Part of an enhanced Green New Deal, the investment will transform heat and energy efficiency of buildings and rapidly accelerate the decarbonisation of an area which makes up a quarter of Scotland\u2019s <a href=\"https:\/\/www.pbctoday.co.uk\/news\/energy-news\/greenhouse-gas-emissions\/81176\/\" target=\"_blank\" rel=\"noopener noreferrer\">greenhouse gas emissions<\/a>.<\/p>\n<p>An additional \u00a3500m is being invested in Scotland\u2019s natural economy including \u00a3150m to help deliver a 50% increase in woodland creation by 2024 and an extra \u00a3150m for flood risk management, vital to increasing climate change resilience.<\/p>\n<p>The plans, outlined in the <a href=\"https:\/\/www.gov.scot\/publications\/protecting-scotland-renewing-scotland-governments-programme-scotland-2020-2021\/\" target=\"_blank\" rel=\"noopener noreferrer\">Programme for Government 2020\/21<\/a>, are among a range of measures to protect biodiversity, create green jobs and accelerate a just transition to net-zero.<\/p>\n<h3>Commitments include:<\/h3>\n<ul>\n<li>\u00a3100m green job fund<\/li>\n<li>\u00a360mn to help industrial and manufacturing sectors decarbonise, grow and diversify<\/li>\n<li>boosting youth employment opportunities in nature and land-based jobs by expanding apprenticeship and undergraduate schemes in public agencies, including Scottish Forestry, Forestry and Land Scotland and NatureScot<\/li>\n<li>\u00a370m to improve refuse collection infrastructure and develop a new route map to reduce waste and improve recycling as part of plans to drive a thriving circular economy.<\/li>\n<\/ul>\n<h3>Ensuring a green recovery<\/h3>\n<p>Environment and climate change secretary, Roseanna Cunningham, said: \u201cThe coronavirus pandemic has been an unprecedented global crisis which has fundamentally changed every aspect of our lives.<\/p>\n<p>&#8220;<a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/scotland-construction-sector\/76904\/\" target=\"_blank\" rel=\"noopener noreferrer\">How we work<\/a>, how we travel, how we use our land and other natural assets will all need to be re-imagined in order to build Scotland\u2019s recovery and shape our future.<\/p>\n<p>\u201cThis year\u2019s Programme for Government makes clear that our commitment to tackling the twin challenges of climate change and <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/biodiversity-net-gain\/75056\/\" target=\"_blank\" rel=\"noopener noreferrer\">biodiversity<\/a> loss is unwavering. Indeed, they are central to our recovery.<\/p>\n<p>\u201cWe will ensure our recovery is one that creates good quality, green jobs and ensures a fair and just transition to net-zero, leaving no-one behind.<\/p>\n<p>\u201cThe natural economy is a vital asset in mitigating greenhouse gas emissions, responding to climate change, ending <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/green-space-2\/80396\/\" target=\"_blank\" rel=\"noopener noreferrer\">biodiversity loss<\/a> and creating the new, green employment opportunities of the future.
