/p>\n<p>\u201cIf we don\u2019t have zero tolerance in the work place, then standards will slip and the number of injuries will increase.\u201d<\/p>\n<p>A spokesperson for O\u2019Rourke said: \u201cUCATT has not approached us with any concerns regarding \u201csafety differently\u201d and [the] press release is the first time we\u2019ve heard of them.\u201d<\/p>\n<p>The spokesperson added: \u201cThere\u2019s a focus at many organisations on low-consequence events, like twisted ankles, in the belief that they prevented high-consequence events.<\/p>\n<p>\u201cIn other words, the prevention of all harm means the prevention of serious harm. We do not believe that is true.<\/p>\n<p>\u201cThere is no correlation between the number of times people twist their ankle and whether or not someone\u2019s going to get killed by falling from height, for example.\u201d<\/p>\n<p>The spokesperson continued: \u201cThere\u2019s also a new emphasis on seeing Laing O\u2019Rourke\u2019s own people as the solution to health and safety challenges by involving them in deciding how hazardous work should be approached.<\/p>\n<p>\u201cInstead of being all paperwork and process, we want health and safety to be at the very core of what we do \u2013 and how we do it. In other words, safety is an ethical responsibility not a bureaucratic activity.<\/p>\n<p>\u201cIt\u2019s not a question of saying everything we\u2019ve done in the past was wrong \u2013 it absolutely isn\u2019t.
