{"id":47751,"date":"2018-10-05T11:28:23","date_gmt":"2018-10-05T10:28:23","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=47751"},"modified":"2018-10-05T15:18:06","modified_gmt":"2018-10-05T14:18:06","slug":"private-rented-homes-new-rules","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/building-control-news\/private-rented-homes-new-rules\/47751\/","title":{"rendered":"New rules to protect thousands of private renters"},"content":{"rendered":"<div class=\"grid-row\">\n<div class=\"column-two-thirds\">\n<div class=\"gem-c-title gem-c-title--margin-bottom-5\">\n<h2 class=\"gem-c-title__text gem-c-title__text--long\">The Government has issued new policies to protect at least 850,000 people in privately rented homes from poor living conditions and overcrowding<\/h2>\n<\/div>\n<\/div>\n<div class=\"column-two-thirds\">\n<p class=\"gem-c-lead-paragraph \">The rules say that landlords who let out a property to five or more people &#8211; from two or more households that share facilities &#8211; must now get a license from their local housing authority to do so.<\/p>\n<p>The changes will now protect thousands of people living in privately rented properties, not just those who live in properties of three or more stories who were covered by the old system.<\/p>\n<p>Overall, throughout the UK, the vast majority of landlords provide decent accommodation. However, these changes have been put in place to<a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/government-guidance-tenants-poor-living-conditions\/42691\/\"> improve the standards of privately rented homes where landlords slack in their responsibilities<\/a>.<\/p>\n<p>Under the new rules, all bedrooms must be at least 6.5 square metres and <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/rtpi-councils-raise-planning-fees\/47722\/\">councils<\/a> must ensure tenants have suitable space to store their rubbish outside homes.<\/p>\n<p>Housing Minister Heather Wheeler MP said: &#8220;Everyone renting a home has the right to expect it is maintained to a decent standard.<\/p>\n<p class=\"last-child\">&#8220;Extending licensing to 170,000 more properties will ensure people benefit from better quality accommodation across the country.&#8221;<\/p>\n<\/div>\n<\/div>\n<div class=\"grid-row\">\n<div class=\"metadata-logo-wrapper\">\n<div class=\"column-one-third\">Recent statistics have shown that there are around 60,000 licensable &#8216;houses in multiple occupation&#8217; (HMOs) and since the rules &#8211; a further 170,000 will now require a license.<\/div>\n<\/div>\n<\/div>\n<div><\/div>\n<div>An estimated 4 million people live in private rented homes, and now at least 1.1 million who are in licensable\u00a0<abbr title=\"houses in multiple occupation\">HMOs<\/abbr>\u00a0will benefit from the protection provided by\u00a0<abbr title=\"house in multiple occupation\">HMO<\/abbr>\u00a0licensing.<\/div>\n<div class=\"grid-row\">\n<div class=\"column-two-thirds content-bottom-margin\">\n<div class=\"responsive-bottom-margin\">\n<div class=\"gem-c-govspeak govuk-govspeak direction-ltr\">\n<div class=\"govspeak\">\n<h2 id=\"advice-for-landlords\">Advice for landlords<\/h2>\n<p>The government has put the following points together to help landlords adjust to the changes:<\/p>\n<ul>\n<li>Landlords must prove to their local council that they are a &#8216;fit and proper&#8217;
