{"id":75112,"date":"2020-04-21T12:18:31","date_gmt":"2020-04-21T11:18:31","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=75112"},"modified":"2020-04-21T12:18:31","modified_gmt":"2020-04-21T11:18:31","slug":"construction-plant-occupations","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/plant-equipment-supplies-news\/construction-plant-occupations\/75112\/","title":{"rendered":"CPA issues site operating procedures for construction plant occupations"},"content":{"rendered":"<h2>The <a href=\"https:\/\/www.cpa.uk.net\/\" target=\"_blank\" rel=\"noopener noreferrer\">Construction Plant-hire Association<\/a> (CPA) has released supplementary site operating guidelines for construction plant occupations during the COVID-19 crisis<\/h2>\n<p>Following the recent introduction of version 3 of the Construction Leadership Council\u2019s (CLC) <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/site-operating-procedures\/74832\/\" target=\"_blank\" rel=\"noopener noreferrer\">Site Operating Procedures<\/a> on protecting the workforce during the coronavirus pandemic, the Construction Plant-hire Association (CPA) has released a supplementary guidance publication for construction plant occupations.<\/p>\n<p>The publication interprets the core requirements of the CLC-based procedures and outlines a tailored set of additional requirements for a range of construction plant occupations. These include <a href=\"https:\/\/www.pbctoday.co.uk\/news\/plant-equipment-supplies-news\/citb-plant-operatives\/69664\/\" target=\"_blank\" rel=\"noopener noreferrer\">plant operators<\/a>, supporting personnel such as slinger\/signallers, traffic marshalls, maintenance staff and plant delivery drivers.<\/p>\n<p>The CPA publication consists of four pages with a number of topics covered such as preparation, operating, direct support activities, communications and maintenance activities. One section outlines considerations over rescue operations should for example, <a href=\"https:\/\/www.pbctoday.co.uk\/news\/plant-equipment-supplies-news\/tower-crane-site-closure\/74128\/\" target=\"_blank\" rel=\"noopener noreferrer\">Tower Crane<\/a> or MEWP operational emergencies occur. It supports the CLC message in that emergency service response may be limited.<\/p>\n<h3>The plant occupations covered include:<\/h3>\n<ul>\n<li>Plant Operator\/operatives<\/li>\n<li>Supporting workers e.g. slinger\/signaller, \u2018banksman\u2019, traffic marshals; rescue personnel<\/li>\n<li>Maintenance personnel e.g. mechanics, fitters, inspectors\/examiners, installers<\/li>\n<li>Plant delivery\/collection personnel e.g. \u2018low-loader\u2019 drivers.<\/li>\n<\/ul>\n<h3>Guidance for construction plant occupations includes:<\/h3>\n<ul>\n<li><strong>Preparing the machine for work \u2013 <\/strong>a dedicated operator for each machine, thorough cleaning\/sanitising procedure, touch point components cleaned\/sanitised<\/li>\n<li><strong>Operating the Machine \u2013<\/strong> Normal exclusion zone requirements apply, with non-supporting outside of the designated exclusion zone. Workers maintain 2m distance using hand signals or radio communication.<\/li>\n<li><strong>Direct Support Activities \u2013 <\/strong>Gloves will routinely be used to handle equipment and if operation requires a second-person they should avoid travelling in the same vehicle to and from the site.<\/li>\n<li><strong>Communications \u2013 <\/strong>To maintain an effective exclusion zone and personal distancing, hand signals or two-way radio communication should be employed at all times.<\/li>\n<li><strong>Ceasing of Operations and Shut Down \u2013<\/strong> Cab\/platforms should be isolated and secured.<\/li>\n<li><strong>Maintenance, Installation and Inspection Activities<\/strong> \u2013 Visiting maintenance, installation and inspection workers should ensure that their vehicle, tools and equipment are cleaned\/sanitised.<\/li>\n<li><strong>Loader\/securer Operations \u2013 <\/strong>Cleaning\/sanitising procedures should be done on each machine or equipment to be loaded. Gloves should be worn whilst handling the vehicle body or trailer.<\/li>\n<li><strong>Rescue Operations<\/strong> \u2013 Consideration must take into account the availability of a full complement of rescue team personnel and\/or equipment, either the emergency services or dedicated response teams, particularly where injury or potential infection to the operator has occurred.
