{"id":35947,"date":"2017-10-27T10:34:45","date_gmt":"2017-10-27T09:34:45","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=35947"},"modified":"2017-10-27T10:34:45","modified_gmt":"2017-10-27T09:34:45","slug":"consultation-reopens-for-third-runway-at-heathrow","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/consultation-reopens-for-third-runway-at-heathrow\/35947\/","title":{"rendered":"Consultation reopens for third runway at Heathrow"},"content":{"rendered":"<h2>The Department for Transport (DfT) has published a series of new noise analysis and air quality reports on the planned third runway at Heathrow<\/h2>\n<p>The public consultation on the planned third runway at Heathrow has been reopened due to new evidence.<\/p>\n<p>The <a href=\"https:\/\/www.gov.uk\/government\/organisations\/department-for-transport\">DfT <\/a>published a series of <a href=\"https:\/\/www.gov.uk\/government\/consultations\/heathrow-expansion-revised-draft-airports-national-policy-statement\">new reports<\/a> into the impact of expanding the west London hub, including updated noise analysis and a new air quality plan.<\/p>\n<p>The government\u2019s sustainability appraisal expects the plans to have a negative effect on air quality, noise and biodiversity. It also says that the Gatwick second runway scheme would cause less damage than the third runway at Heathrow.<\/p>\n<p>London\u2019s airports are forecast to be full by the mid-2030s with Heathrow already operating at capacity and Gatwick at capacity during peak times.<\/p>\n<p>This has left the government with the problem of either being framed as anti-business if it does not act to address capacity, or anti-environment if it goes ahead with the expansion.<\/p>\n<p>This may also undermine efforts to reduce greenhouse gas emissions by at least 80% on 1990 levels by 2050, as legislated by the <a href=\"https:\/\/www.legislation.gov.uk\/ukpga\/2008\/27\/contents\">Climate Change Act<\/a>.<\/p>\n<p>The reopened consultation on the draft airports national policy statement (NPS), which sets out the government\u2019s support for the third runway at Heathrow, initially closed in May but it has now been reopened until 19 December. It will seek to gauge public support for the plans in light of the new findings.<\/p>\n<p>Despite the new evidence, Transport Secretary <a href=\"https:\/\/www.gov.uk\/government\/people\/chris-grayling\">Chris Grayling<\/a> insisted the case for expanding Heathrow was as strong as ever.<\/p>\n<p>\u201cThis is an important consultation and I encourage everybody to get involved across the UK,\u201d the Grayling said.<\/p>\n<p>The DfT insisted it is on track to publish final proposals for expansion in the first half of 2018 for a vote in parliament. If approved, Heathrow will submit a planning application and consult with local communities on detailed proposals.<\/p>\n<p>The airport aims to begin construction in early 2021, with the runway completed by the end of 2025.<\/p>\n<p>Cait Hewitt, the deputy director of campaign group the <a href=\"https:\/\/www.aef.org.uk\/\">Aviation Environment Federation<\/a>, claimed the \u201cscale of this reconsultation\u201d showed that the government\u2019s case for Heathrow expansion was unconvincing.<\/p>\n<p>She said: \u201cIt\u2019s difficult to see how this new information can avoid delaying the process. MPs and the public will need time to understand how the new forecasts impact emissions, noise and the sustainability appraisal of the project.<\/p>\n<p>\u201cThese address fundamental questions about the project\u2019s viability and have been provided at a late stage in the process.\u201d<\/p>\n<p>A Heathrow spokesman said: \u201cThe consultation launched today is a key milestone in developing the airports NPS which will strengthen the policy framework for expanding Heathrow.<\/p>\n<p>\u201cThe forecasts show expanding Heathrow, the UK\u2019s only hub airport, is even more important than previously realised.<\/p>\n<p>\u201cA third runway will ensure Britain\u2019s place in the world as an outward looking trading nation.
