{"id":82765,"date":"2020-09-21T12:55:08","date_gmt":"2020-09-21T11:55:08","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=82765"},"modified":"2020-09-21T12:55:08","modified_gmt":"2020-09-21T11:55:08","slug":"accelerate-modular-homebuilding","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/mmc-news\/accelerate-modular-homebuilding\/82765\/","title":{"rendered":"New report urges Government to accelerate modular homebuilding"},"content":{"rendered":"<h2>A new report has called for the construction of 75,000 new modular homes a year to create 50,000 new jobs and reduce carbon emissions by 40%<\/h2>\n<p>A new report, published jointly by <a href=\"http:\/\/www.cast-consultancy.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Cast Consultancy<\/a> and <a href=\"https:\/\/www.hta.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">HTA Architects<\/a>, is urging the government and the housing industry to work together, to make modular homes the driving force for delivering the government\u2019s \u2018<a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/build-planning-system\/80317\/\" target=\"_blank\" rel=\"noopener noreferrer\">build, build, build<\/a>\u2019 agenda.<\/p>\n<p>Following the Government\u2019s recent\u00a0planning white paper\u00a0to <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/planning-system-reforms-2\/78451\/\" target=\"_blank\" rel=\"noopener noreferrer\">reform the planning system<\/a>, the new report \u2013\u00a0\u2018Build Homes, Build Jobs, Build Innovation\u2019 \u2013\u00a0points to how modern methods of construction (MMC) has struggled to become mainstream within the current planning system.<\/p>\n<p>The proposed digitisation, pattern book and design code agendas set out in the recent planning white paper will give high-quality <a href=\"https:\/\/www.pbctoday.co.uk\/news\/modular-construction-news\/homelessness-modular-construction\/81583\/\" target=\"_blank\" rel=\"noopener noreferrer\">modular construction<\/a> its chance to become an increasingly viable and mainstream form of construction.<\/p>\n<p>This new paper sets out a bold ambition to seize on the opportunities presented by Covid-19 recovery planning to accelerate the role modular homes play in the future as part of a much more strategic approach to nurturing and mainstreaming the manufactured housing market.<\/p>\n<p>At its heart is the call for more tenure diversity to allow deeper market absorption combined with a new modular homebuilding national integration platform capable of aggregating and coordinating the market.<\/p>\n<p>The report has been co-authored by Mike De\u2019Ath, partner at HTA Design and Mark Farmer, founder and CEO of Cast Consultancy.<\/p>\n<p>They argue that with support from the government, the construction industry has the capacity to produce up to 75,000 well-designed new homes per year by 2030.<\/p>\n<h3>Government support<\/h3>\n<p>What the industry needs from Government, De\u2019Ath and Farmer argue, is support at a number of levels. The most fundamental of these are:<\/p>\n<ul>\n<li>Placing modular at the heart of policy and the \u2018build build build\u2019 agenda with co-ordination between BEIS, HMT and MHCLG to implement modular homebuilding activity as a primary lever for levelling up the UK<\/li>\n<li>Additional funding for more diverse forms of housing that can be absorbed quickly into the market with linked targets for modular housebuilding building further on the recent announcement of MMC targets being set in the 2021 \u2013 2026 Affordable Housing Programme<\/li>\n<li>Capitalising on the planning white paper\u2019s ideas to promote more rules-based and codified planning to help accelerate modular delivery and create beautiful <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/offsite-manufactured-homes-answer-londons-housing-crisis\/34729\/\" target=\"_blank\" rel=\"noopener noreferrer\">manufactured homes<\/a><\/li>\n<li>Homes England to create a national level brokerage platform that brings buyers and sellers of modular housing together at a scale that allows the market to grow sustainably.<\/li>\n<\/ul>\n<h3>Stimulate and galvanise modular homebuilding<\/h3>\n<p>Mike De\u2019Ath, partner at HTA Design, said:\u00a0\u201cOur experience of designing modular manufactured housing over the past decade demonstrates the huge benefits to housing delivery.<\/p>\n<p>&#8220;New modular homes outperform traditional new homes in nearly every area, not least the quality of build and speed possible through innovation.<\/p>\n<p>\u201cOur ambition for 75,000 new, beautifully designed, <a href=\"https:\/\/www.pbctoday.co.uk\/news\/modular-construction-news\/modular-homes-social-housing\/73300\/\" target=\"_blank\" rel=\"noopener noreferrer\">modular homes<\/a> is realistic and achievable, so our ask of government therefore is simple: help us stimulate and then galvanise the demand for modular homebuilding.<\/p>\n<p>\u201cWith this help, a sustained long-term pipeline can underpin investment in manufacturing to deliver the quality homes we need while creating the jobs we want.\u201d<\/p>\n<p>Mark Farmer, CEO of Cast Consultancy, added:\u00a0\u201cWe have come a long way since I published \u2018Modernise or Die\u2019 in 2016, but the country still needs to build more homes, quickly.
