{"id":48335,"date":"2018-10-26T09:07:03","date_gmt":"2018-10-26T08:07:03","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=48335"},"modified":"2018-10-26T09:07:03","modified_gmt":"2018-10-26T08:07:03","slug":"oxford-cambridge-arc-development","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/oxford-cambridge-arc-development\/48335\/","title":{"rendered":"Oxford-Cambridge Arc development puts countryside at risk, says CPRE"},"content":{"rendered":"<h2>The Government is set to accept a proposal from the <a href=\"https:\/\/www.gov.uk\/government\/organisations\/national-infrastructure-commission\">National Infrastructure Commission (NIC)<\/a>, to build 1 million new homes between Oxford, Milton Keynes and Cambridge, a development that the <a href=\"https:\/\/www.cpre.org.uk\/\">Campaign to Protect Rural England (CPRE)<\/a> says would result in an area of countryside greater than the size of Birmingham being lost<\/h2>\n<p>In September, the Government announced its preferred corridor for a new expressway that would run between Oxford and Cambridge, as part of a new development proposal, coined the \u2018Oxford-Cambridge Arc\u2019. The NIC, who are supporting the scheme, recommend building 1 million new houses in the Arc by 2050, in order to \u2018boost economic growth\u2019.<\/p>\n<p>The Government is due to respond to the NIC\u2019s recommendations on Monday (29 October), alongside the Autumn Budget, despite no formal public consultation, environmental assessment or parliamentary enquiry.<\/p>\n<p>According to CPRE\u2019s analysis, there are 230,000 homes currently proposed or being built within the Oxford-Cambridge Arc, so in order to achieve the NIC\u2019s target an increase of 330% would be required. As there is capacity for just under 50,000 houses on previously developed, or brownfield, land within the Arc, the vast majority of these new homes would be built on areas of open countryside.<\/p>\n<p>Based on the average density of housing developments currently being built within the Arc, CPRE has identified that 27,000 hectares of <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/brownfield-vs-greenfield-construction\/48170\/\">greenfield<\/a> farmland and woodland \u2013 an area the size of Birmingham \u2013 could be lost to development.<\/p>\n<p>CPRE claims that a commitment to significant investment in landscape improvement, sustainable transport and <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/failed-planning-system-hinders-affordable-housing\/47840\/\">genuinely affordable homes<\/a> are essential, if these proposals are to be considered.<\/p>\n<p>Paul Miner, Head of Strategic Plans and Devolution at the Campaign to Protect Rural England, said: \u201cIf given the green light, this development will change the face of England\u2019s countryside forever. Yet no formal assessment of the environmental impact it will have has taken place.<\/p>\n<p>\u201cWhilst there will be a need for genuine affordable housing to meet local need in the area, the scale of these proposals is completely unacceptable.<\/p>\n<p>\u201cDespite costing at least \u00a35.5bn in public money, there has been no formal public consultation around developing the Arc. The lack of debate equates to a major, and troubling, democratic deficit at the heart of the proposals.<\/p>\n<p>\u201cRather than taking a \u2018growth at all costs\u2019 approach, it is imperative that a Strategic <a href=\"https:\/\/www.pbctoday.co.uk\/news\/building-control-news\/environmental-risk-assessments\/40537\/\">Environmental Assessment<\/a> is conducted.
