{"id":38770,"date":"2018-02-20T11:07:51","date_gmt":"2018-02-20T11:07:51","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=38770"},"modified":"2018-02-20T11:07:51","modified_gmt":"2018-02-20T11:07:51","slug":"grenfell-rehousing-complaints-to-be-assigned-to-an-independent-adjudicator","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/grenfell-rehousing-complaints-to-be-assigned-to-an-independent-adjudicator\/38770\/","title":{"rendered":"Grenfell rehousing complaints to be assigned to an independent adjudicator"},"content":{"rendered":"<h2>Kensington &amp; Chelsea RBC is seeking to appoint an independent adjudicator to oversee complaints relating to Grenfell in an attempt to increase transparency<\/h2>\n<p>While the council \u201chas received few formal complaints to date\u201d, a\u00a0<a href=\"https:\/\/www.rbkc.gov.uk\/committees\/Document.ashx?czJKcaeAi5tUFL1DTL2UE4zNRBcoShgo=JZEfq5ze5nuVwHxHp3AIu%2bdbA4MOe8RvhWtHAkeDbO1p32NdfJ8Utw%3d%3d&amp;rUzwRPf%2bZ3zd4E7Ikn8Lyw%3d%3d=pwRE6AGJFLDNlh225F5QMaQWCtPHwdhUfCZ%2fLUQzgA2uL5jNRG4jdQ%3d%3d&amp;mCTIbCubSFfXsDGW9IXnlg%3d%3d=hFflUdN3100%3d&amp;kCx1AnS9%2fpWZQ40DXFvdEw%3d%3d=hFflUdN3100%3d&amp;uJovDxwdjMPoYv%2bAJvYtyA%3d%3d=ctNJFf55vVA%3d&amp;FgPlIEJYlotS%2bYGoBi5olA%3d%3d=NHdURQburHA%3d&amp;d9Qjj0ag1Pd993jsyOJqFvmyB7X0CSQK=ctNJFf55vVA%3d&amp;WGewmoAfeNR9xqBux0r1Q8Za60lavYmz=ctNJFf55vVA%3d&amp;WGewmoAfeNQ16B2MHuCpMRKZMwaG1PaO=ctNJFf55vVA%3d\">report<\/a>\u00a0due to go before the executive on 26 February said \u201cit is anticipated that numbers of complaints will increase\u201d once more rehousing policies are defined and implemented.<\/p>\n<p>As a result, <a href=\"https:\/\/www.pbctoday.co.uk\/news\/building-control-news\/kpmg-quits-grenfell-inquiry-role-amid-serious-questions-conflicts-interest\/37610\/\">Kensington &amp; Chelsea<\/a> wants to assign an independent adjudicator on a part-time basis, and pay them between \u00a353,200 and \u00a372,000 a year, to deal with complaints over the next year.<\/p>\n<p>\u201cHe or she would review complex and sensitive cases, challenge evidence, question officers and form an independent judgement and propose redress where appropriate,\u201d the report said.<\/p>\n<p>A three-stage corporate complaints procedure is currently in operation at Kensington &amp; Chelsea:<\/p>\n<ul>\n<li>Stage one complaints are dealt with by a service manager<\/li>\n<li>Stage two by a head of service<\/li>\n<li>Stage three by a director or executive director.<\/li>\n<\/ul>\n<p>The independent adjudicator would effectively become the third stage in this process, although complainants will have the option of having their issue investigated by a director or executive director if they so desire.<\/p>\n<p>The council previously had no central complaints team but a small one has been set up as part of a pilot programme.<\/p>\n<p>\u201cThe complaints team will handle all complaints relating to the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/building-control-news\/report-condemns-grenfell-council-for-failing-its-community\/36206\/\">Grenfell rehousing<\/a> process, the key work service, assistance centres and any other area of the Grenfell directorate,\u201d the report said.<\/p>\n<p>It added the team \u201cwill log, track and report on<a href=\"https:\/\/www.pbctoday.co.uk\/news\/health-safety-news\/commission-launches-following-grenfell\/37254\/\"> Grenfell complaints<\/a> and will use the learning from complaints to improve service delivery and service user experience\u201d. There is a hope this will help to improve the complaints process and provide \u201cgreater quality control, better intelligence and insight, and a greater degree of objectivity and independence\u201d.<\/p>\n<p>The report acknowledges the fact Kensington &amp; Chelsea \u201cis operating against the backdrop of a deficit of trust\u201d in both the council\u2019s policies and procedures.<\/p>\n<p>The independent adjudicator role has already been used by Lewisham LBC where Kensington &amp; Chelsea\u2019s chief executive Barry Quirk was in charge before he took up this role.<\/p>\n<p>\u201cConversations with colleagues at Lewisham suggest that their independent adjudicator provides an additional layer of independence and objectivity to the complaints process, which is welcomed by complainants,\u201d the report said. It added \u201cthe adjudicator is also a source of valuable feedback\u201d to councillors and senior officers on \u201cpolicies, systems and processes\u201d.<\/p>\n<p>Kensington &amp; Chelsea want their independent adjudicator to be \u201csomeone with no connection to the borough who lives and works remotely, coming to the Town Hall to attend meetings with staff or complainants only when necessary\u201d. The report added: \u201cHe or she will have an informal reporting arrangement (a \u2018dotted line\u2019) to a director outside the Grenfell directorate but will deliver a report to the leadership team and chief executive on a regular basis and will be responsible directly to them.\u201d<\/p>\n<div class=\"mk-custom-module-container\">\n<\/div>","protected":false},"excerpt":{"rendered":"<p>Kensington &#038;
