{"id":83098,"date":"2020-09-28T12:01:00","date_gmt":"2020-09-28T11:01:00","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=83098"},"modified":"2021-08-04T14:58:13","modified_gmt":"2021-08-04T13:58:13","slug":"social-value-procurement","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/social-value-procurement\/83098\/","title":{"rendered":"Government boosts social value procurement"},"content":{"rendered":"<h2>The government has introduced new measures to ensure public procurement delivers on social value priorities<\/h2>\n<p>Government departments will use the <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/social-value-architecture\/66645\/\" target=\"_blank\" rel=\"noopener noreferrer\">social value<\/a> model to assess and score suppliers on the wider positive benefits they bring by delivering the contract.<\/p>\n<h3>The social value model includes:<\/h3>\n<ul>\n<li>Supporting <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/recovery-from-covid-19\/79736\/\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 recovery<\/a>, including helping local communities manage and recover from the impact of Covid<\/li>\n<li>Tackling economic inequality \u2013 creating new businesses, jobs and skills, as well as increasing supply chain resilience<\/li>\n<li>Fighting climate change and reducing waste<\/li>\n<li>Driving equal opportunity, including reducing the disability employment gap and tackling workforce inequality, improving health and wellbeing and community integration.<\/li>\n<\/ul>\n<p>The new approach will apply tests that all bidders of all shapes and sizes will be capable of meeting.<\/p>\n<p>It therefore further levels the playing field for the UK\u2019s small businesses, start-ups and voluntary and community sector organisations and social enterprises.<\/p>\n<h3>Value at the heart of our procurement decisions<\/h3>\n<p><a href=\"https:\/\/www.gov.uk\/government\/organisations\/cabinet-office\" target=\"_blank\" rel=\"noopener noreferrer\">Cabinet Office<\/a> minister, Julia Lopez said: \u201cGovernment has tremendous buying power, spending \u00a349bn each year on contracts for vital public services. Value to the taxpayer should lie at the heart of our procurement decisions.<\/p>\n<p>\u201cToo often, however, \u2018value\u2019 has been narrowly defined by price without taking into account other important factors such as the number of local jobs or apprenticeships a contractor will provide, the care they show the environment in their business practices or the number of SMEs involved in their wider <a href=\"https:\/\/www.pbctoday.co.uk\/news\/health-safety-news\/supply-chain-covid-secure\/80463\/\" target=\"_blank\" rel=\"noopener noreferrer\">supply chain<\/a>.<\/p>\n<p>\u201cWe want to see a greater variety of companies deliver government contracts, from every corner of our country \u2013 not just because that benefits local economies and communities but because it helps diversify our risk, create a more resilient supplier base and deliver some of our critical priorities.<\/p>\n<p>\u201cIf we can use government\u2019s buying power to drive that broader value, the better our chances of levelling up our country and investing in our people as part of our Covid recovery.\u201d<\/p>\n<p>The minister for civil society, Baroness Barran, commented: \u201cThis hugely positive change will ensure taxpayers\u2019 money supports levelling up across the country, encouraging businesses to give back to their communities and offering more opportunities for our dedicated charities, social enterprises and voluntary groups.<\/p>\n<p>&#8220;This way we can ensure government contracts are helping to tackle economic inequality and support our recovery.\u201d<\/p>\n<h3>\u2018An important step\u2019 for public sector supply chains<\/h3>\n<p>Arnab Dutt, chair of the Social Value Policy Unit at the <a href=\"https:\/\/www.fsb.org.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">Federation of Small Businesses<\/a>, added: \u201cI welcome the announcement on social value procurement as an important step forward for <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/construction-framework-provider\/77833\/\" target=\"_blank\" rel=\"noopener noreferrer\">public sector<\/a> supply chains.<\/p>\n<p>\u201cIts focus on addressing economic inequality, the climate emergency and societal wellbeing is a 21st century agenda.<\/p>\n<p>\u201cSocial value has the potential to be transformational in bringing opportunity to all parts of our country and to the many small businesses that are the lifeblood of our communities.<\/p>\n<p>\u201cThe Federation of Small Businesses continues to help shape policy for a dynamic ecosystem for our <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/construction-industry-smes\/79575\/\" target=\"_blank\" rel=\"noopener noreferrer\">UK SMEs<\/a> in collaboration with the public sector, acknowledging that the government\u2019s SME growth agenda and social value policy go hand in hand.\u201d<\/p>\n<p>The
