{"id":59050,"date":"2019-06-27T10:16:25","date_gmt":"2019-06-27T09:16:25","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=59050"},"modified":"2019-06-27T10:16:25","modified_gmt":"2019-06-27T09:16:25","slug":"barriers-to-small-housebuilders-to-be-removed","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/barriers-to-small-housebuilders-to-be-removed\/59050\/","title":{"rendered":"Barriers to small housebuilders need to be removed, says FMB"},"content":{"rendered":"<h2>The government needs to do more to remove the barriers to SME housebuilders if its housing targets are to be met, says the FMB in response to the <a href=\"https:\/\/www.parliament.uk\/business\/committees\/committees-a-z\/commons-select\/public-accounts-committee\/\">House of Commons Public Accounts Select Committee<\/a> report, \u2018Planning and the broken housing market\u2019, published <a href=\"https:\/\/publications.parliament.uk\/pa\/cm201719\/cmselect\/cmpubacc\/1744\/1744.pdf\">today<\/a>\u00a0(27 June)<\/h2>\n<p><a href=\"https:\/\/www.fmb.org.uk\/about-the-fmb\/who-s-who\/brian-berry-chief-executive\/\">Brian Berry, chief executive of the Federation of Master Builders<\/a>\u00a0(FMB), said: \u201cSME housebuilders are continuing to face numerous barriers to increasing their capacity to build the homes that are needed.<\/p>\n<p>&#8220;The recommendations in the Public Accounts Committee\u2019s report highlight that the planning system is delaying progress. It is completely unacceptable that sites are being stalled because planning departments are not dealing with applications quickly enough. Our members aren\u2019t seeing any improvements in service since fees were increased in January last year \u2013 a policy the FMB supported.&#8221;<\/p>\n<p>Berry continued: \u201cThe report finds that, as of December last year, only 42%\u00a0of local authorities had an up-to-date local plan which is truly disappointing. By allocating small sites for housing delivery in their local plan, local authorities will be reducing the burden of uncertainty for the nation\u2019s small housebuilders, and therefore speeding up housing supply through better diversifying the sector. Furthermore, we must not forget the highly positive impact that these local businesses have on their areas, offering employment and training opportunities to local people.\u201d<\/p>\n<p>Berry concluded: \u201cAccess to finance for <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/efficiency-local-housebuilders\/56118\/\">SME housebuilders<\/a> has undoubtedly improved over the last few years but the loan to cost ratio from most lenders is simply unviable for SMEs \u2013 especially the micro firms, building fewer than five units a year.<\/p>\n<p>&#8220;The <a href=\"https:\/\/www.fmb.org.uk\/media\/41090\/18-09-05-house-builders-27-survey-2018-final.pdf?utm_source=Report&amp;utm_medium=pdf&amp;utm_campaign=Housebuilderssurvey\">FMB House Builders\u2019 Survey 2018<\/a> found respondents estimated that they could increase their out by 38% if they could achieve a loan to value\/cost ratio of 80%. The government must work with the finance sector to understand how lending to small housebuilders can be increased and improved.
