{"id":78441,"date":"2020-06-30T14:04:36","date_gmt":"2020-06-30T13:04:36","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=78441"},"modified":"2021-08-04T15:04:46","modified_gmt":"2021-08-04T14:04:46","slug":"construction-value-toolkit","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/construction-value-toolkit\/78441\/","title":{"rendered":"Industry bodies to develop new construction \u2018Value Toolkit\u2019"},"content":{"rendered":"<h2><a href=\"https:\/\/www.rics.org\/uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">RICS<\/a>, <a href=\"https:\/\/www.architecture.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">RIBA<\/a>, <a href=\"https:\/\/www.ciob.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">CIOB<\/a> and <a href=\"http:\/\/www.socialvalueuk.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Social Value UK<\/a> have joined forces with the <a href=\"https:\/\/constructioninnovationhub.org.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">Construction Innovation Hub<\/a> (CIH) to develop a new industry-wide definition of value<\/h2>\n<p>The new industry-wide <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/understanding-of-value\/76727\/\" target=\"_blank\" rel=\"noopener noreferrer\">definition of value<\/a> aims to lay the groundwork for a long-awaited transformation in the way decisions are made across the sector.<\/p>\n<p>This new Value Definition is the first of four core elements of a comprehensive new \u2018Value Toolkit\u2019 which the CIH is developing in close collaboration with industry and is a key priority under the Construction Leadership Council\u2019s \u2018<a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/construction-roadmap-to-recovery\/76951\/\" target=\"_blank\" rel=\"noopener noreferrer\">Roadmap to Recovery<\/a>\u2019.<\/p>\n<p>Building directly on groundwork already laid by Ann Bentley and the\u00a0<a href=\"https:\/\/www.constructionleadershipcouncil.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">Construction Leadership Council<\/a> Procuring for Value Working Group, the Hub\u2019s Value Toolkit will comprise a suite of four new tools to embed a transparent, consistent and customisable approach to improving the outcomes realised through construction projects and assets.<\/p>\n<h3>Bringing together industry experts<\/h3>\n<p>Each of the five partner organisations announced today will act as a \u2018Relevant Authority\u2019, bringing together groups of industry experts to build a consensus approach to the definition and measurement of value under the \u2018Five Capitals model\u2019.<\/p>\n<p>The resulting methodology will be used to drive consistent <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/social-value-construction\/61006\/\" target=\"_blank\" rel=\"noopener noreferrer\">value-based decision making<\/a> throughout all stages of the investment lifecycle \u2013 from business case, through procurement and delivery and into operation.<\/p>\n<p>The approach will also support a data-driven approach to decision making, with consistent project and asset performance data being fed back to identify best practice and inform future decisions.<\/p>\n<p>The development of the Value Definition will provide the foundation for the remaining elements of the Value Toolkit, which will be formally launched during\u00a0Future of Building Week\u00a0(13-17 July).<\/p>\n<h3>The Value Toolkit will help clients to:<\/h3>\n<ul>\n<li>Establish a balanced value profile for each project or programme, shaped by both strategic policy ambitions (e.g. net-zero, <a href=\"https:\/\/www.pbctoday.co.uk\/news\/modular-construction-news\/modern-methods-of-construction-3\/61955\/\" target=\"_blank\" rel=\"noopener noreferrer\">Modern Methods of Construction<\/a>) and specific client, local and user needs, with a baseline Investment Value Index, based on established metrics and benchmarks, against which decisions and options can be assessed in the development and procurement phases;<\/li>\n<li>Select the best Delivery Model and Commercial Strategy to maximise realisation of value, based on value needs and considering the market context, risk and capability specific to the project;<\/li>\n<li>Use a new Procure for Value tool allowing procurement choices to be made on delivery of best whole-life value, not simply cheapest capital cost; and,<\/li>\n<li>Monitor and benchmark value throughout delivery and operational phases to ensure benefits are being delivered, to optimise value throughout operation and to inform future decision-making on similar projects and programmes.<\/li>\n<\/ul>\n<h3>Value drives decision-making<\/h3>\n<p>Construction Innovation Hub programme director, Keith Waller, said: \u201cAs we get Britain building again, we must resist the temptation to return to outdated practices rooted in cost minimisation and risk transfer and instead focus on new ways of doing things which are delivering better long-term outcomes.<\/p>\n<p>\u201cAt the heart of this is shifting away from a historic affinity with cheapness to one where delivering value in the widest sense drives decision-making.<\/p>\n<p>\u201cWe are delighted to join forces with RICS, RIBA, CIOB and Social Value UK for this critical and very timely piece of work.
