A new report has stated that improving the energy efficiency of buildings will be vital to meeting climate change obligations, eradicating fuel poverty and lowering home energy bills<\/h2>\n

A report by the\u00a0Business, Energy and Industrial Strategy Committee<\/a> (BEIS) states that energy efficiency is the cheapest way of reducing carbon emissions<\/a>, but public investment has\u00a0shrunk,\u00a0and the rate of installations has gone backwards\u00a0\u2013\u00a0with insulation measures installed in houses under Government schemes now around 95% lower than in 2012.<\/p>\n

The report concludes that energy efficiency is a national infrastructure priority and urges the government to designate it as such. The report states that if the government is serious about achieving its climate and fuel poverty targets it needs to fill the substantial investment gap and allocate more central funding for energy efficiency.<\/p>\n

The report also highlights the low levels of per capita investment in residential energy efficiency schemes in England compared with Scotland, Wales and Northern Ireland. It concludes that\u00a0the\u00a0UK\u00a0Government considers\u00a0energy efficiency\u00a0as less of a priority than its counterparts in the\u00a0devolved administrations.<\/p>\n

The BEIS calls for more robust building regulations, finding that builders are currently able to exploit loopholes\u00a0that allow them to build homes to outdated standards\u00a0and sell homes that do not meet advertised energy standards<\/a>.<\/p>\n

Rachel Reeves MP, chair of the BEIS, said:\u00a0\u201cImproving energy efficiency is by far the cheapest way of cutting our emissions and\u00a0must\u00a0be a key plank of any\u00a0credible\u00a0strategy to deliver net zero by 2050<\/a>.<\/p>\n

\u201cIf the government lacks the political will to deliver energy efficiency improvements, how can we expect it to get on with the costlier actions needed to tackle climate change? More energy efficient buildings are not only crucial\u00a0for tackling climate\u00a0change but\u00a0are vital for lowering customers\u2019 energy bills and lifting people out of fuel poverty.<\/p>\n

\u201cDespite a consensus on what needs to be done, Ministers have continued to sit on their hands and failed to deliver the policies needed to boost energy efficiency.<\/p>\n

“The government needs to commit to investing in schemes to ensure all buildings are brought up to the highest energy efficiency standards. The government has failed to close loopholes in regulations that allow builders to develop to outdated standards and also enabled builders to sell homes that do not meet the standards advertised.\u201d<\/p>\n

The report says the government should set out urgently how it intends to meet\u00a0its\u00a0target\u00a0for all homes to reach EPC Band C by 2035, which the BEIS considers an empty commitment.<\/p>\n
