calls on Government to invest in construction industry skills"},"content":{"rendered":"<h2>Government investment is needed to support construction industry skills in the coming year to prevent a generation of talent being lost, says <a href=\"https:\/\/www.citb.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">CITB<\/a><\/h2>\n<p>The <a href=\"https:\/\/www.citb.co.uk\/about-citb\/construction-industry-research-reports\/search-our-construction-industry-research-reports\/forecasts\/csn-forecasts-2019-2023-uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">CITB Construction Skills Network<\/a> (CSN) report for 2021-25 outlines three scenarios for how the construction sector might recover from the current recession.<\/p>\n<p>The forecast fall in <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/planning-reform-on-employment-land\/84258\/\" target=\"_blank\" rel=\"noopener noreferrer\">construction employment<\/a> varies between 10% and 14% of the workforce, or 286,000-372,000 sector workers.<\/p>\n<p>The numbers employed will only approach pre-Covid levels from 2025 onwards.<\/p>\n<p>Under the best-case scenario, UK Gross Domestic Product (GDP) would return to pre-Covid-19 levels in 2022, whereas it is likely to be 2025 or later for the mid-case or worst-case.<\/p>\n<p>Action is essential to ensure that this loss of skilled workers does not hold the industry back from delivering on its pipeline of work, meeting the governments ambitions for infrastructure, <a href=\"https:\/\/www.pbctoday.co.uk\/news\/energy-news\/futureproofing-developments\/84008\/\" target=\"_blank\" rel=\"noopener noreferrer\">new homes and zero-carbon<\/a> or modernising to boost productivity.<\/p>\n<p>CITB is working with industry to make it easier for people to join construction, to place people who have lost their jobs, to help learners complete their apprenticeships and to carry out essential training and retraining.<\/p>\n<p>In the short term, 2021-2022, limited recruitment of <a href=\"https:\/\/www.pbctoday.co.uk\/news\/hr-skills-news\/sizewell-c-levy-transfer\/84303\/\" target=\"_blank\" rel=\"noopener noreferrer\">new entrants and apprenticeship<\/a> starts is expected, with a rise in unemployment but demand for skilled workers in infrastructure.<\/p>\n<p>In 2023-2025 recruitment of new entrants and apprenticeships should pick up with increased demand for training from employers.<\/p>\n<h3>Four key recommendations for the government are:<\/h3>\n<ul>\n<li>Protect and retain as much of construction\u2019s existing talent as possible<\/li>\n<li>Make construction a priority sector in the new <a href=\"https:\/\/www.gov.uk\/government\/organisations\/skills-funding-agency\" target=\"_blank\" rel=\"noopener noreferrer\">National Skills Fund<\/a><\/li>\n<li>Reform the Apprenticeship Levy so that more money can be spent on smaller companies in the supply chain<\/li>\n<li>Help get more college students into construction jobs and apprenticeships.<\/li>\n<\/ul>\n<p>Steve Radley, CITB policy director, said: \u201cThis forecast shows that a recovery will be slower than previously hoped but that construction will grow and create more jobs over the next five years.<\/p>\n<p>\u201cThis will create skills challenges and it is vital that CITB, industry and government work together to meet them.<\/p>\n<p>\u201cCITB is investing levy funds to\u00a0make it easier for people to join construction, to place people who have lost their jobs, to help learners complete their apprenticeships and to carry out essential training and retraining.<\/p>\n<p>\u201cGovernment can play a key role and providing certainty on its <a href=\"https:\/\/www.pbctoday.co.uk\/news\/planning-construction-news\/northern-infrastructure-projects\/80795\/\" target=\"_blank\" rel=\"noopener noreferrer\">infrastructure pipeline<\/a>, working with industry to help more college students into construction jobs and apprenticeship and prioritising construction in the new National Skills Fund to help it recruit and train fresh talent.<\/p>\n<p>\u201cIt should also look at reforming the <a href=\"https:\/\/www.gov.uk\/government\/publications\/apprenticeship-levy\/apprenticeship-levy\" target=\"_blank\" rel=\"noopener noreferrer\">Apprenticeship Levy<\/a> to allow employers to pass on unspent vouchers in bulk.\u201d<\/p>\n<p>Read the CSN report <a
