The financial strain of Covid-19 must not be allowed to derail infrastructure spending ambitions, says the Confederation of British Industry<\/a> (CBI)<\/h2>\n

Private sector investment can be a major driver of the UK\u2019s \u2018infrastructure revolution<\/a>\u2019, says the CBI, at a time when public purses have been stretched by Covid-19 support measures.<\/p>\n

The pandemic has placed an enormous and unexpected burden upon the UK economy.<\/p>\n

However, CBI says the financial strain resulting from Covid-19<\/a> must not be allowed to derail infrastructure spending ambitions.<\/p>\n

\u2018Investing in infrastructure\u2019, a new paper released today by the CBI,\u00a0highlights the critical role private finance can play in delivering on these promises.<\/p>\n

Report recommendations<\/h3>\n

The paper\u00a0lays out a series of recommendations to Government on how to attract\u00a0increased\u00a0private sector investment to deliver infrastructure.<\/p>\n

Key among those recommendations is\u00a0\u2013 in the event the UK ends its participation with the European Investment Bank, which provides infrastructure funding \u2013 for the government to create a UK infrastructure bank<\/a> to\u00a0help deliver infrastructure and\u00a0support the economic recovery.<\/p>\n

The report outlines the proposed bank\u2019s role in focusing on crowding in private finance by reducing risks, promoting market stability, and increasing investor confidence.<\/p>\n

Other recommendations include giving additional powers to the National Infrastructure Commission and Infrastructure and Projects Authority and reforming the National Infrastructure and Construction Pipeline to\u00a0boost confidence.<\/p>\n

\u2018Bridge the funding gap\u2019<\/h3>\n

Matthew Fell, chief UK policy director at the CBI, said: \u201cPrior to the outbreak of Covid-19, businesses welcomed the government\u2019s commitment to deliver an \u2018infrastructure revolution\u2019\u00a0and interpreted it as a clear sign that the government was serious about delivering on its levelling-up agenda.<\/p>\n

\u201cWhile the UK government\u2019s commitment to delivering infrastructure remains undeterred, the country\u2019s fiscal position has substantially worsened. In this context, the private sector now has an even more important role to play in helping to bridge the funding gap needed to deliver the government\u2019s\u00a0vision\u00a0for UK infrastructure<\/a>.<\/p>\n

\u201cTo support its ambitious infrastructure agenda and provide better connectivity,\u00a0at good value for taxpayers,\u00a0the government must reinvigorate the\u00a0UK infrastructure\u00a0market\u00a0tackling concerns about\u00a0regulation and a lack of clarity about investment opportunities.<\/p>\n

\u201cThe government must commit to an approach that\u00a0gives\u00a0confidence to\u00a0investors and\u00a0capitalises on the attributes of businesses and public sector establishing itself once again as a world class destination for investment.\u201d<\/p>\n

Stimulate economic growth<\/h3>\n

Richard Threlfall, global head of infrastructure at KPMG International<\/a>, commented:\u00a0<\/strong>\u201cCarefully prioritised infrastructure investment will stimulate economic growth and help create a fairer, more resilient and sustainable economy.<\/p>\n

\u201cBut with constrained public finances, now more than ever, we need to attract private finance, both from the UK and from inward investment.<\/p>\n

\u201cI welcome the powerful set of recommendations in this report, which if enacted would really help the UK to build back better.\u201d<\/p>\n

Stuart McMillan, partner at Burges Salmon LLP<\/a>, added:\u00a0\u201cAttracting private capital and funding will be crucial in delivering the UK Government\u2019s vision of an \u2018infrastructure revolution\u2019.<\/p>\n

\u201cEnsuring that the UK has a balanced regulatory environment, which offers clarity to investors, has never been more important in attracting private finance to the UK\u2019s infrastructure market.\u201d<\/p>\n
