{"id":70415,"date":"2020-01-21T08:30:59","date_gmt":"2020-01-21T08:30:59","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=70415"},"modified":"2020-01-24T14:35:55","modified_gmt":"2020-01-24T14:35:55","slug":"housing-design-england","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/housing-design-england\/70415\/","title":{"rendered":"Audit slams \u2018a decade of disastrous housing design\u2019 in England"},"content":{"rendered":"<h2>The design of new housing schemes in England is \u2018mediocre\u2019 and \u2018poor\u2019, leading to \u2018a decade of disastrous housing design\u2019, according to research conducted by <a href=\"https:\/\/www.ucl.ac.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">UCL<\/a> for <a href=\"https:\/\/www.cpre.org.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">CPRE<\/a> and the <a href=\"http:\/\/placealliance.org.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">Place Alliance<\/a><\/h2>\n<p><a href=\"https:\/\/indd.adobe.com\/view\/23366ae1-8f97-455d-896a-1a9934689cd8\" target=\"_blank\" rel=\"noopener noreferrer\">The report<\/a> titled, \u2018A housing design audit for England\u2019, an audit of over 140 housing developments built across England since 2007, discovered that one in five of these schemes should have been refused planning permission as their poor design was contrary to advice given in the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/revised-national-planning-policy-framework\/43833\/\" target=\"_blank\" rel=\"noopener noreferrer\">National Planning Policy Framework<\/a>.<\/p>\n<p>An additional 54% should not have been granted permission without significant improvements to their design having been made first.<\/p>\n<p>75% of the new housing development should not have gone ahead due to \u2018mediocre\u2019 or \u2018poor\u2019 design.<\/p>\n<h3>The housing design audit also revealed that:<\/h3>\n<ul>\n<li>Less affluent communities are ten times more likely to get worse design, even though better design is affordable;<\/li>\n<li>Low-scoring housing developments scored especially badly in terms of character and sense of place, with architecture that does not respond to the context in which it is located;<\/li>\n<li>The worst reported aspects of housing design include developments dominated by access roads and the poor integration of storage, bins and car parking, leading to unattractive and unfriendly environments with likely negative health and social implications;<\/li>\n<li>Some gains have been made \u2013 developments scored relatively highly for safety and security and were also typically successful at integrating a variety of house sizes.<\/li>\n<\/ul>\n<h3>A decade of disastrous housing design<\/h3>\n<p>Professor Matthew Carmona (The Bartlett School of Planning, UCL) chair of the Place Alliance, said: \u201cResearch has consistently shown that high-quality design makes new residential developments more acceptable to local communities and delivers huge social, economic and environmental value to all, yet we are still failing in this regard across England.<\/p>\n<p>\u201cPlanning authorities are under pressure to deliver new homes and are therefore prioritising numbers in the short-term over the long-term negative impacts of bad design. At the same time, housebuilders have little incentive to improve when their designs continue to pass through the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/design-planning-process\/67191\/\" target=\"_blank\" rel=\"noopener noreferrer\">planning system<\/a>. Some highways authorities, meanwhile, do not even recognise their role in creating a sense of place for communities.<\/p>\n<p>\u201cCollectively, housebuilders, planning authorities and highways authorities need to significantly raise their game. This can\u2019t come soon enough\u201d.<\/p>\n<p>Tom Fyans, campaigns and policy director at CPRE, the countryside charity, added: \u201cThe Government has presided over a decade of disastrous housing design and must raise standards immediately. This research is utterly damning of larger housebuilders and their failure to build the homes our communities deserve. They must significantly raise their game if we are to create the sorts of places that future generations will feel proud to call home. It\u2019s no wonder so many of our communities feel apprehensive towards new development when the design is so poor. That\u2019s why significantly improving the quality of design is central to addressing the housing shortage.&#8221;<\/p>\n<h3>Recommendations from the audit<\/h3>\n<p>The audit proposed a range of recommendations for the government, housebuilders and local government.<\/p>\n<h4>Amongst these the research found:<\/h4>\n<ul>\n<li>Strong benefits in designing at higher densities than is the norm.\u00a0 The government should be more prescriptive in seeking less sprawling densities, as more compact developments tend to be designed more sensitively.
