{"id":36056,"date":"2017-10-31T15:17:19","date_gmt":"2017-10-31T15:17:19","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=36056"},"modified":"2017-10-31T15:17:19","modified_gmt":"2017-10-31T15:17:19","slug":"government-outlines-new-strategy-for-supported-housing","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/government-outlines-new-strategy-for-supported-housing\/36056\/","title":{"rendered":"Government outlines new strategy for supported housing"},"content":{"rendered":"<h2>The government has acknowledged that a \u2018one-size-fits-all\u2019 approach won\u2019t work for the funding of supported housing<\/h2>\n<p>It comes after PM Theresa May told PMQs last week that\u00a0the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/may-confirms-local-housing-allowance-cap-will-not-apply-to-supported-housing\/35897\">LHA cap would no longer apply<\/a>\u00a0to supported housing, or the wider social sector.<\/p>\n<p>Outlining a new approach, the government acknowledged that local areas don\u2019t have sufficient control or oversight of provision \u2013 with it \u201cnot always possible\u201d to ensure value for money for tenants or the taxpayer.<\/p>\n<p>The government revealed its \u2018fit for the future\u2019 funding model today (31 October) which aims to address concerns raised by the social housing sector and other key stakeholders.<\/p>\n<p>Sheltered housing and extra care will continue to be funded in the welfare system.<\/p>\n<p>Brought forward is a flexible funding approach that features:<\/p>\n<ul>\n<li>A \u2018Sheltered Rent\u2019 scheme from April 2020<\/li>\n<li>Short-term supported housing having a new ring-fenced grant available to councils in England<\/li>\n<li>The amount of short term supported housing grant funding set on the basis of current projections of future need \u2013 in Wales and Scotland, an equivalent amount will be provided for those administrations to decide on allocation<\/li>\n<li>Improved local planning for supported housing and commissioning across service areas with proposals for a National Statement of Expectation to underpin the new funding regime.<\/li>\n<\/ul>\n<p>In further clarification on the \u2018sheltered rent\u2019 \u2013\u00a0government describes it as \u201ca\u00a0type of social rent that recognises the vital role that these homes play in supporting older and vulnerable people\u201d.<\/p>\n<p>It added that the new rent model \u201cacknowledges the higher costs of these types of housing compared to general needs housing.<\/p>\n<p>\u201cThis will see gross eligible rent (rent inclusive of eligible service charges) regulated by the social housing regulator.<\/p>\n<p>\u201cWe will set appropriate rates for sheltered and extra care housing costs, established in consultation with the sector.\u201d<\/p>\n<p><a href=\"https:\/\/www.gov.uk\/government\/organisations\/department-for-communities-and-local-government\">DCLG <\/a>minister Marcus Jones said the \u201cimportant and necessary\u201d changes would take time to implement \u2013 warning that it was \u201ccrucial\u201d support provided is not interrupted or put in doubt.<\/p>\n<p>\u201cWhich is why these changes will now commence from April 2020 rather than April 2019. It is our aim through making these changes to provide funding security to providers by allowing them to make long term investment decisions and therefore secure future supply,\u201d he said.<\/p>\n<p>Jones said government had also considered the role of refuges and requests from some of the sector to nationalise the funding and commissioning of this.<\/p>\n<p>He cited the government\u2019s <a href=\"https:\/\/www.gov.uk\/government\/policies\/violence-against-women-and-girls\">Violence Against Women and Girls<\/a> (VAWG) Strategy saying a local approach would ensure the best outcomes for vulnerable renters in crisis and emergency supported housing \u2013 with local authorities best placed to understand and meet local requirements, and to take a holistic view on both housing and support provision.<\/p>\n<p>Lord Porter, Chairman of the <a href=\"https:\/\/www.local.gov.uk\/\">Local Government Association<\/a>, added: \u201cToday\u2019s announcement demonstrates that the Government rightly sees councils as crucial when it comes to providing supported housing for some of their most vulnerable residents.<\/p>\n<p>\u201cEnsuring that no cap will be applied to housing benefit, and that funding will be kept at current levels for short-term accommodation, is a hugely positive first step towards putting all supported housing on a more secure footing.<\/p>\n<p>\u201cCouncils are champions of vulnerable people. Whether it\u2019s elderly people in sheltered accommodation, people with learning and developmental disabilities, or people who face homelessness, councils need the resources to be able to make sure that they are adequately protected and housed.<\/p>\n<p>\u201cWe look forward to seeing further detail of these proposals, and working with government to make sure that local authorities are able to meet the needs of some of the most vulnerable people in their communities.\u201d<\/p>\n<p>David Orr, Chief Executive of the <a href=\"http:\/\/www.housing.org.uk\/\">National Housing Federation<\/a>, said:\u00a0\u201cToday\u2019s announcement, and the removal of the LHA cap, represent a very welcome and significant shift from the Government and show they recognise the value and importance of supported and sheltered housing.<\/p>\n<p>\u201cI am confident the new system outlined by the Government today addresses concerns about the long-term stability of funding for most schemes.
