{"id":71172,"date":"2020-02-04T07:24:09","date_gmt":"2020-02-04T07:24:09","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=71172"},"modified":"2020-02-04T07:25:58","modified_gmt":"2020-02-04T07:25:58","slug":"requirement-b4","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/building-control-news\/requirement-b4\/71172\/","title":{"rendered":"Requirement B4 for buildings of any height"},"content":{"rendered":"<h2>Amid moves to improve the fire safety of buildings over 18m, <a href=\"https:\/\/www.premierguarantee.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Premier Guarantee<\/a> says it\u2019s important that, as an industry, Requirement B4 is applied to buildings of all heights<\/h2>\n<p>In December, there were significant changes made to the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/building-control-news\/building-safety-regulations\/71086\/\" target=\"_blank\" rel=\"noopener noreferrer\">Building Regulations<\/a> in respect to the use of<a href=\"https:\/\/www.pbctoday.co.uk\/news\/building-control-news\/ban-on-combustible-materials-high-rise-homes\/49671\/\" target=\"_blank\" rel=\"noopener noreferrer\"> combustible materials<\/a> in external walls of \u2018relevant\u2019 buildings (for example; a residential building having a floor-level exceeding 18m above external ground level).<\/p>\n<p>These changes were developed in a manner that was to work alongside (and not instead of) the pre-existing requirement B4-(1) of Schedule 1, Part B of the regulations &#8211; the requirement being:<\/p>\n<blockquote><p><span style=\"font-size: 14pt;\">\u201cThe external walls of a building shall adequately resist the spread of fire over walls and from one building to another, having regard to the height, use and position of the building.\u201d<\/span><\/p><\/blockquote>\n<p>It\u2019s important that, despite the focus in recent months on buildings over 18m, we, as an industry, don\u2019t lose sight of requirement B4-(1) and how it relates to buildings of all heights, and not just those over 18m.<\/p>\n<p>The December 2018 amendments to the regulations included a detailed definition of the elements that constitute an \u201cexternal wall&#8221;.<\/p>\n<h3>B4 requirements<\/h3>\n<p>The MHCLG issued a Circular Letter titled Requirement B4, July 2019. The letter reminds building control bodies that they should use judgement to consider the overall intent of the B4 requirement for buildings that are less than 18m, particularly where the guidance in the approved document is not specific.
