{"id":83727,"date":"2020-10-09T12:56:30","date_gmt":"2020-10-09T11:56:30","guid":{"rendered":"https:\/\/www.pbctoday.co.uk\/news\/?p=83727"},"modified":"2020-10-09T12:56:30","modified_gmt":"2020-10-09T11:56:30","slug":"data-planning-system","status":"publish","type":"post","link":"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/data-planning-system\/83727\/","title":{"rendered":"&#8216;Technology and data at the heart&#8217; of planning system reforms"},"content":{"rendered":"<h2>Property industry experts have called for the government to prioritise data standardisation, collaboration and community engagement in planning system reforms<\/h2>\n<p>Leading figures from across the property industry discussed the key priorities that must be considered as part of the proposed reforms of England\u2019s <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/planning-system-changes\/80521\/\" target=\"_blank\" rel=\"noopener noreferrer\">planning system<\/a> during <a href=\"https:\/\/go.landmark.co.uk\/landmarks-planning-for-the-future-consultation-recordings\" target=\"_blank\" rel=\"noopener noreferrer\">a virtual event<\/a> that focused on the government\u2019s \u2018Planning for the Future\u2019 consultation.<\/p>\n<p>Representatives, including those from MHCLG, Atkins, RICS, ABI and BRE, welcomed the focus on taking an \u2018analogue\u2019 service to \u2018digital\u2019, to provide greater collaboration, standardisation of processes, <a href=\"https:\/\/www.pbctoday.co.uk\/news\/bim-news\/big-data-construction\/76717\/\" target=\"_blank\" rel=\"noopener noreferrer\">digitisation of data<\/a> to support plan-making and community engagement in planning applications and decisions across the country.<\/p>\n<p>The event, chaired by Alex Wrottesley, managing director of <a href=\"http:\/\/www.landmark.co.uk\" target=\"_blank\" rel=\"noopener noreferrer\">Landmark Information\u2019s<\/a> Environment &amp; Mapping division, brought together industry leaders to debate the details of the <a href=\"https:\/\/www.gov.uk\/government\/consultations\/planning-for-the-future\" target=\"_blank\" rel=\"noopener noreferrer\">Planning for the Future consultation whitepaper<\/a> ahead of the submission deadline on 29 October.<\/p>\n<h3>\u2018From analogue to digital\u2019<\/h3>\n<p>Talking at the event, Paul Maltby, chief digital officer of the MHCLG, said: \u201cThe whitepaper sets out some quite radical changes to the planning system for England.<\/p>\n<p>\u201cThere\u2019s much around policy changes, design, technology, digital services and data \u2013 however we see technology and data is really at the heart of this.<\/p>\n<p>\u201cThere are four main areas where we see data and digital services having a big change. The first is community engagement; enabling people to become more involved in the decision-making process for our towns through digital services, which will make this more engaging.<\/p>\n<p>\u201cThe second is <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/local-plans-community-engagement\/83266\/\" target=\"_blank\" rel=\"noopener noreferrer\">Local Plans<\/a>; these set the rules for what will happen however finding and interpreting the rules can be hard.<\/p>\n<p>\u201cThe third aspect is in Plan Making and planning decisions; this is the case management of plans and how the overall process is managed.<\/p>\n<p>\u201cCurrently people struggle with a system of uncertainty of extracting data.<\/p>\n<p>\u201cFinally, PropTech; the UK\u2019s position in a global <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/proptech-opportunity-or-threat-surveyors-attitudes-to-adoption\/49471\/\" target=\"_blank\" rel=\"noopener noreferrer\">PropTech<\/a> market is fascinating and we see this as an important part in fuelling the change in our market.<\/p>\n<p>\u201cThe focus is to switch [the planning system] from analogue to digital \u2013 with machine-readable formats that include geospatial boundaries; essentially changing documents and words into data and code.<\/p>\n<p>\u201cWe don\u2019t see the role of Government as building lots of services but instead as a platform, where trusted, authoritative data is made available for industry to build information or digital services.<\/p>\n<p>\u201cCurrently, around 50% of household applications are submitted with errors and planning officers have to spend their time responding to correct submissions.\u00a0 We feel this is a system that can be fixed.\u201d<\/p>\n<h3>\u2018Greater digitisation of spatial planning and plan making\u2019<\/h3>\n<p>Helen Dias, technical director of strategic planning at <a href=\"https:\/\/www.atkinsglobal.com\/en-gb\" target=\"_blank\" rel=\"noopener noreferrer\">Atkins<\/a>, added: \u201cMany Local Authorities are still struggling with technology and are reliant on legacy software and paper documents \u2013 not data.<\/p>\n<p>\u201cThe whitepaper sets out some key issues, including a better use of data and IT; there needs to be greater digitisation of spatial planning and plan making as well as the applications process.<\/p>\n<p>\u201cThere needs to be data-rich planning application registers so information can be more easily found, and the data that supports the Local Plan and the process itself must be standardised and more accessible.<\/p>\n<p>\u201cThere is a real, real need for the government to put its money where its mouth is and put some real investment into funding local authorities to ensure they have the skills &#8211; and resources &#8211; in digital planning and urban design, if the aspirations of the Planning White Paper are to be met.\u201d<\/p>\n<p>Commenting on the event, Alex Wrottesley, said: \u201cCollaboration is fundamental to how we do things in a data economy and it\u2019s exciting to see MHCLG and government look at how we create the environment for that collaboration to take place effectively.<\/p>\n<p>\u201cWe are preparing a formal response to the consultation and urge the wider industry to do the same.<\/p>\n<p>\u201cIt\u2019s so important to be involved in this conversation about how the proposed changes will impact us and our clients and colleagues across the industry.<\/p>\n<p>\u201cData and PropTech are at the heart of these reforms;
