{"id":58247,"date":"2019-06-07T11:01:33","date_gmt":"2019-06-07T10:01:33","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=58247"},"modified":"2019-06-10T07:46:08","modified_gmt":"2019-06-10T06:46:08","slug":"planning-system-modular-construction","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/mmc-news\/planning-system-modular-construction\/58247\/","title":{"rendered":"Planning system sparks modular construction housing revolution"},"content":{"rendered":"<h2>A new report by <a href=\"https:\/\/www.arup.com\/\">Arup<\/a> outlines the reforms needed within the UK\u2019s planning system to allow the widespread adoption of modern methods of construction (MMC) to help deliver a large number of new homes the country needs<\/h2>\n<p>While the research to date has focused primarily on the financial and technical barriers to MMC adoption, Arup has found evidence that the planning system is too rigid and unaccommodating in driving MMC forward on a meaningful scale.<\/p>\n<p>Modern methods of construction (MMC) hold the potential to alleviate the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/modular-construction-news\/modular-addressing-the-uks-housing-crisis\/52098\/\">UK housing crisis<\/a>, but urgent reform to the planning system is needed. 265,000 extra homes could be built in the next ten years if one-third of new homes built used MMC.<\/p>\n<p><a href=\"https:\/\/www.arup.com\/perspectives\/publications\/research\/section\/how-modern-methods-of-construction-can-deliver-more-through-the-planning-system\">The report<\/a> \u2013 How Modern Methods of Construction can deliver \u2018more\u2019 through the planning system \u2013 outlines opportunities, actions and benefits that could help local planning authorities and users of the planning system reap the rewards available.\u00a0They include:<\/p>\n<ul>\n<li>Smoothing the development management process \u2013 including training across local planning authorities on MMC and its benefits, as well as ensuring local planning policies support the use of MMC, with requirements for developers to show that they have considered the methods in proposals.<\/li>\n<li>Elevating the role of design and responding to place \u2013 changing perceptions and promoting an awareness of the design flexibility MMC offers.\u00a0This could include the appointment of an MMC design champion by Homes England to drive the agenda.<\/li>\n<\/ul>\n<p>Harnessing digital innovation \u2013 making use of technology \u2013 such as Virtual Reality,<\/p>\n<p>BIM and digital pattern books \u2013 to test MMC viability, customise design, showcase products and increase efficiency in decision-making.<\/p>\n<p>Opportunities for partnerships to implement MMC at scale \u2013 partnerships will be key to MMC success. All parties working in the built environment &#8211; local authorities, developers, planners and public bodies \u2013 need to work together to facilitate this.<\/p>\n<p>The research, informed by interviews with leading professionals at the forefront of MMC, is part of Arup\u2019s \u2018Solving the Housing Crisis Series\u2019 and includes a range of contributions from <a href=\"https:\/\/www.gov.uk\/government\/organisations\/ministry-of-housing-communities-and-local-government\">The Ministry of Housing, Communities and Local Government<\/a> (MHCLG), <a href=\"https:\/\/www.gov.uk\/government\/organisations\/homes-england\">Homes England<\/a> and the <a href=\"https:\/\/www.london.gov.uk\/\">Greater London Authority<\/a> (GLA).<\/p>\n<p>Vicky Evans, Arup residential business leader and co-author, said: \u201cThere\u2019s evidence which shows the current planning system cannot deliver MMC at scale and does not understand the opportunities it offers.<\/p>\n<p>\u201cOur research shows 265,000 extra homes could be built in the next ten years if one-third of new homes built used modern methods of construction.
