The government<\/a> will publish its landmark Building Safety Bill to deliver the biggest changes to safety for\u00a0nearly 40 years<\/h2>\n

The Building Safety Bill, to be published in draft form today (20 July), will improve regulations as the government seeks to bring forward a clearer system with residents\u2019 safety at the heart of it.<\/p>\n

Residents have helped to develop the safety proposals<\/a> through engagement groups, and under the new laws, people living in high rise buildings will be empowered to challenge inaction from their building owner.<\/p>\n

Residents will also have better access to safety information about their building and will benefit from a swift and effective complaints process.<\/p>\n

A\u00a0Building Safety Regulator<\/a>,\u00a0already\u00a0being set up within the Health and Safety Executive\u00a0(HSE),\u00a0will be fully established and equipped with the power to hold building owners to account or face the consequences.<\/p>\n

It will\u00a0impose\u00a0a new, more\u00a0stringent set of rules\u00a0that will apply for buildings of 18 metres or\u00a0more\u00a0or\u00a0taller than six storeys\u00a0from the design phase to occupation.<\/p>\n

The\u00a0government views the Draft\u00a0Bill as legislation that will evolve as further evidence and\u00a0risks are identified to ensure that residents\u2019\u00a0safety is\u00a0always prioritised\u00a0and will also provide new powers to better regulate\u00a0construction materials and products to ensure they are safe to\u00a0use.<\/p>\n

Government expert Michael Wade has been asked to work with leaseholders<\/a> and the finance and insurance industries.<\/p>\n

Wade will test and recommend funding solutions to protect leaseholders from unaffordable costs of fixing historic defects, ensuring that the burden does not fall on\u202ftaxpayers.\u202fHe will also develop proposals to address insurance issues around building safety.<\/p>\n

The draft Bill includes a new \u2018building safety charge\u2019 to give leaseholders greater transparency around costs incurred in maintaining a safe building \u2013 with numerous powers deliberately included to limit the costs that can be re-charged to leaseholders.<\/p>\n

It comes as Government\u00a0will\u00a0also publish a consultation, which sets out\u00a0proposals\u00a0to implement the recommendations from Phase One of the Grenfell Tower Inquiry<\/a> that require a change in the law.<\/p>\n

The consultation will also look at strengthening fire safety\u00a0in all regulated buildings in England to ensure that people are safe from fire\u00a0regardless of where they\u00a0live, stay or work. Taken with the draft\u00a0Bill, these measures\u00a0will improve the safety of\u00a0residents in buildings of all heights.<\/p>\n

\u2018Delivering real change\u2019<\/h3>\n

Housing secretary Robert\u00a0Jenrick,\u00a0said: \u201cThis\u00a0is a significant milestone on our journey\u00a0to\u00a0fundamentally\u00a0improving building safety and delivering real change that will keep people safer\u00a0in their homes.<\/p>\n

\u201cI remain committed to making sure we get this right, which is why I\u00a0will be\u00a0publishing the draft\u00a0Bill for scrutiny and improvement before\u00a0it\u00a0is introduced\u00a0in\u00a0Parliament.<\/p>\n

\u201cI am\u00a0also\u00a0calling on the industry to actively prepare for these changes now. It is\u00a0vital\u00a0that the sector\u00a0moves in step\u00a0with us, to provide confidence\u00a0and\u00a0reassurance to residents\u00a0that their\u00a0safety\u00a0is\u00a0firmly\u00a0at the heart of\u00a0everything\u00a0we do.\u201d<\/p>\n

Building safety and fire minister Lord Greenhalgh, commented: \u201cAs a government we are determined to learn the lessons from that fateful night at Grenfell Tower and ensure that a tragedy like this does not happen again.<\/p>\n

\u201cThese are the biggest changes to building safety legislation for nearly 40 years, and they\u00a0will raise standards across the industry and ensure building owners have nowhere to hide if they break the rules.<\/p>\n

\u201cConsulting on key recommendations from the Inquiry and\u00a0wider changes to fire safety regulation will give\u00a0those affected the opportunity to make their voices heard and help us implement lasting, significant change.\u201d<\/p>\n

Independent advisor and author of the Independent Review of Building Regulations and Fire Safety, Dame Judith Hackitt<\/a>, added: \u201cI welcome this\u00a0draft Bill as an important milestone in delivering the fundamental reform this industry needs to make residents and buildings safer.<\/p>\n

\u201cIt meets the ambitions and recommendations set out in my review.<\/p>\n

\u201cAnd industry must be in no doubt that it is not enough to wait for the Bill to become law before they implement changes;\u00a0we expect them to start taking action now.\u201d<\/p>\n

To also ensure that building owners are clear on which steps they need to take to ensure the building is safe,\u00a0the government\u00a0will also\u00a0publish a new \u2018manual\u2019 to the Building Regulations which contains all Approved Documents in one place.<\/p>\n
