{"id":81470,"date":"2020-08-25T14:26:11","date_gmt":"2020-08-25T13:26:11","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=81470"},"modified":"2020-08-25T14:26:11","modified_gmt":"2020-08-25T13:26:11","slug":"citb-cuts-jobs","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/citb-cuts-jobs\/81470\/","title":{"rendered":"CITB to cut 110 jobs as Covid-19 pressures mount"},"content":{"rendered":"<h2 class=\"MsoNormal\"><a href=\"https:\/\/www.citb.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">CITB<\/a> has opened a formal consultation with trade unions and employee representatives over proposals which will cut 110 jobs to reduce back-office and management costs<\/h2>\n<p class=\"MsoNormal\">The proposals aim to address the sustained loss in levy income associated with <a href=\"https:\/\/www.pbctoday.co.uk\/news\/covid-19-construction-news\/\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19<\/a>.<\/p>\n<p class=\"MsoNormal\">The consultation will see its levy income fall by a third over three years, but the proposed changes will allow CITB to focus its expenditure on directly supporting construction employers with their key skills, training and apprenticeships needs.<\/p>\n<p class=\"MsoNormal\">The proposals would reduce the organisation\u2019s payroll bill by 17%, saving \u00a34.5m per year.<\/p>\n<p class=\"MsoNormal\">CITB would be cost-neutral in 2020\/21 if it implements proposals to change its <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/citb-covid-measures\/80609\/\" target=\"_blank\" rel=\"noopener noreferrer\">redundancy policy<\/a> as announced at the start of August, thus ensuring that there would be no additional draw on levy income to fund redundancy costs.<\/p>\n<h3 class=\"MsoNormal\">The proposals are designed to:<\/h3>\n<ul style=\"margin-top: 0cm;\" type=\"disc\">\n<li class=\"MsoNormal\" style=\"mso-list: l0 level1 lfo1; tab-stops: list 36.0pt;\">Protect front-line services to construction employers, with a proportionately greater reduction in back-office and management roles;<\/li>\n<li class=\"MsoNormal\" style=\"mso-list: l0 level1 lfo1; tab-stops: list 36.0pt;\">Ensure that CITB is financially sustainable given its lower-income, able to respond quickly to industry\u2019s needs and is efficient in its operations. For example, CITB will continue its Covid-19 approach of supporting employers over digital channels and by phone rather than relying heavily on face-to-face support.<\/li>\n<li class=\"MsoNormal\" style=\"mso-list: l0 level1 lfo1; tab-stops: list 36.0pt;\">Amalgamate CITB\u2019s two field teams \u2013 partnerships and apprenticeships \u2013 to deliver a fully joined-up service to local partners. This approach will be tailored separately to the different needs in England, Scotland and Wales.<\/li>\n<\/ul>\n<p class=\"MsoNormal\">The proposed reduction of 110 roles and the saving of \u00a34.5m per year are in addition to the continuing implementation of the changes in <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/citb-launches-its-new-training-model\/40087\/\" target=\"_blank\" rel=\"noopener noreferrer\">CITB\u2019s Vision 2020<\/a> programme which included the divestment of industry card schemes and the National Construction College.<\/p>\n<p class=\"MsoNormal\">Due to the pandemic, CITB announced a <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/citb-sets-out-plan\/78193\/\" target=\"_blank\" rel=\"noopener noreferrer\">suspension of levy collection<\/a> and a halving of next year\u2019s payment \u2013 a reduction of \u00a3242.1m in levy income over three years.<\/p>\n<p class=\"MsoNormal\">Communication with industry by the Construction Leadership Council, CITB and partners since March has shown that employers want resources put into protecting existing skills, prioritising direct employer funding and apprenticeships.<\/p>\n<h3>&#8216;Deeply distressing&#8217;<\/h3>\n<p class=\"MsoNormal\"><span style=\"mso-bidi-font-weight: bold;\">Sarah Beale, CITB chief executive, said:<b> <\/b><\/span>\u201cCITB started the year with an agreed business plan and budget, but the impact of Covid-19 has been severe.<\/p>\n<p class=\"MsoNormal\">\u201cOur response \u2013 advancing apprenticeship grants and <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/scrap-citb-levy\/77341\/\" target=\"_blank\" rel=\"noopener noreferrer\">cutting Levy bills<\/a> \u2013 was critical to support construction employers during the crisis. But the combination of less industry activity and lower Levy rates has reduced our forecast income over this three year period.<\/p>\n<p class=\"MsoNormal\">\u201cWe have to cut back our back-office and management costs to maintain a constant focus on giving construction employers the direct support that they need.<\/p>\n<p class=\"MsoNormal\">\u201cIt is deeply distressing to have to propose losing so many valued and committed colleagues.
