National planning policy encourages SuDS in all major developments unless there is clear evidence that this would be inappropriate, while as of January 2019, SuDS are mandatory in Wales for all new developments over 100m<sup>2<\/sup>.<\/p>\n<p><a href=\"https:\/\/www.landscapeinstitute.org\/wp-content\/uploads\/2019\/01\/11689_LI_SuDS-Report_v4a-Web.pdf\">A new report<\/a> by the <a href=\"https:\/\/www.landscapeinstitute.org\/\">Landscape Institute<\/a> and <a href=\"http:\/\/cic.org.uk\/\">Construction Industry Council<\/a>\u00a0(CIC) highlights the huge step change still needed in this area.<\/p>\n<p>The most sustainable form of SuDS are those that are designed to manage or use water close to where it falls, on the surface, and by incorporating vegetation. These are considered to be most able to deliver the widest range of multi-functional benefits.<\/p>\n<p>As of 2017, 25% of local authorities had no formal<a href=\"https:\/\/www.pbctoday.co.uk\/news\/building-control-news\/the-importance-of-suds\/39609\/\"> SuDS policies in place<\/a>, nor any immediate plans to implement any.<strong>\u00a0<\/strong>This is putting communities under<a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/developing-solutions-to-reduce-the-impact-of-flooding-in-uk-properties\/36832\/\"> threat of surface water flooding<\/a> as climate change continues to put pressure on our landscapes.<\/p>\n<p>Sue Illman, CIC Champion for <a href=\"https:\/\/www.watermangroup.com\/what-we-do\/services\/a-z-services\/flood-mitigation-resilience\/\">Flood Mitigation and Resilience<\/a>, former President of the Landscape Institute and co-author of the report comments: \u201cThe problems for LLFAs in delivering good quality SuDS are clear.<\/p>\n<p>&#8220;At a time when climate change and sustainability are such prevalent issues, the shortcomings and inconsistencies highlighted in this report are of real concern.<\/p>\n<p>&#8220;But the review also shows how relatively small changes in government guidance could provide better outcomes for communities and the environment.&#8221;<\/p>\n<p>The LI and CIC\u2019s new report surveyed Lead Local Flood Authorities (LLFAs) \u2013 who are responsible for flood strategy, including SuDS \u2013 across the country. The research shows that delivery is currently a long way behind the ambition. Only 3% of authorities reported receiving adequate information to appropriately assess a planning application for SuDS.
