{"id":62023,"date":"2019-08-22T10:00:55","date_gmt":"2019-08-22T09:00:55","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=62023"},"modified":"2019-08-22T10:00:55","modified_gmt":"2019-08-22T09:00:55","slug":"midlands-responds-to-hs2","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/midlands-responds-to-hs2\/62023\/","title":{"rendered":"Midlands Connect responds to HS2 review announcement"},"content":{"rendered":"<h2>The transport secretary, <a href=\"https:\/\/www.parliament.uk\/biographies\/commons\/grant-shapps\/1582\" target=\"_blank\" rel=\"noopener\">Grant Shapps<\/a> has published the\u00a0terms of reference and timetable for an <a href=\"https:\/\/www.gov.uk\/government\/publications\/hs2-independent-review-terms-of-reference\" target=\"_blank\" rel=\"noopener\">independent review<\/a> into the <a href=\"https:\/\/www.hs2.org.uk\/\" target=\"_blank\" rel=\"noopener\">High Speed 2<\/a> project<\/h2>\n<p>The terms of reference published to confirm that the independently-led government review will look at whether and how\u00a0HS2\u00a0should proceed, using all existing evidence on the project to consider:<\/p>\n<ul>\n<li>benefits and impacts<\/li>\n<li>affordability and efficiency<\/li>\n<li>deliverability and scope<\/li>\n<li>it&#8217;s phasing, including its relationship with Northern Powerhouse Rail<\/li>\n<\/ul>\n<p>A final report will be sent to the Secretary of State, with oversight from the Prime Minister and Chancellor of the Exchequer, by the autumn. The report will inform the government\u2019s decisions on the next steps for the project. Limited, largely preparatory works, on the project will continue in parallel with the report\u2019s work.<\/p>\n<p class=\"story-bodyintroduction\" style=\"background: white; vertical-align: baseline; margin: 21.0pt 0cm .0001pt 0cm;\"><span style=\"font-family: verdana, geneva, sans-serif; color: #404040;\"><a href=\"https:\/\/www.midlandsconnect.uk\/who-we-are\/meet-the-team\/\" target=\"_blank\" rel=\"noopener\">Maria Machancoses<\/a>, director of <a href=\"https:\/\/www.midlandsconnect.uk\/\" target=\"_blank\" rel=\"noopener\">Midlands Connect<\/a>, has responded to confirmation that a government review of HS2 will decide the project\u2019s future by the end of 2019: <\/span><\/p>\n<p class=\"story-bodyintroduction\" style=\"background: white; vertical-align: baseline; margin: 21.0pt 0cm .0001pt 0cm;\"><span style=\"font-family: verdana, geneva, sans-serif; color: #404040;\">\u201cThe massive benefits of HS2 to the Midlands are already being felt. Although a review must rightly scrutinise the project\u2019s deliverability, benefits and costs, we must not lose sight of the fact that HS2 will transform our transport network for the next century. Scrapping it or de-scoping it would be a disaster for the Midlands and the whole country. <\/span><\/p>\n<p class=\"story-bodyintroduction\" style=\"background: white; vertical-align: baseline; margin: 21.0pt 0cm .0001pt 0cm;\"><span style=\"font-family: verdana, geneva, sans-serif; color: #404040;\">\u201cWe\u2019re pleased that West Midlands Mayor Andy Street is on the review panel to promote the interests of the region. But it\u2019s vital that the East Midlands isn\u2019t ignored in this process either. Therefore, Midlands Connect will be submitting compelling evidence to the review concerning the benefits of HS2 to the whole of the Midlands. <\/span><\/p>\n<p class=\"story-bodyintroduction\" style=\"background: white; vertical-align: baseline; margin: 21.0pt 0cm .0001pt 0cm;\"><span style=\"font-family: verdana, geneva, sans-serif; color: #404040;\">\u201cFar beyond those places with dedicated HS2 stations, many Midlands towns and cities will benefit from the rail capacity that HS2 will release. Midlands Connect has also submitted a strong business case to the government and HS2 Ltd for direct conventional-compatible links to Nottingham and Leicester city centres, via the HS2 East Midlands Hub at Toton. <\/span><\/p>\n<p class=\"story-bodyintroduction\" style=\"background: white; vertical-align: baseline; margin: 21.0pt 0cm .0001pt 0cm;\"><span style=\"font-family: verdana, geneva, sans-serif; color: #404040;\">\u201cHS2 also underpins the case for improvements we\u2019re proposing to the classic rail network, including our flagship Midlands Rail Hub scheme to transform east-west links <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/rail-minister-midlands-connect\/59245\/\" target=\"_blank\" rel=\"noopener\">across the Midlands<\/a>.\u201d<\/span><\/p>\n<p class=\"story-bodyintroduction\" style=\"background: white;
