{"id":35514,"date":"2017-10-06T10:12:22","date_gmt":"2017-10-06T09:12:22","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=35514"},"modified":"2017-10-06T10:12:22","modified_gmt":"2017-10-06T09:12:22","slug":"affordable-housing-in-wales-to-receive-340m-budget","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/affordable-housing-in-wales-to-receive-340m-budget\/35514\/","title":{"rendered":"Affordable housing in Wales to receive \u00a3340m budget"},"content":{"rendered":"<h2>Affordable housing in Wales is to become a priority as Finance Secretary Mark Drakeford reveals a new \u00a3340m draft budget<\/h2>\n<p>The <a href=\"http:\/\/gov.wales\/funding\/budget\/?lang=en\">draft budget<\/a> signifies a milestone in Wales\u2019 devolution as from April 2018 the country becomes responsible for raising a proportion of its own revenue from two new taxes \u2013 land transaction tax and landfill disposals tax \u2013 to be spent on public services.<\/p>\n<p>The Welsh government is publishing the two-year revenue plans for 2018\/19 and 2019\/20 in a bid to provide certainty and stability for the local government and the health services as they plan for the future.<\/p>\n<p>The Welsh government\u2019s three-year capital plans \u2013 worth almost \u00a35bn \u2013 have been published, increasing infrastructure investment across Wales.<\/p>\n<p>The capital plans will make use of \u00a3375m of borrowing over three years to deliver large-scale strategic investments, with borrowing requirements set to be reviewed every year.<\/p>\n<p>The draft budget also includes the recently announced agreement with <a href=\"http:\/\/www2.plaid.cymru\/\">Plaid Cymru<\/a>, which aims to bring stability to Welsh public services and allow the \u00a315bn budget to proceed.<\/p>\n<h3>The Welsh government\u2019s revenue plans include:<\/h3>\n<ul>\n<li>an additional \u00a3230m in 2018\/19 and \u00a3220m in 2019\/20 for NHS Wales<\/li>\n<li>protection for social care and education<\/li>\n<li>no cuts to the supporting people grant \u2013 an additional \u00a310m will be allocated in each year to maintain 2017\/18 levels<\/li>\n<li>investing \u00a370m over two years for the flagship childcare offer<\/li>\n<li>an extra \u00a310m to tackle homelessness in each year.<\/li>\n<\/ul>\n<h3>Capital plans over the three years include:<\/h3>\n<ul>\n<li>releasing \u00a3340m \u2013 as part of the \u00a31.4bn investment \u2013 towards the flagship commitment to build 20,000 affordable homes in Wales<\/li>\n<li>\u00a350m to create a new rail station and park-and-ride facility in Llanwern<\/li>\n<li>an additional \u00a340m to accelerate the 21st Century programme<\/li>\n<li>an extra \u00a390m for the NHS Wales capital programme<\/li>\n<li>capital funding will be earmarked in reserves to buy new rolling stock for the new Wales and borders franchise, subject to the outcome of the procurement process.<\/li>\n<\/ul>\n<p>Drakeford said: \u201cThis is a new budget for Wales and marks another important milestone in our devolution journey as we prepare to take on new tax and borrowing powers from April.<\/p>\n<p>\u201cRather than just setting out our revenue and capital spending priorities, this draft budget is the first to outline the decisions we have taken to raise a proportion of our own revenue to support public services.\u201d<\/p>\n<p>Kathryn Edwards, Director of Homes and Communities at <a href=\"https:\/\/www.poblgroup.co.uk\/\">Pobl Group<\/a> added: \u201cWelsh Government grant funding has enabled us to deliver 27 new homes for social rent at Glan Llyn in Newport.
