{"id":47238,"date":"2018-09-18T12:36:41","date_gmt":"2018-09-18T11:36:41","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=47238"},"modified":"2018-09-18T12:36:41","modified_gmt":"2018-09-18T11:36:41","slug":"mac-report-recommendations","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/mac-report-recommendations\/47238\/","title":{"rendered":"FMB says MAC report recommendations would cripple construction"},"content":{"rendered":"<h2>The <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/740991\/Final_EEA_report_to_go_to_WEB.PDF\">Migration Advisory Committee (MAC)\u00a0report<\/a>, which sets out a series of recommendations for the new immigration policy post-Brexit, would cripple the construction industry, according to the <a href=\"https:\/\/www.fmb.org.uk\/\">Federation of Master Builders (FMB)<\/a><\/h2>\n<p>The MAC report\u00a0suggests that free movement from the EU should end after\u00a0Brexit\u00a0and the UK should embrace a Canada-style system in which there is no preferential access to the labour market for citizens of any other country.<\/p>\n<p>The report, which is intended to guide ministers on how to proceed after Brexit, concedes it may not be possible to achieve a country-neutral system because the UK may not have an entirely free hand in determining migration policy after it leaves the EU because the final policy will be subject to exit negotiations.<\/p>\n<p>EU citizens have, until now, been able to enter the UK freely, seeking work on arrival, and concerns about the impact of free movement is considered to be one of the main reasons why the country voted for Brexit.<\/p>\n<p>Commenting on the MAC report, <a href=\"https:\/\/www.fmb.org.uk\/about-the-fmb\/who-s-who\/brian-berry-chief-executive\/\">Brian Berry, Chief Executive of the FMB<\/a>, said: \u201cToday\u2019s report makes very worrying reading for the tens of thousands of small construction firms across the UK who are already deeply concerned about the skills shortage.<\/p>\n<p>\u201cIts recommendations ignore the pleas of construction employers who have called on the Government to introduce a visa system based on key occupations rather than arbitrary skill levels. Instead, the proposal is to apply the Tier 2 immigration system to EU workers, which would be disastrous for small and micro construction firms. Even if tweaked and improved slightly, the Tier 2 system would not make provision for ample numbers of low skilled workers to enter the UK and these are people the construction industry relies upon.<\/p>\n<p>\u201cFor the Government to make good on its construction and house building targets, it will need sufficient numbers of labourers as well as civil engineers and quantity surveyors.\u201d<\/p>\n<p>Berry continued: \u201cIt\u2019s not at all clear that EU workers with important <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/fmb-says-delivery-plan-needed-to-address-construction-skills-shortage\/39939\/\">skills already in short supply<\/a>, like bricklaying and carpentry, will not fall foul of a crude and limited definition of \u2018high skilled\u2019 worker.<\/p>\n<p>\u201cIn addition, the report explicitly recommends that there should be no migration route for lower skilled workers with a possible exception for seasonal agricultural workers. There is also a vague suggestion that if there was a route for<a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/migration-advisory-committee-report-highlights-industry-fears-over-migration-restrictions\/39874\/\"> lower skilled workers<\/a>, it should be aimed at younger people and not be open to workers of all ages. This is far too restrictive and simply won\u2019t meet the needs of the construction industry.\u201d<\/p>\n<p>Berry concluded: \u201cEU workers are vitally important to the UK construction sector. 9% of our construction workers are from the EU and in London, this increases to one third. These workers have played a very significant role in mitigating the severe skills shortages we have experienced in recent years.<\/p>\n<p>\u201cThe construction industry knows it needs to do much more to recruit and train many more domestic workers.
